Responses from the Public:
No responses have been received from the public.
Descriation of the Site:
The site is approximately 29,149 square feet in size. The site is generally flat and has three existing
buildings; two residences and a garage. Access to the site is from Sprague Avenue. Sprague Avenue is
identified as a Principal Arterial within the Spokane County Arterial Road Plan. Typical strip commercial
deveiopment can be found along Sprague Avenue and surrounding uses include a medical office,
department store, restaurant and manufactured home sales.
Backqround:
The applicant has requested a zone reclassification from Community Business (B-2) to Regional Business
(3) for those uses allowed in the Regional Business (B-3) zone. The application for the zone reclassification
was submitted to the Division of Building and Planning on November 24, 1997. There is no proposed
development or specific site plan at this time. The current use of the property is residential. The sub;ect
property was previously zoned Agricultural (A) and crossed over to Community Business (B-2) in January,
1991, with the implementation of the Spokane County Zoning Code.
Staff Analysis:
The subject properly is located within the Major Commercial category of the Comprehensive Plan. The
Major Commercial category is intended to provide the opportunity for the development of commercial uses,
specifically community and regional shopping centers, and commercial uses directly related to major

Staff Report - February 25, 1998 Hearing
3 of 4
, r
throughways. Major Commercial areas feature high intensity uses and will be composed of three different I
types of commercial development: shopping centers, highway and arterial commercial strips and freeway
commercial. Major commercial areas require a full line of public services and utilities including public sewer.
Goal 6.1 of the Major Commercial category is to "Promote development of commercial land in a manner
which is complimentary and compatible with adjacent land uses and the surrounding environment".
Decision Guideline 6.1.1 states the "The best means of encouraging compatibility between commercial uses
and adjacent land use categories will be accomplished by considering.... provision of buffering needs; and
the provision of landscaping needs". The adjoining areas along Sprague Avenue are dominated by
commercial uses and the proposed Regional Business (B-3) zone would implement the Major Commercial
category and be compatible with adjacent land uses.
The proposal is generally consistent with and imptements the Goals, Objectives and Decision Guidelines of
the Major Commercial category of the Comprehensive Plan.
Zoninq Analysis:
The purpose and intent of the Regional Business (6-3) zone is to implement the Major Commercial category
of the Comprehensive Plan and to provide for the location of a wide range of retai( and service activities. The
uses within this zone will often require large areas for customer parking, retail services, some outside
activities, display and other commercial activities. General characteristics of these areas include paved
roads and sidewalks, public sewer and water, and a full line of public services including manned fire
protection and public transit accessibility. Section 14.628.315 of the Spokane County Zoning Code requires
Regional Business (B-3) zones to be located on a principal arterial or higher classification. Sprague Avenue
is designated as a Principal Arterial within the Spokane County Arterial Road Plan and satisfies the frontage
requirement of Section 14.628.315. .
Existing zoning in the general area of the proposal is a mix of Urban Residential-22 (UR-22), Community
Business (B-2) and Regional Business (B-3). Regional Business (B-3) is the predominate zoning found
along the south side of the Sprague Avenue commercial corridor. The properties adjacent to the site are
zoned Urban Residential-22 (UR-22), Community Business (B-2) and Regional Business (B-3). The mix of
zones found on the north side of Sprague Avenue provide for a transition to the Regional Business (B-3)
zone.
The applicant is not proposing any development at this time or provided a detailed site development plan
and has requested those uses allowed in the Regional Business (B-3) zone. The site plan submitted
reflects what currently exists on the subject property. Existing structures include (2) two residences and a
garage. There is also an existing pylon sign at the front of the property.
Any future development of the site will require detailed review to determine compliance with all Zoning Code
regulations applicable to site development including but not limited to signage, landscaping and conditions of
approval.
The proposed zone reclassification from Community Business (B-2) to Regional Business (8-3) is consistent
with the purpose and intent of the Regional Business (6-3) zone.
Staff Recommendation:
The Division of Building and Planning recommends approval of the proposed zone reclassification, as
conditioned.

