THIS MATTER, Being the consideration by the Board of County
Commissioners of Spokane County, hereinafter referred to as the "Board" of an
appeal of the Spokane County Zoning Hearing Examiner Comanittee Decision of
July 2, 1986, denying the change of conditions (ZE-1488-80 and ZE-29A-84),
for the purpose of deleting a condition requiring landscaping along the north
property line, hereinafter referred to as the "Proposal", and the Board of
County Conmi ssi oners of Spolca ne County havi ng hel d a publ i c heari ng on
August 129 1986, and having fully considered all testimony presented thereat9
and further havi ng i ndi vi dual ly vi si ted wi th the si te and vi ci ni ty i n
question, and hading rendered a decision on the 2nd day of September, 19869

le That the proposal is generally located east of ParOc Road and
approximately 100 feet south of Broadway in Section 18-25-440
2. That the proposal consists of a request for a change of
conditions by the applicant for the purpose of reviewing a revised site plan
which would delete landscaping requirements along the north property linee
3. That the adopted Spokane County Generalized Comprehensive Land
Use Plan indicates Industrial type usage of the area encompassed by the
proposalo
4. That the proposal is being denied; therefore, no Endironmental
decision is requireda However, prior endironmental documents could be adopted
for the request under WAC 197-11-630.
5. That the Spokane County Heari ng Exami ner Cormni ttee hel d a publ i c
hearing on Ju1y 2, 1986, concerning the proposal, subsequent to which by
Findings of Fact, Decision and Order dated July 29 1986, they denied the
proposale
6. That the existing land uses in the area of proposal include
single family residences9 manufactured home parlc9 office9 mining9 private
storage building under construction and undeveloped land.
7e That the proposal is not compatible with existing uses in the
area9 i n particul ar the si ngl e fami 1y resi dencese
8. That the proposal may be detrimental or otherwise harmful to the
public health9 safety and welfare, in that if the change were granted as well
a s the variance, J drainage and snow falling off buildings, a►ould be a problem.
9. That the applicant has not demonstrated adequate changed
conditions since the original zone change warranting the requested change of
conditions regarding landscaping requirementso It is noted that the existing
si ght-obscuri ng fence was a condi tion requi red for the approval granted for
the Manufactured flome Park to the south. The tal l growi ng 1 andscapi ng
required for the Restricted Industrial zone change in 1984 is required to
screen the applicant's proposal.

Staf f Report dated July 2, 1986, the Heari ng Exami ner CorrBni ttee deci si on, and
the Staff presentation of File Noso ZE-148B-80 and ZE-29A-849 the Board hereby
i n DENY IPIG the proposal does make the fol 1 owi ng cortQnents and condi ti ons :
1. That the Findings of Fact set forth in the Spokane County Zoning
Nearing Examiner decision dated July 2, 1986, are adopted herewith. The
Board's decision places particular emphasis on Findings #119 as listed below.
a) The Heari ng Exami ner Comzni ttee f i nds that no si gni f i cant changes
have occurred within this area to support or warrant the
applicant's request to delete the landscaping requirement along
the north property linee
b) The Heari ng Exami ner Correni ttee agrees ari th the past deci si on and
reasons given by the Board of Adjustment and the Hearing
Exami ner Cortmi ttee as outl i ned i n the P1 anni ng Department Report
dated July 2, 1986, and presented at the public hearingo
c) That the Hearing Examiner Committee considered the applicant's
change of condi ti ons request for del eti on of 1 andscapi ng al ong
the entire north property line as legally advertised9 even
though the submitted site plan showed only a portion of the
appl i cant' s ownershi p.
2. That the requested change of conditions would be detrimental to
the surrounding property owners, especially the residential, whose property9

On July 2, 1986, the Zoning Hearing Examiner Committee met at 9:00 A.M., to con-
sider three new zone reclassification applications and one change of conditions ~
application. Members present were: Phillip D. Harris, Chairman: Ron Odell and
Jim Schurra.
Following are the applications in sequence and the action taken by the Committee.
A]1 Findings and Order for the July 2nd hearing were signed on U'uly 2, 1986. If
not appealed, these decisions will become final on July 14, 1986.

