BOXEx CHwF EXEcLrnvd Oemcr:R April 3, 2003 Mr. Lee Walton, Acting City Manager City of Spokane Valley 11707 :East Sprague Avenue, Suite 106 Spokane Valley, Washington 99206 Re: Interim Parks Agreement 101 MIM Spokane Valley Contract No. CO3-27 Approved: Opr; I 9� 0-00 Q ij N T 'Y 117A FACSMILE do AL4LE (509)921-1008 This correspondence is in follow up to a phone conversation between Doug Chase and Bill Hutsinpiller, In that conversation Doug indicated to Mr. Hutsinpiller that the County would be willing to provide certain Parks Services commencing as of April 1, 2003 and running until the City of Spokane Valley executes the document entitled "INTERLOCAL AGREEMENT BETWEEN SPOKANE COUNTY AND THE CITY OF SPOKANE VALLEY RELATING TO THE OWNERSHIP, FUNDING, OPERATION AND MAINTENANCE OF PARKS, OPEN SPACE, RECREATION FACILITIES AND PROGRAMS," ("Agreement"). It is the County's understanding that the City Council will initially consider the Agreement at its meeting this evening with the hope of authorizing execution at a subsequent meeting. Pending such action, the County believes it would be of substantial benefit to both Parties that the County continues to provide Base Level Services and Senior Center Services. Accordingly, this correspondence is to act as a Memorandum of Understanding ("MOU") between the County and City. Under the terms of the MOU the County will agree to provide Base Level Services and Senior Center Services, as described in Section 2.3 of the Agreement for those Properties set forth in Section 1.2 of the Agreement, commencing April 1, 2003. Billings will occur semimonthly on the 16'1' and last day of the month for the first 15 days and the remaining days of each month. Payments will be due within 30 days of each billing. In the event the Agreement is executed, in fieu of payment of actual costs hereunder, by mutual agreement of the Parties, the Agreement may have an April 1, 2003 commencement date, in which instance no fees for Base Level Serves and Senior Center Services will be payable pursuant to the terms of this MOU, but instead will be payable pursuant to the Agreement. I have enclosed a copy of the Agreement as referenced herein. The Agreement, for the purpose of this MOU, will be made a part hereof and incorporated herein, as it concerns Base Level Services and Senior Center Services.
