A. IIJYRUUUCT ION
This matter having come before the Zoning Nearing Examiner Committee on
February 7, 1985, and the members of the Committee present being
Jane E. Myers, Chairperson and Richard L. Skalstad.
B. PItOpOSAL
The sponsor, Vernon W. Milholland, is requesting approval of a zone
reclassification, File No. ZE-84-84, ugricultural to Residential
Manufactured Home, for the purpose of developing a 24-Unit Manufactured
Home Park with one space to be occupied by the existing residence on
site.
C. FINDINGS OF FACT
l. That the existing land use in the area is residential, railroad right
of way, truck stop and vacant.
2. That the Comprehensive Plan designates this area as appropriate for
Urban development.
3. That tne existing zoning of the property described in the application
is Agricultural.
4. That the provisions of RCW 43.21C (The State Environmental F'olicy
Act) have been complied with, and the Committee concurs with the
Ueclaration of Non-Significance.
5, That the proper legal requirements for advertisement of the Agenda
Item have been ful fi 11 ed.
6. That the land in this area is suitable for the proposed use, or
uses within the proposed Zone Classification.
7. That the applicant has demonstrated that conditions have
substantially changed since the original zoning of this area and
accordingly, the proposed rezone is justified.

D. CONDITIUNS OR CONTINGENCIES APPLIED TO THIS APPROVAL
(All Conditions imposed by the Zoning Nearing Examiner Committee shall be
binding on the "Applicant", which term shall include the owner or owners
of the property, heirs, assigns, and successors.)
That the road within the proposed manufactured home park may need to
be realigned to accommodate the movement of manufactured homes in and
out of the park satisfactorily.
a) CUUNTY PLANN ING DEPARYMENT
l. That the roof shape and composition of the Manufactured Homes be
similar to conventional single family residential structures.
2. That a minimum 5-foot dense landscape strip with tall growing
trees be provided along Boone Avenue; said landscaping to be
installed prior to release of building permits.
3. That a 6-foot sight-obscuring fence be installed prior to
issuance of building permits along all property lines, except
along Boone Avenue.
4. The Zoning Administrator shall approve a specific exterior
lighting plan for the approved area prior to installation of
such lighting. (Such plan shall attempt to confine illumination
to the area with full consideration to adjacent properties).
5. A specific landscape plan, planting schedule and provisions for
maintenance acceptable to the Spokane County Zoning
Administrator shall be submitted with a performance bond for the
project prior to release of building permits. Landscaping sfiall
be installed and maintained such that sight distance at access
points is not obscured or impaired.

b. The applicant shall develop subject property generally in
accordance within the concept presented to the hearing Examiner
Committee. Variations when approved by the zoning Administrator
will be permitted, including, but not limited to the followiny
changes: Building location, landscape plans, and general
allowable uses of the permitted zone. All variations must
conform to regulations set forth in the Spokane County Zoning
Ordinance. The original intent of the development plans shall
be maintained.
7. The specific development plan will be submitted for ('lanning
Department review and approval prior to issuance of building
permi ts.
8. That prior to release of building permits, the sponsor shall
submit a final Manufactured Home Park design plan to the
Planning Department which demonstrates compliance with the
Residential Nianufactured Home Zone, Development Standards of
Section 4.05A.050-(b-1-9), and all Hearing Examiner Committee
conditions of approval.
9. All current standards of the Residential P9anufactured Nome Zone,
as amended, shall be complied with in the development of this
site.
lU. That the project is subject to Section 4.16A.050, the Aquifer
Sensitive Area Overlay Zone of the Spokane County Zoning
Urdinance, which sets forth various measures for Aquifer
protection; specifically, measures dealing with wastewater
disposal, spill protection measures, and stormwater runoff.
11. Any division of land for the purpose of sale, lease or transfer,
shall comply with RCW 58-17 and the Spokane County Platting
Urdinances prior to issuance of building permits.
12. That the provisions of SEPA's NOTICE UF ACTION pursuant to
Chapter 43.21C.080 RCW and the Board of Spokane County
Commissioners Resolution #17-1392 be initiated by the project
applicant within thirty (30) days of final disposition of this
application, and prior to any on-site improvements.