This matter having come before the Zoning Hearing Examiner Committee on

The sponsor9 Jim Olinger, is requesting approval of a Change of

Industrial Zone for the purpose of reviewing a redised site plan which
would delete landscaping requirements along the north property line.
Also, a request for a Yariance, F1le No. VE-166-859 to allow a one foot
side yard setback for an existing building 32-feet in height and a
proposed 15-foot, 4-inches building9 whereas the Spokane County Zoning
Ordinance requires a 5-foot side yard setback for each story of the
building (Section 4.11,090-(e)-(2), Spokane County Zoning Ordinance)a

10. The Hearing Examiner Comnittee does not find the proposed change of
conditions to be in harmony with the general purpose and rvill be
otherwise detrimental to the public health, safety, and welfare.
11. The following are additional findings of fact considered by the
Nearing Examiner Committee:
a) The Hearing Examiner Cocnmittee finds that no significant changes
have occurred within this area to support or warrant the
applicant's request to delete the landscaping requirement along
the north property line.
b) The Hearing Examiner Committee agrees with the past decision and
reasons given by the Board of Adjustment and the Hearing
Examiner Committee as outlined in the Planning Department Report
dated July 2. 1986, and presented at the public hearing,
c) That the Hearing Examiner Committee considered the applicant's
change of conditions request for deletion of landscaping along
the entire north property line as legally advertised, eeen

I. GENERAL INFORNiATION (continued)

-The site is generally located east of Park Road, and approximately
100 feet south of Broadway Avenue in Section 18-25-44.
History of Land Use Actionse
Tne property under control of the applicant has had a long history,
dating back to 1971. The eastern portion received approval in 1971
for a manufactured home park and has developed as sucho Contact nas
been made with the Zoning Investigator over the years for this
project by the adjacent residents for a variety of reasons. In 1980,
the sponsor rezoned the eastern portion of tnis ownership to
Restricted Industrial, A condition of approval was for a 6-foot
sight-obscuring fence to be installed along the north portion of the
propertyo The sponsor did extenside grading of the site, lowering
nis property some 5-6 feet below the adjacent lands (complaints were
received on this matter)o He then constructed a retaining wall to
stop erosion of the adjacent lands for the western portion of
ownewship as well as a 6-foot cement block wall on top of the
retaining wall (again complaints were received from adjoining
residents)e
In JanVry, 1983, the sponsor requested a Change of Conditions to
eliminate the fencing requirement for the western portion of the
site. Both the Hearing Examiner Committee and the Board of County
Coimnissioners denied the request. Tne fence (cyclone with slats) has
been installed.
In May of 1984, the applicant (Jim Olinger) requested a zone change
from Residential Manufactured Home to Restricted Industrial
(ZE-29-84) and another change of conditions (on ZE-148-80),
requesting administrative review of development plans, which was
granted by the Hearing Examiner Committee. At the same pub1iC
hearing a variance application (the same as today'S proposal) was

- Further, the Hearing Examiner Committee has established landscaping
conditions along the northerly property line which requires the
planting and maintenance of trees. The conditions alone strongly
suggest that the minimum setbacks of the Restricted Industrial Zone
be observed.
~ That the appplicant indicated that the area is in transition from
residential to more intensive useso However, the northerly
residential properties are well maintained and can be expected to
remain for some time. Tne applicant has also established a mobile
home park directly adjacent to the proposed mini-storage facility,
indicating he too finds the area to have continued residential
viability.
- That the granting of the proposed variance would in ess2nce be
allowing the applicant a special privilege to the detriment of
adjoining properties. The applicant in complying with the Zoning
Ordinance will still be able to use the property for the intended
storage use.
- The variance request is inconsistent with the Hearing Exarniner
Committee's decision in approving the Zone request due to light, air,
and aesthetic impacts and the buffering requirements of the zone
change.
~ The proposal is inconsistent with the development guidelines of the
Spokane County Comprehensive Plan,
- The proposed variance application does not meet the standards
required by the Zoning Ordinance for approval of such variances.
- Therefore, the Board of Adjustment does nereby DENY the proposal and
requires the applicant to maintain the minimum setbacks as required
by the Spokane County Zoning Ordinance for tnis use.
And the aoard of Adjustment added the following Condition which has oe2n

The Planning Department is of the opinion that if the applicant cannot
demonstrate to the satisfaction of the Hearing Examiner Committee and
Zoning Adjustor, that circumstances have in fact changed, then the
original denial should be upheld; and the fence height oe reduced
immediately as required by the Zoning Ordinance.
On January 24, 1986, the Department of Building and Safety issued a stop
work order on the construction of a private garage (as indicated on the
building permit). The Department has requested the following:
1. That a complete set of engineered plans be submitted for review and
approval.
2e That the intended use for all portions of the building be specified
in order to determine code requirements based on character or type of
occupancies.
3. That the existing wall appears to de sJbstantial to support the
proposed roof, however, fire resistive measures may be required,
depending on the intended use.
As of June 15, 1986, the above have not oeen provided to tne Departnient of
3uilding and Safety for reviesv, and construc tion of the building rlas
stopped, waiting for compliance.

