SCOFE/PROJECT DESCRIPTYON:
The purpose of this Pre-Application Conference is to determine
the feasibility of locating a 120,000 square foot shopping center
on the property between Sprague, Main, and Harold Roads. The
property is currently two parcels of land - one is owned by the
Pring Company and the other is a Spokane Transit Authority site.
If all goes as planned, the first building to be constructed will
be Mervins Department Store - the site will provide adequate
parking, at a ratio of 5:1, along with the proper 208 drainage.
Construction would commence in the Spring of 1988, taking
approximately one year to complete, and opening in the Winter of
1989.
SUMMARY OF DEPARTMENTAL REQZTYRENEN'PS e
I. Building and Safety (456-3675)
A. Discussion/Requirements
1. A complete set of plans will need to be submitted
for review.
2. Fire department access looks good. However, the
two fire hydrants will need to be relocated to 50 feet
away from the building.

3. The siamese connections in the building will also
need to be moved in relation to the fire hydrants.
4. Requirements for fire separation walls will depend
on how the building is designed, the materials used for
construction, etc.
II. Engineering (456-3600)
A. Discussion/Requirements
l. A copy of comments were given to the applicant and
Building and Safety by Gary Nelson.
2. Until the zone chanqe findinqs are complete,
requirements are unknown. However, it was discussed
that Felts Road should go through to the site. (As
there was a discrepancy from different people in the
Engineer's regarding Felts Road, Gary Nelson will
straighten out the matter and get back with the
applicant.)
III. Health District (456-3600)
A. Discussion/Requirements
1. The shopping center, waste water, etc., wi1,1 be
connected to valley sewer.
2. No on-site wells are known of by the Health
District, however if the owner knows of any, they
should be abandoned.
3. A complete set of plans will need to be submitted
for any future food service establishments.
4. Arrangements for a refuse site need to be made and
contact should be made with a refuse company regarding
the site and arrangements for pick up.
IV. Planning Department (456-2205)
A. Discussion/Requirements
1. The Pring site is zoned Commercial (#155-79) with
conditions.
2. The applicant will need to get together with the
zoning section for a pre-application conference.

3. The STA site will have to be rezoned to B-3 to
allow the proposed use. All parking, signage,
landscaping, etc., will have to meet the B-3 standards,
if approved.
4. The Pring property would have to have a public
hearing to change the condition which would allow the
applicant to use Main Avenue for access.
5. No further comments can be made until the time of
the hearinq since the Hearing Examiner Committee has
the jurisdiction and authority to impose conditions.
6. A short plat or binding site plan can be done at
the same time as the hearing for the rezone. The
possibility of a minor lot line adjustment may be
considered, depending on the situation. This can be
discussed further at the time the rezone application is
made.
V. Utilities (456-3604)
A. Discussian/Requirements
1. The Utilities Department was not represented at
the meeting, nor were comments received.

Horman regarding the extension of Felts Road.

IV. SEPA EPJVIRONMENTAL REVIEW
An Environmental Checklist was submitted by the sponsor and was
reviewed by the County Planning Departmento The review considered
the specifics of the proposal, other available infor>nation, County
ordinances, other regulations and laws, possible standard Conditions
of Approval, the Generalized Comprehensive Plan, and other County
policies and guidelines. The Zoning Administrator has determined
that "tJo probable significant adverse impacts" would result from the
proposal being developed and has issued a Determination of
Mon-Siqnificance ("DNS").
The "DNS" was circulated to seven other agencies of jurisdiction and
other agencies/departments affected by the future development for
review and comment. The "DNS" comment period ends November 5, 1986,
and was advertised 15 calendar days before said date in the
newspaper, by letter to adjacent property owners within 400 feet of
the proposal, and by notice on a sign posted on the proposal site.
The Hearing Examiner CoRanittee may consider additional environmental
related testimony and the "DNS" at the public hearing.

The proposed zone change is consistent with the Comprehensive Plan
and previous land use actions in the area. The site plan appears to
be in general conformance with B-3 Zone standards and includes

g) COUPITY AIR POLLUTION CONTROL AUTHORITY
All air pollution regulations must be met. This includes but is not
limited to the followinga
lo Air pollution regulations require that dust emissions during
demolition, excavation and construction projects be controlled.
This may require use of water sprays, tarps9 sprinklers, or
suspension of activity during certain weather conditions. Haul
roads should be treated and emissions from the transfer of
earthen material must be controlled as well as emissions from
all other construction related activities.
2. Demolition and renovation projects must comply with the
requirements of CFR 40 Part 61, Subpart M. Intent to Demolish
and Renovate forms are available at the SCAPCJ4 office.

required for any portion of the project which is to be occupied
or traveled by vehicles.

Washington Standard Specifications for Road and Bridge
Construction, and other applicable County standards and/or

c) COUNTY UTILITIES DEPARTMENT

authorized. This authorization is conditioned on compliance
with all rules and regulations of the Spokane County Health
District and is further conditioned and subject to specific
application approval and issuance of permits by the Health
District.
2. The owner(s) or Successor(s) in interest agree to authorize the
County to place their name(s) on a petition for the formation of
a ULID by petition method pursuant to RCW 36.94 which the
petition includes the Owner(s) property and further not to
object by the signing of a protest petition against the
formation of a ULID by resolution method pursuant to RCW Chapter
36.94 which includes the Oavner(s) property. PROVIDED, this
condition shall not prohibit the Owner(s) or Successor(s) from
objection to any assessment(s) on the property as a result of
improvements called for in conjunction with the formation of a
ULID by either petition or resolution method under RCW Chapter
36.94.

3. Any water service for this project shall be provided in
accordance with the Coordinated Water System Plan for Spokane
County, as amended.
d) COUNTY HEALTH DISTRICT
l. A combined surface water and sewage disposal detailed plan shall
be approved by the Spokane County Engineer prior to the issuance
of any on-site sewage disposal permit or building permit for
thi s project.
Sewage disposal method shall be as authorized by the Director of
Utilities, Spokane County.
3. Subject to specific application approval and issuance of permits
by the Health Officer, the use of an individual on-site sewage
system may be authorized. Note: There is an approved on-site
sewage system presently serving the existing building on the
si te.
4. Water service shall be coordinated through the Director of
Utilities, Spokane County.
5. Water service shall be by an existing public water supply when
approved by the Regional Engineer (Spokane), State Department of
Social and Iiealth Services.
6. Use of private wells and water systems is prohibited.
7. Disposal of sewage effluent beneath paved surfaces is currently
prohibited.
e) COUNTY BUILDING AND SAFETY DEPARTMENT
1. The site is located in Fire District # 1.
2. No change shall be made in the character of occupancies or use
of any building which would place the building in a different
division of the same group of occupancy or in a different group
of occupancies9 unless such building is made to comply with the
requirements of County codes for such division or group of
occupancy.
f) WATER PURYEYOR
1. Water Purveyor is Modern Electric Water Company, and they will
supply the site with adequate water for domestic, fire and
irrigation uses.

g) COUNTY AIR POLLUTION CONTROL AUTHORITY
All air pollution regulations must be met. This includes but is not
limited to the following:
l. Air pollution regulations require that dust emissions during
demolition, excavation and construction projects be controlled.
Thi s may requi re use of water sprays, tarps, spri nbclers, or
suspension of activity during certain weather conditions. Naul
roads should be treated and emissions from the transfer of
earthen material must be controlled as well as emissions from
all other construction related activities.
2. Demolition and renovation projects must comply with the
requirements of CFR 40 Part 61, Subpart M. Intent to Demolish
and Renovate forms are available at the SCAPCA office.
