Dear Mr. Mirghanbari:
Please be advised that after visiting the site again after the public hearing held in the above
matter, I have decided to approve your application for a rezone of property located at the
southeast corner of the intersection of Pines Road and Valleyway. I will, however, add two
additional conditions to the approval as stated below.
In accordance with Section 14.810.020(2) of the Spokane County Zoning Code, the
proposal shall be conditioned to prohibit any sight obstruction that constitutes a hazard to the
traveling public, as determined by the County Division of Engineering, within the "clear view
triangle" applicable to corner lots. This includes elimination of parking space(s) in the northwest
corner of the property that creates a sight obstruction within the "clear view triangle", as
determined by County Engineering. Mr. Engelhard of County Engineering will be requested to
review the site plan again to make this deternvnation.
The proposal will also be conditioned to prohibit any testing, along Valleyway, of motor
vehicles that are being offered for sale, repaired, detailed or serviced on the site. Valleyway east
of the site is a very narrow arterial, bordered by single-family homes in a residential setting.
This approval is subject to the entry of formal written findings, conclusions and decision
consistent with this letter.

Dear Scott,
I have been contacted by Dwight Hume, a representative for Globe Motors, to perform a brief
trip distribution for the potential Globe Motors site at Pines & Valleyway. As I understand the
project, the proposed Globe Motors site involves two existing parcels, one zoned B-1 and the
other zoned UR-22. The B-1 site was previously used for an auto repair shop/tire store, and this
building will be used by Globe Motors for their operations on this site. The UR-22 site is
presently vacant, but for purposes of this trip distribution analysis, it will be analyzed at it's most
intense use under the UR-22 zoning criteria. Based upon the site's location and size, it appears
that its most intense use is something under the "business and professional office" heading in the
zoning code, which was assumed to be a bank with a drive-in window. A bank with these
characteristics could easily locate on a 18,000 square foot site, the size of this parcel. Trip
generation characteristics of a Drive-in Bank as outlined in the Trip Generation Manual, Sth
Edition published by the Institute of Transportation Engineers were used for this analysis. ,
Trip generation characteristics of the B-1 site, the tire and auto repair site, were obtained from
the previous owner and are also found in the SEPA checklist. Based upon the previous owner's
experience, about eight trips generated by employees will enter this site in the AM peak hour,
about 20-25 trips will occur during the day, but at off peak hours, and eight trips, again generated
by the employees, will exit the site in the PM peak hour.
Potential trip generation characteristics of the bank which could locate on the UR-22 site, and the
trip generation characteristics of the B-1 site are shown on Table 1 which follows.

The trips going to and from the bank will be partly pass-by trips, since some of the patrons of the
bank will already use Pines Road on their way to and from work. As Table 1 show, this is
estimated to be 50% of the trips to and from the bank.
Therefore, for the existing zoning and potential land uses, this site could generate 183 trips, 96 of
which would be trips on the transportation system specifically to use the services at this location.
Under the proposed rezone and site plan, the trip generation characteristics of the site, based
upon Globe Motors other two locations in Spokane, are shown in Table 2. The information in
Table 2 was derived from the SEPA checklist, and includes some customer trips in with the
employee trips. Globe Motors does not operate their repair facilities on a first come first serve
basis. Repair work done at a Globe Motors facility is scheduled ahead of time and the customers

using Globe Motors come to the site for their appointments. These appointments are scheduled
throughout the day, but not during the peak hours. A second item to note with regards to trip
generation characteristics particular to Globe Motors, is that the car lot generates about four or
five customers per day. The big trip generation day for the car lot is Saturday. Therefore, the
uses within Globe Motors do not generate much peak hour traffic. The majority of their traffic
occurs either on the weekends, or during the middle of the weekday.

Under the proposed zoning and uses for the site, about 7 trips in the PM peak hour could be
expected to be generated. This is a reduction of 89 trips from the potential uses of the two
parcels under existing zoning.
Under the existing zoning, about 60% (50 trips) of the trips generated to this site in the PM peak
hour could be expected to come from the north, with the majority of them passing through the
Pines/I-90 interchange.
The uses proposed by Globe Motors are point destination uses, as allowed under the B-3
Regional Business zoning category. Therefore, many of these trips will also use the Pines/I-90
interchange. However, even if as many as 80% of the trips to and from this site use the Pines/I-
90 interchange, this would total 6 trips in the AM peak hour and 5 trips in the PM peak hour.
During the PM peak hour, this is a reduction of 45 trips below what could be generated by this
site under the existing zoning.

Therefore, based upon the trip generation and trip distribution characteristics of the existing site
versus the proposed uses and site plan of this proposal, the rezoning the site serves to lessen the
impacts to the transportation system from this site.

