The following "Conditions of Approval" for the above referenced zone change
are submitted to the Spokane County Hearing Examiner Committee for inclusion
in the "Planning Report" and "Findings and Order" of the public hearing
scheduled October 19, 1995
Prior to releaee of s building permit or uee of property ae propoeed
E18 That sidewalks are required along the arterial on Sprague Avenue
E40 Accesa permits for approaches to the County Road System shall be obtained from the
County Engineer
E43 Applicant shall submit for approval by the Spokane County Engineer road drainage
and access plans
E44 The applicant shall submit for approval by the Spokane County Engineer a detailed
surface water disposal plan for the entire project or portion thereof if the
development is phased
E45 A parking plan and traffic circulation plan shall be submitted and approved by the
Spokane County Engineer The design location and arrangement of parking stalls
shall be in accordance with standard engineering practices Paving or surfacing as
approved by the County Engineer will be required for any portion of the project
which is to be occupied or traveled by vehicles
E48 The conatruction of the roadway improvements stated herein shall be accomplished as
approved by the Spokane County Engineer
E53 The applicant shall construct a paved and delineated approach(s) to meet the
existing pavement on Sprague Avenue
E54 Access to the South Valley Arterial shall be prohibited until such time as
specifically authorized by the Spokane County Engineer
E55 Roadway standards, typical roadv►lay sections and drainage plan requirements are found
in Spokane Board of County Commissioners resolution 95-0498 aa amended and are
applicable to thie proposal
E58 No construction work is to be performed within the existing or proposed right of way
until a permit has been issued by the County Engineer All work within the public
road right of way is subject to inspection and approval by the County Engineer
E59 All required conatruction within the existing or proposed public right of way is to
be completed prior to the release of a building permit or a bond in an amount
estimated by the County Engineer to cover the cost of construction or improvements
ahall be filed with the County Engineer
E61 The County Arterial Road plan identifies Sprague Avenue as a 130 foot Principal
Arterial The exYSting right of way width of 110 feet is not consistent with that
epecified in The Plan In order to implement the Arterial Road Plan it is
recommended that a strip of property 10 in width along the Sprague Avenue frontage
be set aside in reserve Thie property may be acquired by Spokane County at the
time when Arterial Improvements are made to Sprague Avenue
E61 The County Arterial Road plan identifies the South Valley Arterial as a 160 foot
Controlled Access Arterial The existing right of way width of 60 feet is not
consistent with that epecified in The Plan In order to implement the Arterial Road
Plan it is recommended that a etrip of property 60 in width along the South Valley
Arterial frontage be set aside in reserve This property may be acquired by Spokane

Purpose of Checklist File No.
The State Environmental Poticy Act (SEPA) chapter 43.21C RCW, requires all Governmentai agencies to consider the environmental impacts of s proposal before making
decisions. An Environmental Impact Statement (EIS) must be prepered for all proposals with probabte significant adverse impacts on the quality of the environment. The
purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it
can be done) and to help the agency decide whether an EIS is required.

Two of the proposed ten buildings will be two-story, approximately 25' in height; and the eight
others will be one-story, approximately 12' in height. The buildings will be wood frame and
block, with a combination of inetal, vertical cedar, and exposed block siding.

The subject has approximately 183.94' of frontage along Sprague Avenue on the north, and an
existing 32' wida driveway approach that servas the mobile home park. Sprague Avenue is a
major easdwest commercial arterial 110' in width proposed to be widened to 130'. In
addition, the old railroad right-of-way that bordets the subject on the south is proposed to be
developed as a 160' wide South Valley arterial with controlled access. The Spokane Traffic
Engineers have indicated that potentially the north 10' snd tfie south 60' of the subject may be
needed for future right-of-way.

Yes, public transit is available along Spragua Avenue.

eliminate?
The subject currently has off street parking for each of the mobile homes and the duplex. The
completed project will have a minimum of 42 off street parking spaces, with 37 spaces
required by Code.

The project wifl require a new driveway approach along Sprague Avenue. Spokane County
Traffic Engineers have indicated tfiat Sprague Avenue should be adequate to handle the
subject's traffic, but that 10' of ndditional right-of-way (north 10' of subject) may be required.

2 The Commtttee adopts the Planning Department Report as a part of this record
3 The existing land uses in the area include a variety of commercial and industrial
uses
4 The proposed use is compatible with existuig uses in the area
5 The Comprehensive Plan category of the subject property is Major Commercial and
the subject property is wrthin the Prionty Sewer Service Area (PSSA) and Aqwfer
Sensitive Area (ASA) Overlay Zone
The Major Commercial Category is intended to provide the ogpornuury for

Controlled Access artenal The existuig nght-of-way width of 60 feet is not
consistent with that specified in the Plan In order to implement the Artenal Road
Plan, in add.ition to the required nght-of-way dedicauon, a stnp of property 60 feet
in width along the South Valley Artenal frontage shall be set aside in reserve Tlus
property may be acquued by Spokane County at the ume when artenal
improvements are made to South Valley Artenal
14 There may exist utilities, either underground or overhead, affecting the subject
property, including property to be dedicated or set aside for future acquisition

4 A public sewer system will be made available for the project and individual service will

1 All air pollution regulations must be met
2 Air pollution regulations requue that dust enussions dunng demoLtion, construction
and excavation projects be controlled This may require use of water sprays, tarps,
spruiklers or suspension of activity dunng certain weather conditions Haul roads
should be treated, and enussions from the transfer of earthen matenal must be
controlled, as well as enussions from all other construction-related activities
3 SCAPCA strongly reconunends that all traveled surfaces (i e ingress egress
parking areas, access roads) be paved and kept clean to rrurunuze dust emissions
4 Measures must be taken to avoid the deposition of dut and mud from unpaved
surfaces onto paved surfaces If tracking or spills occur on paved surfaces,
measures must be taken untnediately to clean these surfaces
5 Debris generated as a result of this project must be disposed of by means other than
bunung (i e construction waste, etc )
6 SCAPCA Regulation I, Article, V reqwres that a Notice of Constructron and
Application for Approval be subnutted to and approved by our Agency pnor to the
construction, installation or estabhshment of air pollution source This includes any
fuel fired equipment rated at greater than 400,000 BTU/hour (boilers, hot water

heaters, ovens etc ) It also includes paint booths, and other sources or au-
contaminants
7 Demolition and renovation projects must comply with the requirements of CFR 40
Part 61, Subpart M and of SCAPCA Regulation I Article IX, both of which address
asbestos concerns Intent to Demohsh forms are available at the SCAPCA office
8 SCAPCA Regulation I, Article IV requues registration with tlus agency
9 SCAPCA Regulation I, Article N, and SCAPCA Regulation II, Article IV, address
ennission standards All enussion standards must be met
10 Debns generated as a result of this project must be disposed of by means other than
burning (i e construction waste, etc )
11 Some objectionable odors may result from this project (asphalt fumes) SCAPCA's
