approval of a zone reclassification from Residential Office (RO) to Neighborhood
Busuiess (B-1), Ffle No ZE-49-89, for the purpose of developing retail dhstnbution
of sheet music from an exisang building The west 135' of this site is undeveloped

1 The property is generally located in the Ihshman area of the Spokane Valley, west of
and adjacent to Argonne Road and between Ala and Broadway Avenues m Secaon
18, Townstup 25N, Range 44 EWM, Spokane County, Washington
2 The committee adopts the Plannuig Depardment Report as a part of this record.
3 The existing land uses in the area are office buildings, an apartment complex, single
fanuly residences and vacant areas
4 The Comprehensive Plan designates this site as Majar Commercial and Urban The
western approximately 135' is in the Urban category
5 The Artenal Road Plan designates Argonne Road as a pnncipal artenal The
Argonne/1Viullan couplet generally implements the artenal road plan
6 The existing zorung of the property descnbed in the apphcation is Residential Office,
previously estabhshed in 1978 The property will cross over to Urban Residential-22

The depth of Neighborhood Business (B-1) Zorung is a concern along Argonne
Road, however, the B-1 zone is the least intensive Commercial Zone The 13-1 Zone
contams height hnvtadons and landscaping standards when B-1 Zoning abuts
adjacent residennal zones This will provide transition between the exisang uses If
the vacant property along the west 135 was not zoned it would cross over to Urban
Residennal (UR-22) high density Residential Zone While both B-1 and UR 22

could provide a transihon from commercial uses along Argonne Road, the B-1
Zomng would allow for a urufied development and not allow mixing of business and
high density residential traffic on the site The nearest north/south street, Marguente
Road, is 670 feet west of Argonne Road This makes providing of the zoning
transition as found in other areas of the Argonne/1Vlullan comdor very difficult. The
B-1 standands vnll provide adequate buffer and transinon to existing residential uses
to the south, west and north, as the B-1 Zone is a Neighborhood Business Zone
