Vanance from the mmimum flanlang yard setback requuements of the Spokane County Zoning Code and Regional Business (B-3) Zone, to allow a 15 foot setback from the property hne along Riverside Avenue, whereas the proposed B-3 Zone specif'ies a flanlang yard setback of 35 feet from the property luie on a pnvate road In the Vanance request the applicant contends that the lot width is narrow and that