The Zoning Adjustor is charged with the responsibility of deciding on
allowing said wall to be located one foot f rom the side yard. Tiie
Zoning Ordinance requires 5-feet for each story of the building
(story is defined as not exceeding 16-feet in height f rom the top of
the foundation to the roof ridge line).
The Cnange of Conditions and Variance are tied to the same issues;
both need to be approved to allow the applicant his request.
The Planning Department has indicated to the applicant, that, if the
circumstances at outlined by the Board of Adjustment and the Hearing
Examiner Committee have not cnanged, a recommendation for denial

Dear Mr. Olinyer:
As you may be aware, per th2 att'ached correspondence, the Spokane
County Planning Department has recommended to this department that
the above-referenced building permit, issued March 19, 1984 _`Ir a
three thousand square foot storage building, be revoked pursutt to
the provisions of Section 303(e) of the Uniform Bulding Code as
adopted by Spokane County.
Section 303 (e) provides that "The buildiny official may, in writing,
suspend or revoke a permit issued under the provisions of this code
(Unif orm Bui 1 di ng Code ) whenever the permitis i ssued i n error,or on
r the basis of i ncorrect i nformati on suppl ied, or in viol ati on of any
ordinance or regulation or any of the provisions of this code".
After review of the various documents relating to this matter, it
wnuld appear that the referenced permit was issued contrary to a
condi tion wi thin the fi nd ings dated November 6, 1976 i n con j unct ion
with CUE 115-72.
In 1 i ght of this, and i n considerat i on of the P1 anni ng Depa rtment' s
recommendation, building permit number 84A 2328, issued for the .
above-referenced project, i s hereby revoked effecti ve as of the date
of thi s i etter.

During the course of that public hearing, Attorney Bab McKanna drew to the
attenti on vf the Heari ng Exami ner Conuni ttee and a1 so staff, Fi ndi ngs and Qrder
dated November 3, 1976, with respect to CUE-115-72. As you will recall, that
matter dealt with an appYication by you to provide a variety of fencing around
the perimeters of the praperty described therein and amend Condition No. 8 can-
cerning the landscaping and development plan whieh had been approved on
October 2, 1912.

The applicant has tndicated the site is unsuitable for residential use.
Parcel #1 has less residential development around it and with proper screen-
ing can be a good industrial site and is in compliance with the Comprehen-
sive Plan. Staff recommends that Parcel #1 be approved as recommended.
Parcel #2 is adjacent to an industrial use on one side oniy. it is less than
11, 000 sq, ft, in size and is in the I ndustriai transition area on the Compre-
hensive Plan Map and would be more suitable as a residential site. Staff
recommends that Parcel #2 not be reclassified and remain a tot usable for
residential use at this time.
IV. AGENCIES RECOMMENDED CONDITIONS
a) COUNTY PLANNING DEPARTMENT
1. The specific development plan will be submitted for Hearing Ex-
aminer Committee review and approval prior to issuance of build-
ing permits.
2. Parcel #2 remain Agricultural Suburban and not be reclassified to

3. That the provisions of SEPA's NOTICE OF ACTION pursuant to
Chapter 43.21C.080 RCW and the Board of Spokane County Com-
missioners Resolution #77-1392 be initiated by the project appli-
cant within thirty (30) days of final disposition of this applica-
tion, and prior to any on-site improvements.

c) The project is inside the 201 Sewer Study Area Zone 3 and
inside the Primary Sanitary Sewer Area recommended in the
"208" Study. The method of sewage disposal Is subject to
approval of the Di rector of Uti I ities pursuant to County
Resolution 80-0418 adopted March 24, 1980. The topo-
graphy and soils in the area are generally suitable for use
of individual on-site sewage systems.
2. Recommendations:
a) Water service must be coordinated through the Director of
Utilities, Spokane County.
b) Water service shall be by an existing public water supply
when approved by the Regional Engineer (Spokane), State
Department of Social and Health Services.
c) The use of individual wells is not authorized.