1. Access permits for approaches to the County Road System shall be

2 Access permits and improvements to SR 27 must be approved by the
Washington State Department of Transportation (W.S.D.O.T.).
3. Applicant shall submit for approval by the Spokane County Engineer
drainage and access plans
4. The applicant shall submit for approval by the Spokane County Engineer
and the Spokane County Health District a detailed combined on-site
sewage system plan and surface water disposal plan for the entire
pro]ect or portion thereof if the development is phased
5. A parking plan and trafzic circulation plan shall be submitted and
approved by the Spokane County Engineer The design, location and
arrangement of parking stalls shall be in accordance with standard
engineering practices. Paving or surfacing as approved by the County
Engineer will be required for any portion of the pro3ect which is to
be occupied or traveled by vehicles
6. Al1 required improvements shall conform to the current State of
Washington Standard Specifications for Road and Bridge construction
and other applicable county standards and/or adopted resolutions
pertaining to Road Standards and Stormwater Management in effect at
the date of construction, unless otherwise approved by the County

7 Roadway standards, typical roadway sections and drainage plan
requirements are found in Spokane Board of County Commissioners
resolution 95-0498 as amended and are applicable to this proposal
8 No construction work is to be performed within the existing or
proposed right of way until a permit has been issued by the County
Engineer. All work within the public road right of way is sub3ect to
inspection and approval by the County Engineer
9 The County Arterial Road plan identifies Valley Way as a 70 foot
Collector Arterial. The existing right of way width of 45 feet is not
consistent with that specified in The Plan. In order to implement the
Arterial Road Plan it is recommended that a strip of property 10 feet
in width along the Valley Way frontage be set aside in reserve This
property may be acquired by Spokane County at the time when Arterial

the 1967 C/ean Air Act of Washington (RCW) That Act reqwred counties, like Spokane County,
to activate loca/ air pollution contro/ agencies To meet the requirements of that Act, SCAPCA
adopted regulations to contro/ the emissions of a►r contaminants from sources within Spokane
County
Portions of Spokane County fail to meet federal health standards for particulate emissions (dust
and smoke) and carbon monoxide Numerous strategies have been imp/emented to reduce air
pollution emissions so that we can improve air quality and meet hea/th standards
Followmg Is a list of concernslssues fhat, at a minimum, need to be addressed for proposed
projects Addrtional comments may result after more detarled informahon of the project is

7. Roadway standards, typical roadway sections and drainage plan
requirements are found in Spokane Board of County Commissioners
resolution 95-0498 as amended and are applicable to this proposal.
8 No construction work is to be performed within the existing or
proposed right of way until a permit has been issued by the County
Engineer. All work within the public road right of way is sub3ect to
inspection and approval by the County Engineer.
9. The County Arterial Road plan identifies Valley Way as a 70 foot
Collector Arterial The existing right of way width of 45 feet is not
consistent with that specified in The Plan. In order to implement the
Arterial Road Plan it is recommended that a strip of property 10 feet
in width along the Valley Way frontage be set aside in reserve. This
property may be acquired by Spokane County at the time when Arterial
Improvements are made to Valley Way
10 The applicant should be advised that if remodel improvements exceed
50% of the assessed value of the property, the entire site is required
to comply with Spokane County drainage guidelines.

I have been contacted by Dwight Hume, a representative for Globe Motors, to perform a brief
trip distribution for the potential Globe Motors site at Pines & Valleyway. As I understand the
project, the proposed Globe Motors site involves two existing parcels, one zoned B-1 and the
other zoned UR-22. The B-1 site was previously used for an auto repair shop/tire store, and this
building will be used by Globe Motors for their operations on this site. The UR-22 site is
presently vacant, but for purposes of this trip distribution analysis, it wili be analyzed at it's most
intense use under the UR-22 zoning criteria. Based upon the site's location and size, it appears
that its most intense use is something under the "business and professional office" heading in the
zoning code, which was assumed to be a bank with a drive-in window. A bank with these
characteristics could easily locate on a 18,000 square foot site, the size of this parcel. Trip
generation characteristics of a Drive-in Bank as outlined in the Trip Generation Manual, Sth
Fdition published by the Institute of Transportation Enginecrs were used for this analvsis.
'Ic-ip geileration cllaracteristics of'the B-1 site, the tire and auto repair site, were obtaiiied fi•om
the previous owner and are also found in the SEPA checklist. Based upon the previous owner's
experience, about eight trips generated by employees will enter this site in the AM peak hour,
about 20-25 trips wiil occur during the day, but at off peak hours, and eight trips, again generated
by the employees, will exit the site in the PM peak hour.
Potential trip generation characteristics of the bank which could locate on the UR-'? site. and the
trip generation characteristics of the B-1 site are shmvn on Table 1 w-hich follows.

The trips going to and from the bank will be partly pass-by trips, since some of the patrons of the
bank will already use Pines Road on their way to and from work. As Table 1 show, this is
estimated to be 50% of the trips to and from the bank.
Therefore, for the existing zoning and potential land uses, this site could generate 183 trips, 96 of
which would be trips on the transportation system specifically to use the services at this location.
Under the proposed rezone and site plan, the trip generation characteristics of the site, based
upon Globe Motors other two locations in Spokane, are shown in Table 2. The information in
Table 2 was derived from the SEPA checklist, and includes some customer trips in with the
employee trips. Globe Motors does not operate their repair facilities on a first come first serve
basis. Repair work done at a Globe Motors facility is scheduled ahead of time and the customers

using Globe Motors come to the site for their appointments. These appointments are scheduled
throughout the day, but not during the peak hours. A second item to note with regards to trip
generation characteristics particular to Globe Motors, is that the car lot generates about four or
five customers per day. The big trip generation day for the car lot is Saturday. Therefore, the
uses within Globe Motors do not generate much peak hour traffic. The majority of their traffic
occurs either on the weekends, or during the middle of the weekday.

