D E T E R M I N A T I O N: The lead agency for this proposal has determined that i t
does not have a probable significant adverse impact on the environmcnt. An
Environmental Impact Statemeot (EIS) is = required under RCW
43.21 C.030(2)(c). This decision was made after review of a completed
environmental checklist and other information on file with the lead agciicy.
This information is available to the public on request.
This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this
proposal for at least 15 days from the date issued (below). C o m m e n t s
regarding this DNS must be submitted no later than 4:00 p.m.,
August 22nd, 1989, if they are intended to alter the DNS.

standard Condinons of Approval, the Generalized Comprehensive Plan, and other
County polic2es and guideunes. The Zoning Adrrurustrator has detennined that No
probable signif cant adverse impacts" would result from the proposal being developed
and has issued a Determinanon of Non-Significance ("DNS").
The "DNS" was circulated to 7 other agencies of junsdiction and other
agencies/departments affected by the future development for review and comment The
"DNS" comment penod ends August 22, 1989, and was advemsed 15 calendar days
before sa.id date in the newspaper, by letter to adjacent property owners within 400 feet
of the proposal, and by noace on a sign posted on the proposal site. The Heanng
Exarruner may con5ider additional environmental related tesamony and the "DNS" at
the public heanng.
VI. PLANillIlVG DEPAR'I'MENT SLJIVIMAItY
The proposed zone change from Agncultural (A) to Neighborhood Business (B-1)
should be approved for the followrng.
A. The site is located within the Major Commercial Category of the Comprehensive
Plan with a transition to the adjacent Urban category The proposed Neighborhood
Business (B-1) zone is not as intensive as a Community Business (B-2) or
Regional Business (13-3) zone, and therefore, would provide an appropnate
transition from commercial uses withzn the Argonne-Mullan comdor to adjacent
residential uses and residenaal zones on the comdor's flanks