A INTRODUCTION
This matter having come before the Examiner Committee on April 9, 1981, (con-
tinued from February 5, 1981) and the members of the Committee present being
Jane Myers, Chairperson, Ron McVicker and John Culler.
B. PROPOSAL
The sponsor, James D Olinger, is requesting approval of a ione reclassification,
File No. ZE-148-80, Residential Manufactured Home and Agricultural Suburban to
Restricted Industrial (no proposed use at this time - two parcels).
C. FINDINGS OF FACT
1. That the existing land use in the area is residential, warehouse, mining,
and undeveloped.

2. That the Comprehensive Plan designates this area as appropriate for indus-
trial and residentiai development.
3. That the existing zoning of the property described in the application is
Residential Manufactured Home and Agricultural Suburban.
4. That the provisions of RCW 43 21C (The State Environmental Policy Act)
have been complied with, and the Committee concurs with the Declaration of
Non-Significance.
5. That the proper legal requirements for advertisement of the Agenda item
have been fulfilled.
6. That the land in this area is suitable for the proposed use, or uses within
the proposed Zone Classification for Parcel #1.
7. That the applicant has demonstrated that conditions have substantially
changed since the original zoning of this area and accordingly, the pro-
posed rezone of Parcel #1 is justified.
8. That the proposed use of Parcel #1 is compatible with existing uses in the
area.
9. That the owners of adjacent lands expressed approval of Parcel #1 and
disapproval of Parcel #2.
10. The Hearing Examiner Committee finds the proposed use of Parcel #1 to be

(30) days of final disposition of this application, and prior to any
on-site improvements.

Proposal: Dance School, The Spokane County Zoning Ordinance Section 4.07A.140-(m)
allows a school of dance as a Conditional Use in the Residential Office
Zone.
Action: Approval. (Yote: 2 - 1)
The Spokane County Zoning Adjustor's decision and findings will be
announced at the time of signing of the Findings and Order by the
Zoning Hearing Examiner Correnittee on January 27, 1983, at 9:00 A.M.,
on the application for a Conditional Use Permit for the opelration of
the dance school.
2) ZE--148-80, Change of CQndition in the Restricted Industrial Zone: Olinger
Location: Generally located in the Spokane 1lalley along the east side of Park
Road, approximately 290 feet south of Broadway Avenue in Section 18-25-44.
Proposal: A Change of Condition to delete or modify the exis ting condition re-
quiring a time frame for fence construction.
Action: Denial. (Vote: 3 - 0)
The Hearing Examiner Committee felt that the requirement of Condition
#5 of the original zone reciassification approval should be retained,
and that the fence should be constructed without any further delay.

Findings and Order of the Board of County Commissioners and be
started immediately.
b) That the resfdences along Broadway pre-exist the Restricted in-
dustriai zone change, and that the area is in mixed land uses.
c) That the fence should be required to maintain compatibility between
adjacent tand uses. That the applicant has made na attempt to
construct the fence. That the applicant has exercised a right, that
being the change of fand use; but that the adjacent owners have a
right of protection.
d) That the Committee is oniy requiring implementation of a previously
attached condition placed on the property at the time of the zone
change approval by the Board of County Commissioners.