Under the proposed zoning and uses for the site, about 7 trips in the PM peak hour could be ,
expected to be generated. This is a reduction of 89 trips from the potential uses of the two
parcels under existing zoning. ~
Under the existing zoning, about 60% (50 trips) of the trips generated to this site in the PM peak
hour could be expected to come from the north, with the majority of them passing through the
Pines/I-90 interchange.
The uses ProPosed bY Globe Motors are Point destination uses, as allowed under the B-3 I
Regional Business zoning category. Therefore, many of these trips will also use the Pines/I-90 ~
interchange. However, even if as many as 80% of the trips to and from this site use the Pines/I-
90 interchange, this would total6 trips in the AM peak hour and 5 trips in the PM peak hour.
During the PM peak hour, this is a reduction of 45 trips below what could be generated by this
site under the existing zoning.

Therefore, based upon the trip generation and trip distribution characteristics of the existing site

The following is a comparison of traffic generation of the
former Tire & Repair shop and the proposed Sales and Repair use.
Previoiis Goodxear Tire and Auto Repair;
According to the owner-operator of this facility, it had
approximately 20-25 customers a day and 8 employees, Monday
thru Saturday. Thus the average VTD was 56-66 VTD.
Proposed C lobe Motors Auto Repair and Sales;
Auto Repair: 22 VTD M-F.
Employee's
5 emplovee~s (10 VTD)
3 mechanics come at 7, leave at 5
1 sec. comes at 8, leaves at noon
1 manager comes at 9 leaves at 6
Customers (12 VTD)
6 per day** (ingress, egress times differ based upon schedule
and nature of repair. They never arrive all at once and leave all at
fiabms:

2 come at 9, leave at 8.
Customers: (20 VTD) plus test drives (10 VTD) 30 VTD Total M-Sat.
The arrival and departure are spread out with no peak time.
The combined total VTD is 22 VTD for repair and 38 VTD for sales,
60 VTD total. Weekend (Sat) VTD is reduced to Sales Only and
approximately 38 VTD.
In summary, the proposed use will have 60 VTl) and
the former use 56-66 VTn. Thus, the uses are the same
approximate volume but without peAk hour impacts.
Therefore, it appears the use will not affect traffic at the
PineslI-90 interchange.
Note: The above figures are hased upon actual customer/emplnyee
experiences of Goodyear Tire at this location and Globe Motors sales
and repairs at their two present locations.

and since then tlze following conditions have changed
1} The adoption of the Comprehensive Plan supports IVlajor Commercial
use
2) The area has experlenced implementation of this Commercial category
and a new commercial use has been approved across Pines from the subject
property , NE of the property and North of the property. The area is clearly in
transifiion to Commercial uses
3) The portion zoned UR-22 was once zoned RO in 1968 and for office
uses The adjacent building in the same zone change has been vacant for some
time and has relocated
WHAT IMPACT WE.L THE PROPOSED ZONE CHANGE HAiTE ON THE
ADJACEN'T PROPERTIES'P
The proposeci use wlll have minimal impact for the following reasons
1) The use is nearly identical to the previous use recently vacated from
the property That is, the previous use was a Goodyear Tire Store and
automotive repair facility This use will use the same structure for automotive
repair and detailitig as well as a showroom for quality used car sales The
balance of the property will be used as a sales lot
2) The gerformance requirements of the B-3 zone will further assure land
use compatibility
3) The adjacent progerties are vacant and / or accessory parking and are
not residential uses The exception being a rental across Valley Way flanked by
the previous tire store and now a new drive-m restaurant on its north border
WHAT FAC'II'ORS S[JPPORT THE PROPOSEIl) REZONE?
1} The Comprehensive Plan designates this site for Major Commercial use
and the B-3 zone implements that category
2) The following applicable goals objectives and decision guidelines apply:
Goa16 1, Obiective 6 l.a Commercial development should be buffered to
protect adjacent areas-
Comment: The site is orlented towards the arterials and screening
pursuant to the B-3 zone is being implemented Thus, Decision Guideline 6 1 1
is being inaplemented per site plan of record
Objective 6 1 b Sufficient land is provided for off-street parking
Decision Guideline 6.1.4 is being implemented as there are adequate on-
site areas for storm drainage control, sewer and water service are public
utilities.
Obiective 6 1 e Encourage multiple use centers

(C."omment.• The purchaser is Globe Motors which presently works froffi two
separate sites for auto repair and sales This will combirie the two uses at one
site.
To that end, Objective 6.1 f is implemented as well as we are clusterlxig
commercial uses which are oriented to the regional market Thus, Decision
Guidelines 6 1.6, and 6.1 8 are being implemented