13. Pursuant to the provisions of Chapter 43.21C RCW, the SEPA
Guidelines (WAC 197-10) and the Spokane County Environmental
Ordinance (SCEO), a proposed declaration of non-significance has
been issued at least fifteen (15) days prior to this date; the
official file, written comments and/or public testimony contain
information regarding assessment of the proposal's likely
significant adverse impac ts to the physical environment; a
finding is hereby made that no probable significant adverse
impacts upon the physical environ ment are anticipated as a
result of the project; and a final declaration of
non-significance is hereby to be issued.
b) CUUNTY ENGINEERING DEPARTh1ENT
Prior To The Issuance Of A Building Permit Ur Use Of The Property As
Nroposed:
l. Applicant shall dedicate lU feet on Boone Avenue for
ri ght-of-way pri or to any use of the property.
2. Access permits for approaches to the County Road System shall be
obtained f rom the Spokane County Engineer.
3. Applicant shall improve Boone Avenue in a manner consistent with
Spokane County TYPICAL roadway section No. 2 minimum paving
width Access Standard.
4. Applicant shall submit for approval by the Spokane County
Engineer road, drainage, and access plans prior to the issuance
of a building permit on the property.
5. The applicant shall submit for approval by the Spokane County
Engineer and the Spokane Gounty Health District a detailed
combined on-site sewage system plan and surface water disposal
plan for the entire project prior to the issuance of any
building permit on the property.
6. A parking plan and traffic circulation plan shall be submitted
and approved by the Spokane County Engineer prior to the
issuance of a building permit on the property. The design,
location, and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving
or surfacing as approved by the County Engineer, will be
required for any portion of the project which is to be occupied
or traveled by vehicles.

4. Each dwelling unit shall be double-plumbed for connection to
future areawide collection systems.
5. A dry sewer connection to the future area-wide Sewerage System
is to be constructed. Plans and specifications for the dry
sewer connection are to be reviewed and approved by the
Utilities Department prior to issuing a building permit.
6. Sewer easements may be required for future connection to the
Yal 1 ey sewer system.
d) COUNTY HEALTH DISTRICT
1. A combined surface water and sewage disposal detailed plan shall
be approved by the County Engineer and the Health District prior
to the i ssuance of any bui 1 di ng permi t for thi s project.
2. Sewage disposal method shall be as authorized by the Director of
Utilities, Spokane County.
3. Subject to specific application approval and issuance of permits
by the Health Officer, the use of an individual on-site sewage
system may be authori zed.
4. Water service shall be coordinated through the Director of
Utilities, Spokane County.
5. Water service shall be by an existing public water supply when
approved by the Regional Engineer (Spokane), State Uepartment of
Social and Health Services.
6. Use of private wells and water systems is prohibited.
7. Disposal of sewage effluent beneath paved surfaces is currently
prohibited.
e) COUNTY BU ILD ING ANU SNFETY UEPARTP9ENT
l. The site is located in Fire Uistrict # l.
2. Approved numbers or addresses shall be placed on all new and
existing buildings in such a position as to be plainly visible
and legible from the street or road fronting the property. Said
numbers shall contrast with their background.

3. Trash enclosures shall not be located adjacent to combustible
construction or underneath windows or nonprotected eaves.
4. Each structure shall be accessible to Fire Department apparatus
by way of access roadways with all-weather driving surface
capable of supporting the imposed loads of fire apparatus. The
minimum paved roadway width, inside curb face to inside curb
face, shall be 24 feet with no parking. Parallel parking is
permitted on one side with road widths of minimum 30 feet.
Parallel parking is permitted on both sides with road widths of
minimum 36 feet. Signs noting such is required for fire lane.
The turning radius of private roadways and drive aisles shall be
a minimum of 20 feet inside and a minimum 45 feet outside to
curb face. Cul de sacs more than 600 feet from the center line
of the nearest cross street shall have a minimum radius of 37
feet, 6 inches (75 feet diameter).
5. Installation of fire hydrants are required to be installed and
serviceable in accordance with the Spokane County Department of
Building and Safety prior to development. The water plan shall
show each fire hydrant and be in compliance with Chapter 10.04
of the 1979 edition of the Uniform Fire Code. The present
design requires a minimum fire flow of 500 g.p.m. for 30
minutes. The water plan shall specify the gallons per minute
for each fire hydrant at a residual pressure of no less than 20
p.s.i. (minimum pressure).
6. Where it is desired to have access control gates in residential
developments, the following shall apply:
The minimum width of roadway, inside of access gate, shall be
twelve feet (12'). There shall be at least two (2) such drive
approaches where the gates are located. One may be used for
vehicles exiting. Tire flatting spikes shall not be used unless
the entrance is a minimum of twenty feet (20') wide. The gates
shall be provided with an approved method of emergency operation
in accordance with the fire department standards. Where each
drive approach is less than twenty feet (20') in width and
controlled by gates, a secondary means of access shall be
provided with a clear, twenty foot (2U') unobstructed opening.
f ) WATER NURVEYOR
1. Water Purveyor is Consolidated Irrigation District #19, and
they will supply the site with adequate water for domestic, fire
and irrigation uses. However, satisfactory arrangements have
not been made to serve this proposal.