III. BACKGROUND/ANALYSiS
The applicant has indicated the sites. are unsuitable for residential use.
Parcel #1 has less residential development around it and with proper screen-
ing should be a good industrial site. Parcel #2 is adjacent to an industrial
use. On one side only, it is less than 11,000 sq. ft. in size and would be
more suitable as a residential site. Staff recommends that Parcel #2 not be
reclassified and remain a 1ot usable for residential use.
IV. AGENCIES RECOMMENDED CONDITIONS
a) COUNTY PLANN I NG DEPARTMENT
1. The specific development plan will be submitted for Hearing Ex-
aminer Committee review and approval prior to issuance of build-
ing permits.
2. Parcel #2 remain Agricultural Suburban and not be reclassified to
Restricted I ndustrial .
3. That the provisions of SEPA's NOTICE OF ACTION pursuant to
C1lapter 43.21C.080 RCW and the Board of Spokane County Com-
missioners Resolution #77-1392 be initiated by the project appli-
cant within thirty (30) days of final disposition of this applica-
tion, and prior to any on-site improvements.
4. That, pursuant to WAC 197-10-040 (2)(a) and (20), WAC 197-10-155
and SCEO 11.00.055, the rezone is an action subject to SEPA,
but insufficient detail concerning the proposal is available to
permit meaningful environmental analysis at the rezone level,
consequently a detailed site plan, subject to full compliance with
Chapter 43.21C RCW, shall be submitted for consideration to the
Hearing Examiner Committee at a later date. Furthermore, it is
hereby stipulated that, because of project details not now available,
the Committee may require additional information pursuant to
WAC 197-10-330 and may deny or condition the approval of said
project at the site plan review stage, pursuant to Chapter 43.21 C. 060
RCW.
b) CDUNTY ENGINEERING DEPARTMENT
1. Applicant shafl construct cement concrete curb and sidewalk and
pave to the existing pavement adjacent to the property on Park
Road.
2. Applicant shall submit for approval by the Spokane County En-
gineer road, drainage, and access plans prior to the issuance of
a building permit on the property.

3. The applicant shall submit for approval by the Spokane County
Engineer and. the Spokane County Health District a detailed com-
bined on-site sewage system plan and surface water disposal plan
for the entire project prior to the issuance of any building per-
mit on the property.

4. A parking plan and traffic circulation plan shall be submitted
and approved by the Spokane County Engineer prior to the
issuance of a building permit on the property. The design,
location, and arrangement of parking stalls shall be in accordance
with standard traffic engineering practices. Paving or surfacing
as approved by the County Engineer, will be required for any
portion of the project which is to be occupied or traveled by
vehicles.
5. The word "applicant" shall include the owner or owners of the
property, his heirs, assigns, and successors.
6. The construction of the road improvements stated herein shall be
accomplished as approved by the Spokane County Engineer.
7. All required improvements shall conform to the current State of
Washington Standard Specifications for Road and Bridge Construc-
tion, and other applicable county standards in effect at the date
of construction, unless otherwise approved by the County En-
gineer.
c) COUNTY UTI LITI ES DEPARTMENT
1. Pursuant to Board of County Commissioners Resolution No.
80-0418, the use of on-site sewer disposal systems is hereby
authorized. This authorization is conditioned on compliance with
all rules and regulations of the Spokane County Health District
and is further conditioned and subject to specific application
approval and issuance of permits by the Health District.
2. The owner, his heirs or successars shall join and participate in
any petition or resolution which purpose is the formation of a
utility local improvement district (ULID) pursuant to RCW, Chap-
ter 36.94, as amended. The owner, his heirs and successors
shall further agree not to oppose or protest any legal assess-
ments for any utility local improvement district (ULID) establish- 'i
ed pursuant to RCW Chapter 36.94, as amended. ~
3. Any water service for this project shall be provided in accord-
ance with the Coordinated Water System Plan for Spokane County.

Resolution 80-0418 adopted March 24, 1980. The topo-

2. Recommendations:

f) WATER PURVEYOR
1. Purveyor is Washington Water Power Company, and they will

THIS MATTER, Being the consideration by llie Board of County

an appeal of Spokane County Zoning Hearing Examinei, Committee Decision of
April 9, 1981, approving parcel #1 and denying parcel #2 of the zone reclass-

referred to as the "Proposal", and the Board of Cot.inty Commissioners of
Spokane County having held a public hearing on May 12, 1981 and having

decision on the 26th day of May, 1981, approving parcel #1 and denying

FINDINGS OF FACT
1. That parcel #1 is generally located or, the eas(~ side of Park
Road south of Broadway Avenue and parcel #2 is genn►-ally located at the
northwest corner of Ella Road and Alki Avenue.
2. That ttie proposal consists of two par-c.els. Parcel #1 is
approximately 3.6 acres, containing a single family I-iorne, outbuildings and is
partially undeveloped. Parcel #2 is approximately . 2acres and is undeveloped.
3. That the adopted Spokane County Gerieralized Comprehensive
Land Use Plan indicates Industrial usage of the area encompassed by the
proposal.
4. That the provisions of RCW Chapter 43.21C, (State Envi ron-
mental Policy Act) have been complied with and the Fic:ard concurs with the
Hearing Examiner Committee's issuance of a declaration of non-significance
for parcel #1.
5. That the Spokane County Hearing Examiner Committee held a
public hearing on April 9, 1981 concerning the proposal, subsequent to
which by Findings of Fact, Decision and Order daled April 9, 1981 they
approved parcel #1 of the proposal subject to certain conditions and denying
parcel #2.
6. That the existing land uses in the area of proposal include
single family residences, mining, industrial warehouses, and undeveloped
land.
7. That parcel #1 of the proposal is con-ipatible with existing
uses in the area, while parcel #2 is not compatible.

