Cons~~erations: Development of this parcel would be an
expansion, mainly for indoor/outdoor storage, of the fencing company
located adjacent on the west. Construction would include a new 2,000
square foot storage building and a secure area for material and vehicle
storage. The outdoor storage area would be graveled and setback the
required 35 feet from Sprague Avenue. Landscaping is indicated along the north and south property boundaries. Along the north property
line, which is adjacent to a single family dwelling, 5 feet of landscaping
is shown with a 6 foot high sight-obscuring fence. Along Sprague
Avenue, 5 feet of tandscaping is indicated outside of the property in the
road right of way. All of the front yard 35 foot setback area is indicated
as being covered with crushed rock.

- The site plan submitted for review by the Zoning Hearing Examiner
Committee is general in nature. Detailed review to determine
~ compiiance with all Ordinance regulations and conditions of approval
is recommended to be administrative and to occur at the Building Permit stage.
III.~ITE DEVEL RFC~MMENDATIONS
D es i gn : The layout for the site appears to comply with design standards of
the new Zoning Code. The building currently under construction was
issued a permit, by the Building and Safety Depar~ment, as a private storage
building not for commercial use. To be used commercially, a change in use must be issued by that Department and would be sub~cct to all commercial
standards; including the zoning standards.

Design:
Development of this rezone site is tied to expansion of the use to the west
and therefore two items regarding parking will effect the whole
development. Parking will be calculated based on total site used for the
operation. Secondly, the parking area, whichever site it is developed on,
must be in hard surfacing that provides adequate stormwater drainage and
permanent stall markings.
B u f f e r i n g: The area of concern for buffering is along the north
property line. The Zoning Code requires a 20 foot wide strip af Type I
(screen) landscaping adjacent to residential uses. The proposed site plan
indicates only a S foot wide strip and sight-obscuring fence. This may be
administratively approved provided the plant material is tall and dense and the remaining 15 feet of the required strip is maintained in ground cover
free from structures and storage.
L a n d s c a p i n g: The S feet of landscaping shown along Sprague Avenue
must be within the property ownership. Any landscape in the road right ~
of way is supplemental to that required and may only be established there
with approval of the County Engineer. ~
CirculationlAccess: Cement sidewalks along the site's Sprague Avenue
frontage is required.
Sewage Disposal: If sewage disposal is necessary, then the site must
connect to the public sewer.
IV.SEPA ENVIRONMENTAL. ~
An Environmental Checklist was submitted by the sponsor and was
reviewed by the County Planning Department. The review considered the
specifics of the proposal, other available information, County ordinances,
other regulations and laws, possible standard Conditions of Approval, the Generalized Comprehensive Plan, and other County policies and guidelines.
The Zoning Administrator has determined that "No probable signi~cant
adverse impacts" would result from the proposal being developed and has
issued a ~etermi~n Qf 1~n-~ignifiGance ("DNS"}.
. The "DNS" was circulated to eight other agencies of jurisdiction and other
agencies/departments affected by the future development for r~view and comment. The "DNS" comment period ends February l, 1989, and was
advertised 15 calendar days before said date in the newspaper, by letter to
ad j acent property owners within 400 feet of the proposal, and by notice on
a sign posted on the proposal site. The Hearing Examiner may consider
additional environmental related testimony and the "DNS" at the public
hearing.

The proposed Regional Business {B-3) rezone is consistent with the Major
Commercial Category of the Comprehensive Plan, existing and future area
zoning, and the land use pattern. Provided the situations addressed in this
report (landscaping, buffering, and parking standards) are resolved prior
to use of the site, the rezone should be approved.

3 a A parking plan and traffic circulation plan shall be submitted and
approved by the Spokane County Engineer, The design, location, and
arrangement of parking stalls shall be in accordance with standard iraffic engineering practices. Paving or surfacing as approved by
the County Engineer, will be required for any portion of the project
which is to be occupied or traveled by vehicles.
4. Alt required improvements shall conform to the current State of
Washington Standard Speci~cations for Road ~ and Bridge
Construction, and other applicable County standards and/or adopted ~ resolutions pertaining to Road Standards and Stormwater
Management in effect at the date of construction, unless otherwise
approved by the County Engineer.
5. Roadway standards, typical roadway sections and drainage plan