g) COUNTY AIR POLLUTIUN COIJTROL AUTHORITY
1. Air pollution regulations require that dust emissions during
demolition, excavation and construction projects be controlled.
This may require use of water sprays, tarps, sprinklers, or
suspension of activity during certain weather conditions. Haul
roads should be treated and emissions from the transfer of
earthen material must be controlled as well as emissions from
all other construction related activities.
2. Measures must be taken to avoid the deposition of dirt and mud
from unpaved surfaces onto paved surfaces. If tracking or
spills occur on paved surfaces, measures must be taken
immediately to clean these surfaces.
3. All travelled surfaces (ingress, egress, parking areas, access
roads) must be paved and kept clean.
4. It has been determined that fireplaces and wood stoves are a
significant source of suspended particulates. The small
particles (C lOmicrons) are respirable and can have an adverse
effect upon the health of the public. We strongly urge that if
wood stoves/fireplaces are used, that burning be done as
efficiently as possible. Al1 wood should be seasoned and stored
in a dry place. During periods of poor ventilation or elevated
air pollution levels, we request that use of wood stoves and
fireplaces be discontinued.
5. Some objectionable odors will likely result during the
construction phase of the project and from motor vehicles using
the site following completion of the project and from occupants
of the proposed project.
6. All air pollution regulations must be met.
h) '208' STUDY
l. Applicant shall comply with '208' recommendations concerning
stormwater runoff and provide necessary landscaping for runoff.

accomplished. The following items need to be completed prior to finalizing this project.
V~ The 10' right-of-way dedication along Boone Avenue needs to be accompiished.
Please provide a legal description of the proposed R/V1/ and a copy of the
recorded property deed, so that our Right-of-way Department can prepare the

Drainage easements are required for the portion of the swales along Boone
Avenue that extend onto private property. Please provide a legal description
of these areas and our R/W Department will prepare the necessary documents.

4. Revise the grade sheet as indicated.
Once these items are completed, final mylars with developer signature and engineers stamp
is required. We will issue a letter to the Planning Department, indicating completion of our
review once these remaining items are submitted.

a painted stripe at that location.

16. It is safe to assume the minimum percolation rate if the soil is one of the pre-
approved soil types as stated in the Guidelines for Stormwater Management.

the right-of-way dedication along Boone will be parailel to the property frontage
and no radius dedication at the entrance is required. Please revise all sheets to
reflect this revision.
The owner needs to sign the Boone Avenue improvement plans directly.
The swale detail should indicate that the back of the swale is 0.3' higher than
the normal gutter flowline.

General
1. Please submit road plans for the improvements required a4ong Boone Avenue.
2. All plans need to be signed by the engineer.
3. The owner needs to sign the construction plans as well.

4. The grade at the end of the road should be 1.43% according to the elevations
shown. Please revise.
5. The road should use the "Lane" designation since it will be a private road.
6. The curve in the road does not meet the standards for a private road. Please
revise or pursue a design deviation.

7. Show the continuous swale on the plan view. .
8. Add the following note or something similar: "See details on Sheet 10 of 10
for driveway construction across the continuous swale."
9. Identify the section as A-A or something that would help provide better
clarification.
10. Use and call out Spokane County standard materials. For example, call out
Type A drywells, Type 4 Metal frame and grate, etc.
11. Are the offsets from the centerline? If not please specify where the offsets are
from?
12. Specify the rim elevations.

