2002, 05-23 Inactive Permit 99006004 LetterBUILDING AND CODE ENFORCEMENT James L. Manson, C.B.O., Director May 23, 2002 Mr. Rich Thornton 3109 N Girard Road Spokane, WA 99212 RE: Inactive Permit #99006004 Dear Mr. Thornton: A DIVISION OF THE PUBLIC WORKS DEPARTMENT We are in receipt of your letter dated May 16 and per your request will extend and reactivate permit 99006004 for a period of six months. Please be advised, though, that the Uniform Building Code does not allow more than one extension without repayment of fees. We do, however, recognize inspections every six months where substantial progress has been made on the project during that period of time. As such, your project has been reactivated today and will remain valid until November 22. Some time prior to November 22, you will need to contact the area building inspector, currently George Krienke, to schedule the necessary inspections. Failure to do so will void the permit and additional fees will be necessary at that time. If you have any questions or if we can be of further assistance, please feel free to contact us. Sincerely, Mark Holman Assistant Director MH:pjk C: George Krienke 1026 W. Spokane, WA 99212 Re: Inactive Permit #99-006004 Dear Mr. Manson: VED r COUNTY MAY 17 xOO BUILD NG AND COPE ENFORCEMENT BY: I am writing you regarding the above referenced building permit and was advised to address you in my attempts to make this permit active. It is my hope that the following relevant factors will enable you to grant my request that I not be assessed any additional reactivation fees. My project is unique in that it is a load-bearing straw bale house. While I had help during the initial wall -raising, the project proceeded, and will continue to proceed, solely from my efforts. After embarking upon this project a chronic fatigue problem seemed to present itself. I sought the help of a doctor, who identified a sleep disorder. I underwent an operation to remove my tonsils to treat a case of sleep apnea. While the operation introduced a better quality of sleep, my energy levels were not improved. A second sleep -study was conducted and another sleep disorder--narcolepsy--was identified. Pharmacological treatment of the disorder proved unsatisfactory, so I was faced with the fact that my physical circumstances would remain the same. The emotional impacts, however, became the greater issue, and I have spent the last year dealing with those. The physical and emotional challenges I faced in the last two -plus years rendered me unable to proceed with the project in a timely manner. I had no capacity to deal with the demands and stresses of my project, so that is how my permit came to its inactive status. I was under the care of Dr. Jeffrey Elmer and he can provide corroboration, if such is required. I know my condition is not life-threatening, Mr. Manson, but it precluded me from leading a productive life, including proceeding with my project. I respectfully request that my permit be made active without the incursion of any substantial fees. Thank you for your consideration. Sincerely,