10 That parcel #1 of the proposal is not totally inconsistent with
the surrounding land use classifications and does not yr ant a special privilege
or rights to the applicant different than those enjoyed by adjacent property
owners
11 That the Board finds that the proposal is located within the
recorded water service area of Washington Water Power Company and that
the District indicates there is an adequate system capacity, and that they
are desirous of serving the proposal for domestic, fir e and irrigation purposes
12 That the proposal is situated within the recorded fire service
area of Fire District #1
13 That approval of parcel #2 at the present time would be an
intrusion into the existing residential area at this time
14 That the proper legal requirements foi advertising of the
hearing before the Board of County Commissioners of Spokane County have
been met

From the foregoing Findings, a review of the Planning Department
Staff Report dated April 9, 1981, and the Staff pr esei-itation of File No
ZE-148-80, the Board hereby in approving parcel ##1 arid denying parcel #2
of the proposal does make the following conditions

THE SPOKANE COUNTY ZONING ADJUSTOR IN INTERPRETING CERTAIN CON-

WHEREAS, ApplicatLon has been presented to the Zoninq Adjustor of
Spokane County, Washington, by Mr. jim Olinqer,
and,
WHEREAS, the Zoning Adjustor approved a Conditional Use Permit,
CUE-115 -72 on October 2, 19 72, to allow a 66 Unit trailer court,
and..
WHEREAS, the applicant is desirous of providing a varfety of fencfng
around the periiaetsrs of the property and ammending conditior► #8 of the
approved landscape and development plan to allow 12 months to complete .

NOW, THEREFORE, be it formally resolved that the J3oard reversed the
decision of the Zoning Adjustor and approved of a section of decorative con-
crete fencing subject to the fouowing conditions
1. The decorative concrete block fence shall be limited to all or a
portion of the Northerly property line of the mobile homepark, with
the remainder of chainlink type. Both shall be site obscwcing and
shall not be used interniittently.

II BACKGROUND ANALYSIS
1) COMPREHENSIVE PLAN The project lies within the Industrial categorq
of the Comprehensive Plan The Comprehensive Plan Text suggests
buffering be used between uses, and it may be implemented through
change in intensity of uses, spatial setbacks, or through other
innovative ideas such as landscapiag Decisions for approval of
industrial sites should consider any negative impacta upon adjacent
existing developments
Staff would recoimnend tall growing, mature trees be provided along
the north property line of the new zone change as well as along the
property that was rezoned in 1971
With regards to the requested Variance to the setbacks along the
north property line, staff is concerned that the Decision Guidelines
of the Comprehensive Plan would not be followed, ff a structure at
the height the applicant ia proposing were approved

3) HISTORY OF LAND USE ACTIONS The property under control of the
applicant has had a long and colorful history, dating back to 1971
The eastern portion received approval in 1971 for a manufactured home
park and has developed as such Contact has been made with the
Zoning Investigator over the years for this project by the adjacent
residents for a variety of reasons In 1980, the sponsor rezoned the
eastern portion of this ownership to Restricted Industrial A
condition of approval was for a 6-foot sight-obscuring fence to be
installed along the north portion of the property The sponsor did
extensive grading of the site, lowering his property some 5-6 feet
below the adjacent lands (complaints were received on this matter)
He then constructed a retaining wall to stop erosion of the adjacent
lands for the western portion of ownership as well as a 6-foot cement
block wall on top of the retaining vall (again complaints were
received from ad,joining residents)
In January, 1983, the sponsor requested a Change of Conditions to
eliminate the fencing requirement for the western portion of the
site Both the Hearing Examiner Committee and the Board of County
Commissioners denied the request The fence (cyclone) has been
installed

Manufactured Home Park, outside storage of equipment and materials,
and has access f rom both Park to the west and Ella to the east