A review of the road and drainage pians for the above referenced project has been
accomplished. The Iist below is a summary of the items that need to be addressed. Please
refer to the enclosed plans marked "Original" for complete comments.
Street Plan and Profile
1. Provide a typical cross-section for the private road. This cross-section should
meet the minimum elements as stated in Chapter 14.808, Section 14.808.040
of the Spokane County Zoning Code.
2. The horizontal curve does not meet the minimum standards as stated in the
Spokane County Road Standards. The minimum radius for an Urban Private
Street is 150. Piease modify this radius or obtain a design deviation for a
radius less than the standard.
Drainaqe Plan
3. Provide a typical lot layout.
4. Indicate on the plan where you are proposing to put the swales.
5. Provide elevations or profiles to show the swale grades. Indicate the drywell
rim elevations.
6. Provide a swale cross-section meeting County standards. .
7. Provide a detail of the driveway. Your drainage report specifies a"V-weir" to
allow the water to flow down the swales rather than back out onto the road.
Draina4e Report
8. Provide a coy of the SCS soil map for this project. Are the soils pre-approved
to support your conclusion of the percolation rate being a minimum 72 in/hr.
The Guidelines for Stormwater Management list the pre-approved soil types.

9. Item 3.9 in the report eludes to the fact that Spokane County will construct
Boone Avenue. This is not the case. As a condition of approval, the applicant
shall improve Boone Avenue to Spokane County typical roadway section
No. 2, Access standard. Therefore, the drainage associated with these
improvements needs to be addressed.
10. The calculations for each basin needs to include the entire area of the basin, not
just the road. It would be safe to assume that there wili be no off-site
contribution, but you stiil need to assume that the runoff from the lots
themselves will at least flow towards these swale. This would provide a more
conservative method.
i A(ot of major items are missing from this submittal (i.e. - improvements to Boone Ave.,
~ complete drainage analysis, etc.). Therefore it is difficult to perform a complete and thorough
review. Please make the necessary revisions regarding these comments and submit a
complete package for review.

This matter having come before the Zoning Hearing Examiner Committee on
February 7, 1985, and the members of the Committee present being
Jane E. Niyers, Chairperson and Richard L. Skalstad.
B. PKOPOSAL
The sponsor, Vernon W. Milholland, is requesting approval of a zone
reclassification, File No. ZE-84-84, Ngricultural to Residential
Manufactured Home, for the purpose of developing a 24-Unit Manufactured
Home Park with one space to be occupied by the existing residence on
site.
C. FINDINGS OF FACT
1. That the existing land use in the area is residential, railroad right
of way, truck stop and vacant.
2. That the Comprehensive Plan designates this area as appropriate for
Urban development.
3. That tne existing zoning of the property described in the application

4. That tne provisions of RCW 43.21C (The State Environmental Policy
Act) have been complied with, and the Committee concurs with the
Ueclaration of Non-Significance.
5. That the proper legal requirements for advertisement of the Agenda

uses ►vithin the proposed Zone Classification.
7. That the applicant has demonstrated that conditions have
substantially changed since the original zoning of this area and

That the road within the proposed manufactured home park may need to
be realigned to accommodate the movement of manufactured homes in and
out of the park satisfactorily.

similar to conventional single family residential structures.
2. That a minimum 5-foot dense landscape strip with tall growing
trees be provided along Boone Avenue; said landscaping to be
installed prior to release of building permits.
3. That a b-foot sight-obscuring fence be installed prior to
issuance of building permits along all property lines, except
along Boone Avenue.
4. The Zoning Administrator shall approve a specific exterior
lighting plan for the approved area prior to installation of
such lighting. (Such plan shall attempt to confine illumination
to the area with full consideration to adjacent properties).
5. A specific landscape plan, planting schedule and provisions for
maintenance acceptable to the Spokane County Zoning
Administrator shall be submitted with a performance bond for the
project prior to release of building permits. Landscaping sliall
be installed and maintained such that sight distance at access
points is not obscured or impaired.

6. The applicant shall develop subject property generally in
accordance within the concept presented to the hearing Examiner
Committee. Variations when approved by the Loning Administrator
will be permitted, including, but not limited to the following
changes: Quilding location, landscape plans, and general

conform to regulations set forth in the Spokane County Zoning
Ordinance. The original intent of the development plans shall
be maintained.
7. The specific development plan will be submitted for Planning
Department review and approval prior to issuance of building
permi ts.
8. That prior to release of building permits, the sponsor shall
submit a final Manufactured Home Park design plan to the
Planning Department which demonstrates compliance with the
Residential Manufactured Home Zone, Development Standards of
Section 4.05A.050-(b-1-9), and all Nearing Examiner Committee
conditions of approval.
9. All current standards of the Residential Manufactured liome Zone,
as amended, shall be complied with in the development of this
site.

