Arterial Road Plan: Sprague Avenue is designated a Principal Arter~al(without
con~olled access) that to meet the Plan's objecrive, should eventually hade a 100' to
130' foot right of way. Exisring right of way width of 110' ft. sausfies that
objecrive.
Evergreen Road is also designated as a Principal Arterial (without con~olled access) that, to sausfy arterial road plan objecrives, should eventually have a right of way
width of 100' to 130' ft. Existing 50' foot right o f way is ina dequate to imp lement

III. SITE DEVELOPMENT RECOMMENDATIONS
D~sign: Proposed sign is located adjacent Sprague Avenue right of waye Any future right
of way acquisi~ons or improvements along Sprague Avenue will require sign
relocarion.
Landscaping: Redevelopment or further expansion of the subject pnoperty will require compliance with applicable standards of Regional Business (B-3) zone.
Signage: As permitted by the Regional Business (B-3) zone. Prior to release of any
building permits for new signs, the applicant must demonstrate that the exisring signs
are in compliance with Regional Business (B-3) sign standards.
~ IV. SEPA ENVIItON1VIENTAL REVIEW ~
An Environmental Checklist was submitted by ~he sponsor and was re~ewed by the
County Planning Departmen~ The review considered the speci~ics of ~he proposal,
other available informarion, Counry ordinances, other regularions and laws, possible
standard Conditions of Approval, the Generalized Comprehensive Plan, and ot~er
County policies and guidelinesa Thc Zoning Adminis~rator has deternuned that "No probable significant adverse impacts" would res~lt from the proposal being develaped
and has issued a Determination of Non-S,i~ificance ("DNS")a
The 'DNS" was circulated to 10 other agencies of jurisdicrion and other
agencies/departments affected by the future development for r~view and commen~ The .
"DNS" comtnent periad ends September 19,1989, and was advertised 15 calendar "
~ days before said date in the newspaper, by letter to adjacent property owners within 400 feet of the proposal, and by notice on a sign posted on the proposal site. The
Hearin~ Examir~er may consider addirional envir~onmental related testimmony and the
"DNS" at the public hearing.
V, PLANNING DEPARTMENT SUMMARY
The proposed Regional Business (B-3) zone is consistent with the Major Commercial
category of the Comprehensive Plan and recent zoning trends for the area. The
Planning Department recommends approval.
VIo CONDITIONS OF APPROVAL

6. To construct the road~ improvements stated herein, the applicant may, with the
approval of the.Counry Engineer, join in and be a willing participant in any pentlon . or resolution which purpose is the forn~ation of a Road Imp~ovement District (RID}
for said improvements, pursuant to RCW 36.88, as amended. Spokane Counry
~ will not par~icipate in the cost of these improvements.

name(s) on a petition for the formation of a Road Improvement District (RID} by the petition mcthod pursuant to Chapter 3b.88 RCV~, which pention includes the
owner(s) property, and further not to object, by the signing of a ballot, the
formation of a RID by the nesoluaon method pursuant to Chapter 36.88 RCW,
which r~solution includes the owner(s) property. If a RID is formed by either the
petition or nesolution method, as provided for in Chapter 3b.83 RCW, the owner(s)
or successor(s) further agree: (1) that the improvements or cons~ucrion

13~. Th~ Arterial Road Plan designates Evergreen Road as a Principal Arterial. The ~ . ~ e~sting right of way width is not consistent wi~h the standand recornmended by the
Arterial Road Plan. In ord~r to implement the Plan, we would normally
~ recommend requiring the applicant s~t ~aside addiaonal property in the form of a
reserve strip which could be a~cquired by the County should it ever be needed for
arterial construc~on. The building on the subject property is located in such a
manner that a set aside per tfie Road~Plan may encr~oach upon the structure or the
existing landscaping. Therefore, it is recommended that the applicant be required ~ to comply with the provisions of the Artierial Road Plan should a new structure be
