Descriation of the Site: The site is approximately 29,149 square feet in size. The site is generally flat and has three existing buildings; two residences and a garage. Access to the site is from Sprague Avenue. Sprague Avenue is identified as a Principal Arterial within the Spokane County Arterial Road Plan. Typical strip commercial deveiopment can be found along Sprague Avenue and surrounding uses include a medical office, department store, restaurant and manufactured home sales. Backqround: The applicant has requested a zone reclassification from Community Business (B-2) to Regional Business (3) for those uses allowed in the Regional Business (B-3) zone. The application for the zone reclassification was submitted to the Division of Building and Planning on November 24, 1997. There is no proposed development or specific site plan at this time. The current use of the property is residential. The sub;ect property was previously zoned Agricultural (A) and crossed over to Community Business (B-2) in January, 1991, with the implementation of the Spokane County Zoning Code. Staff Analysis: The subject properly is located within the Major Commercial category of the Comprehensive Plan. The Major Commercial category is intended to provide the opportunity for the development of commercial uses, specifically community and regional shopping centers, and commercial uses directly related to major ZE-58-97 Staff Report - February 25, 1998 Hearing 3 of 4 , r throughways. Major Commercial areas feature high intensity uses and will be composed of three different I types of commercial development: shopping centers, highway and arterial commercial strips and freeway commercial. Major commercial areas require a full line of public services and utilities including public sewer. Goal 6.1 of the Major Commercial category is to "Promote development of commercial land in a manner which is complimentary and compatible with adjacent land uses and the surrounding environment". Decision Guideline 6.1.1 states the "The best means of encouraging compatibility between commercial uses and adjacent land use categories will be accomplished by considering.... provision of buffering needs; and the provision of landscaping needs". The adjoining areas along Sprague Avenue are dominated by commercial uses and the proposed Regional Business (B-3) zone would implement the Major Commercial category and be compatible with adjacent land uses. The proposal is generally consistent with and imptements the Goals, Objectives and Decision Guidelines of the Major Commercial category of the Comprehensive Plan. Zoninq Analysis: The purpose and intent of the Regional Business (6-3) zone is to implement the Major Commercial category of the Comprehensive Plan and to provide for the location of a wide range of retai( and service activities. The uses within this zone will often require large areas for customer parking, retail services, some outside activities, display and other commercial activities. General characteristics of these areas include paved roads and sidewalks, public sewer and water, and a full line of public services including manned fire protection and public transit accessibility. Section 14.628.315 of the Spokane County Zoning Code requires Regional Business (B-3) zones to be located on a principal arterial or higher classification. Sprague Avenue is designated as a Principal Arterial within the Spokane County Arterial Road Plan and satisfies the frontage requirement of Section 14.628.315. . Existing zoning in the general area of the proposal is a mix of Urban Residential-22 (UR-22), Community Business (B-2) and Regional Business (B-3). Regional Business (B-3) is the predominate zoning found along the south side of the Sprague Avenue commercial corridor. The properties adjacent to the site are zoned Urban Residential-22 (UR-22), Community Business (B-2) and Regional Business (B-3). The mix of zones found on the north side of Sprague Avenue provide for a transition to the Regional Business (B-3) zone. The applicant is not proposing any development at this time or provided a detailed site development plan and has requested those uses allowed in the Regional Business (B-3) zone. The site plan submitted reflects what currently exists on the subject property. Existing structures include (2) two residences and a garage. There is also an existing pylon sign at the front of the property. Any future development of the site will require detailed review to determine compliance with all Zoning Code regulations applicable to site development including but not limited to signage, landscaping and conditions of approval. The proposed zone reclassification from Community Business (B-2) to Regional Business (8-3) is consistent with the purpose and intent of the Regional Business (6-3) zone. install Stage I vapor recovery equipment by December 31, 1993 or upon construcbon or upgrade to the facility Stage II Vapor Recovery may be required for gasoline dispensing facilities with 1 5 Million or Greater Gallons per Year Throughput A maximum facility gallon per year throughput of 15 Million Galions per Year wilJ be placed on gasoline dispensing facilities which provide annual gasoline throughputs less than 1 S million in their Notice of Construction application In addition, each facifity shail be required to annually report their facility throughput for the previous year to SCAPCA