Chapter 43.21C.U80 RCW and the Board of Spokane County
Commissioners Resolution #77-1392 be initiated by the project
applicant within thirty (30) days of final disposition of this
application, and prior to any on-site improvements.

13. Pursuant to the provisions of Chapter 43.21C RCW, the SEPA
Guidelines (WAC 197-10) and the Spokane County Environmental
Ordinance (SCE.O), a proposed declaration of non-significance has
been issued at least fifteen (15) days prior to this date; the
official file, written comments and/or public testimony contain
information regarding assessment of the proposal's likely
significant adverse impac ts to the physical environment; a
finding is hereby made that no probable significant adverse
impacts upon the physical environ ment are anticipated as a
result of the project; and a final declaration of
non-significance is hereby to be issued.
b) CUUNTY ENGINEERING DEPARTh1ENT
Prior To The Issuance Of A Building Permit Ur Use Of The Property As
Proposed:
1• Applicant shall dedicate lU feet on Boone Avenue for
right-of-way prior to any use of the property.
2. Access perrnits for approaches to the County Road System shall be
obtained from the Spokane County Engineer.
~ Applicant shall improve Boone Avenue in a manner consistent with
Spokane County TYPICAL roadway section No. 2 minimum paving
width Access Standard.
4. Applicant shall submit for approval by the Spokane County
Engineer road, drainage, and access plans prior to the issuance
of a building permit on the property.
5. The applicant shall submit for approval by the Spokane County
Engineer and the Spokane County Health District a detailed
combined on-site sewage system plan and surface water disposal
plan for the entire project prior to the issuance of any
building permit on the property.
6. A parking plan and traffic circulation plan shall be submitted
and approved by the Spokane County Engineer prior to the
issuance of a building permit on the property. The design,
location, and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. paving
or surfacing as approved by the County Engineer, will be
required for any portion of the project which is to be occupied
or traveled by vehicles.

b) GOUNTY ENGINtERING UEPARTMENT (continued)
7. The word "applicant" shall include the owner or owners of the
property, his heirs, assigns, and successors.
8. The construction of the road improvements stated herein shall be
accomplished as approved by the Spokane County Engineer.
9. Al1 required improvements shall conform to the current State of
Washington Standard Specifications for Road and Bridge
Construction, and other applicable County standards and/or
adopted resolutions pertaining to Road Standards and Stormwater
Management in effect at the date of construction, unless
otherwise approved by the County Engineer.
10. Roadway standards, typical roadway sections and drainage plan
requirements are found in Spokane Board of County Commissioners'
Resolution No. 80-1592 as amended and are applicable to this
proposal.
c) COUNTY UTILITIES DEPARTMENT
l. Pursuant to Board of County Commissioners Resolution No.
8U-0418, the use of on-site sewer disposal systems is hereby
authorized. This authorization is conditioned on compliance
with all rules and regulations of the Spokane County Health
District and is further conditioned and subject to specific
application approval and issuance of permits by the Health
District.
2, The owner(s) or Successor(s) in interest agree to authorize the
County to place their name(s) on a petition for the formation of
a ULIU by petition method pursuant to RCW 36.94 which the
petition includes the Owner(s) property and further not to
object by the signing of a protest petition against the
formation of a ULID by resolution method pursuant to RCW Chapter
36.94 which includes the Owner(s) property. PROYIDED, this
condition shall not prohibit the Owner(s) or Successor(s) from
objection to any assessment(s) on the property as a result of
improvements called for in conjunction with the formation of a
ULID by either petition or resolution method under RCW Chapter
36.94.
3. Any water service for this project shall be provided in
accordance with the Coordinated Water System Plan for Spokane
Caunty, as amended.

