1'Re site plan submitted for review by the Zoning Hearing Examiner Committee is general in nature Detailed review to determine compliance with all Ordinance regulations and conditions of approval is recommended to be administrative and to occur at the Building Permit stage III SITE DEVELOPMENT RECOMMENDATIONS Densit~ The proposed 5 88 units per acre is within the recommended ~ensity of 1 to 17 units per acre within the Urban category However, locational and compatibility criteria indicate that the proposed density is excessive for the vicinity Adjoining densities range from 1 2 to 4 5 units per acre Provision of landscaping and buffering for mitigation of visual and aesthetic impacts will not mitigate the issue of density Design A minor site plan revision is necessary to accomplish relocation of two 20'x20' off-street parking areas in compliance with the 25-foot minimum front yard setback The two manufactured home spaces have direct access to the frontage road with 50-foot stall width, creating a more crowded effect than nearby single family residential Lot frontages of adjoining residences range from 80 feet to 120, as opposed to the 50-foot manufactured home spaces The lot frontage difference reflects the inconsistency of the proposal with adjoining development Bufferi= Recommend that dense, tall growth plantings be installed and maintained in a 5-foot landscape strip along the north, west, and east property lines, and a dense, high-low mix of trees, shrubs, and plantings be installed along the south property line In addition, a 6-foot sight-obscuring wooden fence (to be approved by the Zoning Adjustor) is recommended at the site perimeter Landsca in~ The Spokane County Zoning Ordinance also requires individual stall landscaping and skirting within 90-days of stall occupancy 0 so? ~ ZONE RECLASSIFICATION NO ZE-62-85 III SITE DEVELOPMENT RECOMMENDATIONS (continued) Circulation/Access Relocation of the two 20'x20' off-street parking areas will resu]t in improved site distance to Alki Avenue and prevent vehicles from backing directly onto Alki Sewa e Dis os~al A septic tank and drainfield is proposed to serve two manu~actureiomes Double-plumbing is required for connection to future areawide collection systems Water Su 1 Domestic water service can be supplied by Hutchinson lrri gati on D stri ct IV SEPA ENYIRONMENTAL REVIEW An Environmental Checklist was submitted by the sponsor and was reviewed by the County Planning Department The review considered the specifics of the proposal, other available information, County ordinances, other regulations and laws, possible standard Conditions of Approval, the Generalized Comprehensive Plan, and other County policies and guidelines The Zoning Administrator has determined that "No probable significant adverse impacts" would result from the proposal being developed and has issued a Determination of Non-Significance ("DNS") The "DNS" was ci ftulated to eight other agencies of jurisdiction and other agencies/departments affected by the future development for review and comment The "DNS" comment period ends February 5, 1986, and was advertised 15 calendar days before said date in the newspaper, by letter to adjacent property owners within 400 feet of the proposal, and by notice on a sign posted on the proposal site The Hearing Examiner Committee may consider additional environmental related testimony and the "DNS" at the public hearing V PLANNING SUMMARY Although the Urban category encourages a variety of residential uses and densities, and "fill-in" development, the proposed manufactured home park appears incompatible with the specific locational and land use compatibility objectives The proposed density of 5 88 units per acre appears incompatible with adjoining single family developments even though aesthetic impacts can be mitigated via landscaping and bufferi ng Should the Hearing Examiner Committee choose to approve the proposal, the following conditions are recommended a J9 ~ ZONE RECLASSIFICATION NO ZE-62-85 VI. CONDITIONS OF APPROVAL (All Conditions imposed by the Zoning Hearing Examiner Committee shall be binding on the "Applicant", which term shall include the owner or owners of the property, heirs, assigns, and successors ) a) COUNTY PLANNING DEPARTMENT 1 Approval by the Zoning Administrator of a specific lighting and signing plan for the described property prior to the release of any building permits 2 A specific landscape plan, planting schedule and provisions for maintenance acceptable to the Spokane County Zoning Administrator shail be submitted with a performance bond for the pro3ect prior to release of building permits Landscaping shall be installed and maintained such that sight distance at access points is not obscured or impaired 3 Direct light from any exterior area lighting fixture shall not extend over the property boundary 4 The specific development plan will be submitted for Planning Department review and approval prior to issuance of building perrnits 5 All current standards of the Residential Manufactured Home Zone, as amended, shall be complied with in the development of this site 6 That the project is subject to Section 4 16A 050, the Aquifer Sensitive Area Overlay Zone of the Spokane County Zoning Ordinance, which sets forth various measures for Aquifer protection, specifically, measures dealing with wastewater disposal, spill protection measures, and stormwater runoff 7 That the present proposal is not detailed enough to determine whether or not the use of or materials stored on the site are in compliance with Chapter 4 16A (Aquifer Sensitive Area Overlay Zone) of the Spokane County Zoning Ordlnance kcordingly, as a condition of approval, the sponsor/applicant shall be required to file with the Spokane County Auditor, within thirty (30) days of the signing of Findings and Order of the final decision in this matter, a"Notice to the Public" which shall provide in material as follows PRIOR TO THE ISSUANCE OF ANY BUILDING PERMIT OR CERTIFICATE OF OCCUPANCY FOR ANY BUILDING OR ANY USE ON TNE PROPERTY DESCRIBED HEREINAFTER, THE APPLICANT SHALL BE RESPONSIBLE FOR COMPLYING WITH THE PROYISIONS OF SPOKANE COUNTY ZONING ORDINANCE CHAPTER 4 16A