, SCAPCA REGULATION Ir ARTICLE V REQUIRES THAT A NOTICE OF CONSTRUCTION AND
APPLICATION FOR APPROVAL BE SUBMITTED TO AND APPROVED BY OUR AGENCY PRIOR TO
THE CONSTRUC710N. INSTALLATION OR ESTAE3LISHMENT OF AN AIR POLLUTION SOURCE
SCAPCA Regulation I, Article IV may require registrat,on with this agency depending upon the type of
equipment or business that may be established at the srte An approved Notrce of Construction suffices to
meet this requirement
SCAPCA Regulation I, Article VI, and SCAPCA Regulation II, Article IV, address air pollution emission
standards All emission standards must be met
Demolition and renovabon projects must comply with the requirements of CFR 40, Part 61, Subpart M and
SCAPCA Regulation I, Arbcle IX Intent to Demolish forms are available at the SCAPCA office
A 11 The types of anticipated commercial processes should be included in thrs section All possible air
pollution sources must be included here or this environmental checklist will not be adequate for establishment
of air pollution sources in the proposed facilities Failure to include probable air pollubon sources will requrre
a new environmental checkiist for each air poilution source before it can be installed
Upon reviewing the proposed project, SCAPCA has determined that numerous air pollufion sources could be
established at the site Based on Spokane County Zoning Codes, it is log,cal to assume that any of a number
of air pollution sources, including but not limited to the following, may be present at the proposed facilities or
site
• B1, 132, 83
• Dry Cleaners
• Hospital / Medreal Office (Medical Waste Incinerator) •
• Hazardous Waste Treatment and Storage (on - site)
• Service Station / Gasoline dispensing facility
• Below Ground Volable Liquid Storage Tanks
.
• B2, 83
• Animal Crematory / Medical Waste Incinerator
• Fumiture Repair - Wood Stripping Facility
• Car Wash (Boilers)
• Ceramics Shop (Cunng Furnace)
• Emergency Clinic (Medical Waste Incinerator)
• Funeral Home (Crematory f ncinerator)
• Nursery / Greenhouse (Boiler)
• Printmg Facility
• Power Equipment Repair Shop (Soivent Tanks)
• Painting Operations
.
• 83
• Carpenter Shop (Baghouse, Painting, Wood Stripping)
• Commercial Composting Facility
• Hotel ( 6oilers / Heating units)
• Race Track
• Sandblasting/ Cutting
• One or more 1`ossil fuel (naturai gas, propane, butane, dcesel, fuel oil, or waste oil) or wood
burning heat sources Natural gas/propane/butane burning boilers, heating units, or hot water
heaters with a totai heat input of 4,000,000 Btus/hr are required to apply for a Notice of
ConstrucUon Other units are required to apply for a NOC when the total heat input exceeds

400,000 Btus/hr In addition, additional requirements such as Low NOx burners and source
testing may be required depending upon the size of the unit
• One or more Stand by Generators SCAPCA requires a Notice of Construction for ail Stand by
Generators that are rated greater than or equal to 500 mechanical horsepower (375 Kilowatts)
Chapter 173-491 WAC requires that gasoline dispensing facilities with an annual throughput of 360,000
gallons or greater or new facilitiES with nominal storage capacity of greater than 10,000 gailons must install
Stage I vapor recovery equipment by December 31, 1993 or upon construcbon or upgrade to the facility
Stage II Vapor Recovery may be required for gasoline dispensing facilities with 1 5 Million or Greater Gallons
per Year Throughput A maximum facility gallon per year throughput of 15 Million Galions per Year wilJ be
placed on gasoline dispensing facilities which provide annual gasoline throughputs less than 1 S million in
their Notice of Construction application In addition, each facifity shail be required to annually report their
facility throughput for the previous year to SCAPCA If a facility's throughput equafs or exceeds 1 5 million
gallons per year, then SCAPCA will require a review to determine if Stage I( is required at the facilrty This
review coutd entail a requirement for Stage II underground plumbing, hoses, and nozzies to be installed at the
site, if it is not already in place Gasoline dispensing facilities with 15 milfion or greater annual gallons per
year throughputs are subject to Best Avarlable Controi Technology (BACT) Analysis which may result in
Stage II contro(s being required on the facilrty equipment
Stage Il plumbing on facilites with a throughput less than 1 5 million gallons of gasoline per year may be
installed at this time, In preparation for possible future requirements for Stage II vapor recovery Stage II
plumbing, if installed, must be stubbed off and capped in the containment sump dispenser located under the
pump isiand
All Stage I and ll plumbing shall be performed in accordance wdh the latest revis+on of The Petroleum
Equipment Institute's "Recommended Practices for installafion & Testing ot Vapor Recovery Systems at
Vehicle Fueling Sites" Document No PEI/RP300 Only Califomia Arr Resources Board (CAR6) approved
vapor recovery systems or other SCAPCA approved vapor recovery systems may be installed on the tank(s)
B 2 a Boilers, natural gas burning heabng units are expected to be included in each of the buitdings Other
toxic and nontoxic air pollutants will most likely occur in future tenant's commercial processes and should be
mentioned here
B 2.c A mention should be made that toxic and nontoxic air poliutants will be controlled to the level
specified by Spokane County Air Pollution Control Authority
Air pollufion regulaUons require that dust emissions during demolibon, constructon and excavabon projeCts
be controlled This may require the use of water sprays, tarps, spnnklers or suspension of activity dunng
certain weather condittons Haul roads should be treated and emissions from the transfer of earthen matenal
must be controlled as well as emissions from afi other construction related acbvibes
SCAPCA sfirongly recommends that all traveled surfaces e ingress, egress, parlung areas, access roads)
should be paved and kept cJean to minimize emissions
Measures must be taken to avoid the deposition of dirt and mud from unpaved surfaces onto paved surfaces
If tracking or spills occur on paved surfaces, measures must be taken immediately to clean these surtaces
Debns generated as a result of this project must be disposed of by means other than burning (i e
construction waste, vegetabve waste etc )
An asbestos survey must be done to determine if material containing asbestos is present at the site
Demolition and renovation proJects must comply with the requirements of CFR 40, Part 61, Subpart M and
SCAPCA Regulation I, Article IX Intent to Demolish forms are available at the SCAPCA offlce Asbestos
containing matenal must be taken to a licensed facility
