an appropnate level of traosition from the commercial uses along
t6e Sprague Avenue comdor into the office uses north of the site
and the apartment usage easterly of the site
b. The land use and zoning uend has been to develop land adjacent to
Argonne Road and Aqullan Road to non-residential usage.

Buffereng/Landscaping. 'I'he proposed site plan indicates adequate
areas for landscaping around the penmeter of the property However,
details of landscaping type is not indicated Standards of the new Zoning
Code require specific landscape treatments on the property For example,
the parking area is required to be screened from view along the adjacent
roads by either fencing, walls, or dense landscaping or a combination of
the three In any case, the site will be reviewed for compliance with
landscape standards at the building permit stage
3igna ge. Signage standards of the new Zonmg Code contain locational
standards as well as size restnctions based on property size
Cerculateon/Access• 'I`he County Engineenng Department has requested
an additional S foot dedication along the Willow Road and road
improvernents to include 10 to 12 feet of addiuonal asphalt, curbing and
sidewalks along the property's frontage
The proposed site plan indicates an access point to Willow itoad. Previous
non-residential zone requests north of the property attempted to limit the
number of accesses to VVillow itoad since that road served many residential
uses east of the Argonne/ARullan Comdor However, most of those attempts
to limit access failed and eAisting developments to the north of this site
bave at least ehree accesses with one or two new access points planned for
the future Since this proposal as closer to Sprague Avenue than the
prevaously mentioned developmeats, there is no recommendation to limit
access to VNillow Itoad
Sewage I)esposal The County Utilieies Department and Health Distnct will
require that this proposal be connected to a public sewer system
CrAtBC81 Materiais/Use Activity The proposed use will be reviewed for
use of cntical mateaials and if such use is found it will be required to
comply with the Aquifer Sensitive Area Overlay (ASAO) standards for
protection of the Aquifer from potential spills or accidents

An Environmental Checklist was submitted by the sponsor and was

specifics of the proposal, other available information, County ordinances,

The proposal to rezone the site from Multi-Family Suburban to Community
Business (B-2) Zone should be approved for the following reasons
a The site is located within the Major Commercial Category of the
Comprehensive Plan with a transition into the Urban Category The
proposed Community Business (B-2) Zone is not as intense as a Regional
Business (B-3) Zone would be and therefore would provide an
appropnate level of transition from the commercial uses along the
Sprague Avenue comdor into ihe office uses north of the site and the
apartment usage easterly of the site
b. The land use and zoning ticnd bas beea to develop land adjacent to
Argonne Road and 1Vlullan Road to non-residential usage
c The proposed site plan indicates, in a general way, planned compliance
with Zoning Code standards. Detailed review to determine compliance
with specific standards wiD occur at the building permit stage