4. Each dwelling unit shall be double-plumbed for connection to
future areawide collection systems.
5. A dry sewer connection to the future area-wide Sewerage System
is to be constructed. Plans and specifications for the dry
sewer connection are to be reviewed and approved by the
Utilities Department prior to issuing a building permit.
6. Sewer easements may be required for future connection to the
Val 1 ey sewer system.
d) COUNTY HEALTH DISTRICT
1. A combined surface water and sewage disposal detailed plan shall
be approved by the County Engineer and the Health District prior
to the issuance of any building permit for this project.
2. Sewage disposal method shall be as authorized by the Director of
Utilities, Spokane County.
3. Subject to specific application approval and issuance of permits
by the Health Officer, the use of an individual on-site sewage
system may be authorized.
4. Water service shall be coordinated through the Director of
Utilities, Spokane County.
5. Water service shall be by an existing public water supply when
approved by the Regional Engineer (Spokane), State Uepartment of
Social and Nealth Services.
6. Use of private wells and water systems is prohibited.
7. Disposal of sewage effluent beneath paved surfaces is currently
prohibited.
e) COUNTY BUILOING ANU SAFETY UEPARTP9ENT
1. The site is located in Fire Uistrict # 1.
2. Approved numbers or addresses shall be placed on all new and
existing buildings in such a position as to be plainly visible
and legible from the street or road fronting the property. Said
numbers shall contrast with their background,

3. Trash enclosures shall not be located adjacent to combustible
construction or underneath windows or nonprotected eaves.
4. Each structure shall be accessible to Fire Department apparatus
by way of access roadways with all-weather driving surface
capable of supporting the imposed loads of fire apparatus. The
minimum paved roadway width, inside curb face to inside curb
face, shall be 24 feet with no parking. Parallel parking is
permitted on one side with road widths of minimum 30 feet.
Parallel parking is permitted on both sides with road widths of
minimum 36 feet. Signs noting such is required for fire lane.
The turning radius of private roadways and drive aisles shall be
a minimum of 20 feet inside and a minimum 45 feet outside to
curb face. Cul de sacs more than 600 feet from the center line
of the nearest cross street shall have a minimum radius of 37
feet, 6 inches (75 feet diameter).
5. Installation of fire hydrants are required to be installed and
serviceable in accordance with the Spokane County Department of
Building and Safety prior to development. The water plan shall
show each fire hydrant and be in compliance with Chapter 10.04
of the 1979 edition of the Uniform Fire Code. The present
design requires a minimum fire flow of 500 g.p.m, for 30
minutes. The water plan shall specify the gallons per minute
for each fire hydrant at a residual pressure of no less than 20
p.s.i. (minimum pressure).
6. Where it is desired to have access control gates in residential
developments, the following shall apply:
The minimum width of roadway, inside of access gate, shall be
twelve feet (12'). There shall be at least two (2) such drive
approaches where the gates are located. One may be used for
vehicles exiting. Tire flatting spikes shall not be used unless
the entrance is a minimum of twenty feet (20') wide. The gates
shall be provided with an approved method of emergency operation
in accordance with the fire department standards. Where each
drive approach is less than twenty feet (20') in width and
controlled by gates, a secondary means of access shall be
provided with a clear, twenty foot (20') unobstructed opening.
f) WATER NURVEYOR
1. Water Purveyor is Consolidated Irrigation District #ly, and
they will supply the site with adequate water for domestic, fire
and irrigation uses. However, satisfactory arrangements have
not been made to serve this proposal.

g) COUNTY AIR POLLUT IUN COIJTROL AUTHOFt ITY
1. Air pollution regulations require that dust emissions during
demolition, excavation and construction projects be controlled.
This may require use of water sprays, tarps, sprinklers, or
suspension of activity during certain weather conditions. Haul
roads should be treated and emissions from the transfer of
earthen material must be controlled as well as emissions from
all other construction related activities.
2. Measures must be taken to avoid the deposition of dirt and mud
from unpaved surfaces onto paved surfaces. If tracking or
spills occur on paved surfaces, measures must be taken
immediately to clean these surfaces.
3. Al1 travelled surfaces (ingress, egress, parking areas, access
roads) must be paved and kept clean.
4. It has been determined that fireplaces and wood stoves are a
significant source of suspended particulates. The small
particles (C lUmicrons) are respirable and can have an adverse
effect upon the health of the public. We strongly urge that if
wood stoves/fireplaces are used, that burning be done as
efficiently as possible. All wood should be seasoned and stored
in a dry place. During periods of poor ventilation or elevated
air pollution levels, we request that use of wood stoves and
fireplaces be discontinued.
5. Some objectionable odors will likely result during the
construction phase of the project and f rom motor vehicles using
the site following completion of the project and f rom occupants
of the proposed project.
6. Al1 air pollution regulations must be met.
h ) ' Z(18' STUDY
1. Applicant shall comply with '208' recommendations concerning
stormwater runoff and provide necessary landscaping for runoff.
