The offices will provide support services for more intensive commercial uses located along the Argonne-Mullan Road couglet, as well as the residential neighborhood in the vicuuty The project will be served by a high level of pubhc services, except for pubuc sewer The site is located mside the intenm urban growth area (NGA) boundanes desigaated by the County pursuant to the Washuigton Growth Management Act Intenm development regulations adopted by the Counfiy prevent new rezones uiside the IUGA wiuch are not served by pubhe sewer or are not included wnthm the County's 15-year sewer program area. See County Resolution No 97-0321 However, the site is located wrtlun an area programmed for pubhc sevver befiween 2002 and 2010, and therefore comphes wrth such mtenm regulations See Comprehensive Wastewater Management Plan 1996 Intenm Update, Exhi'bit 41 The County Utihbes conditions of approval require the applicant to double-plumb the srte for future connection to pubhc sewer The only pubhc opposirion to the project was received in the form of a letter received from the owner of the single-family residence located adjacent to the site on the west. Description of the Site: The subject property/site is approximately 17,782 square feet (.41 acres) in size and is relatively flat in topography. The primary access is to Alki Avenue, which is located south of and adjacent to the site. There are no curbs or sidewalks along the frontage of the site. An existing duplex is located on the site, which is vacant and in the process of being demolished and removed. In addition, there are 3 sheds and 1 detached covered outdoor patio/cooking area in the rear yard, which the applicant has indicated will also be removed. There is approximately a 4'/z -foot see-through chain link fence along the site's east property line, a 3- foot see-through chain link fence along frontage going back approximately two-thirds the length of the east property line. The remaining one-third of the east property line has a 6-foot sight- obscuring wood fence. A 4-foot see-through wood fence runs along the rear property line. There are no public street lights along the property's Alki Avenue frontage. The nearest fire hydrant is located at the northwest corner of Alki Avenue and Argonne Road. 6ack4round: The application for the proposed zone reclassification was submitted by the applicant to the Division of Building and Planning on January 8, 1998, and received "Counter Complete" status on said date. A Technical Review Meeting was held on January 29, 1998, where the applicant was notified that the proposal was "Technically Incomplete." On February 9, 1998, the proposal received "Technical Complete" status. Staff Analvsis: Comprehensive Plan: The subject property is located in the Urban Category of the Comprehensive Plan. The Urban Category is intended to provide the opportunity for development of a"city-like" environment which includes va(ous land uses, intensive residential development, public facilities and services. The more intensive land uses such as light industrial and neighborhood commercial will be located near heavily traveled streets, while the least intensive uses will be isolated from the noise and heavy traffic. Urban areas will have public water systems, sanitary sewer systems, storm sewer systems and utility systems such as electrical, telephone, gas, and cable services. Streets will be curbed and paved. Street lights and sidewalks will be common to residential, public and commercial areas. Other services typical of Urban areas may include police, public transit, refuse collection and removal, animal control and street maintenance. Although no specific Goals, Objectives or Decision Guidelines are provided for a professional/medical office, Section 1 C(Public Facilities and Services) of the Urban Category Detailed Definition states that: Public libraries, manned fire stations, medical facilities and government offices and post offices may be dispersed throughout Ur6an areas. Moreover, Goal 1.6 of the Urban Category states that "An orderly pattern of development should be established between developed and undeveloped areas." Objective 1.6.a states that "Utility services such as water, sewer, power, and natural gas should be orderly and properly coordinated with Land Use Planning." Decision Guideline 1.6. states that °Before land use proposals are approved they should: a) conform to plans, policies, and regulations of County water, sewer, storm sewer, utility, and special service districts; and b) conform to County transportation plans and policies; c) identify and take steps to resolve significant adverse impacts upon existing utilities, (i.e., water, sanitary and storm sewer, utility, available and future energy ZE-1-98 Staff Report - April 15, 1998 Hearing 4of5 I ` resources), and traffic systems." Therefore, the proposed zone reclassification for the purpose of establishing a professional/medical office is consistent with the Urban Category. Zoning Analysis: It is the intent of the Urban Residential-22 (UR-22) zone to be used to add to the variety of housing types and densities, and as an implementation tool for the Comprehensive Plan Urban Category. Offices, like the proposed medical office, are permitted in the UR-22 zone in order to provide some of the service needs generated by high-intensity land uses that are characteristic of the UR-22 zone. Moreover, the UR-22 zone is used as transition between low or medium density multiple-family uses and intensive commercial or low intensity industrial uses, and to provide for a higher-density housing in locations close to employment, shopping and major transportation routes where movements of people can be handled efficiently and with the least overall adverse impact. Site Deveiopment Ptan Review: The site development plan shows a proposed 2,000 sq. ft. single story medical office building with a height of approximately twenty (20) feet, which is less than 10 % of the total building coverage allowed and less than the maximum fifty (50) feet building height allowed in the UR-22 zone. The site plan shows a faint outline of a house (a converted duplex), which is in the process of being removed along with various detached structures in the rear yard. The site development plan also itlustrates proposed landscaping consisting of a twenty (20) foot wide strip of Type I landscaping along the west property line adjacent to a single family residence and a twenty-five (25) foot wide strip of Type III landscaping along the Alki Avenue frontage, which meets the minimum landscaping requirements of the UR- 22 zone. The site plan shows twelve (12) proposed off-street parking spaces, which exceeds the minimum ten (10) spaces required by the proposed UR-22 zone. A thirty (30) foot wide driveway entrance provided direct access to Alki Avenue. The site development plan illustrates general conformance with the development standards of the proposed UR-22 zone. Staff Recommendation: The proposal and uses proposed are generally consistent with the Urban Category of the Comprehensive Plan and the surrounding land uses. Moreover, the proposed use can demonstrate compliance with the development standards of the Urban Residential-22 (UR-22) zone. Findings: a) This project lies over the Spokane-Rathdrum Aquifer b) The project is within Critical Water Supply Service Area #3 and within the service area of Hutchinson Irrigation District. Water supply will be a public system. c) The project is inside the Spokane County Comprehensive Wastewater ManaQement Area, inside the General Sewer Service Area, and inside the Priority Sewer Service Area recommended in the '201' Study. The method of sewage disposal is subject to approval of the Director of Utilities, Spokane County, pursuant to County Resolution 80.0418 adopted March 24, 1980. The topography and soils in the area are generally suitable for use of individual on-site sewage disposal systems. The lots is not of the proper dimensions to permit the use of both an individual well and sewage system. d) The project lies in a relatively flat area west of Argonne Road and north of Alki Avenue. Local drainaQeways are insignificant. e) Surface soils are class.., by the U.S. Soil Conservatioft Servict 's Garrison gravelly loam with 0% to 5% slopes. They have a septic tank filter field limitation of slight. There is also possible contamination of groundwater. This soil would be classified as a Type IV which would require a minimum gross land density of 18,000 sq. ft. per 450 gallons of daily waste water. PRIOR TO FINALIZING THE PLAT, THE SPOKANE REGIONAL HEALTH DISTRICT WILL EVALUATE SOILS WITHIN THE PROPOSED PLAT TO DETERMINE SPECIFIC SOIL TYPES. THIS DETERMINATION MAY ALTER SEWAGE LOADING R.ATES, CHANGE PLAT DENSITIES, f1ND THE METHODS OF SEWAGE DISPOSAL. f) Geologically, the soils are glaciofluvial deposits. These geological structures generally yield moderate to very large amounts of water. Data from wells in the area referenced in section 1 f shows they are from 65' to 225' deep and have static water levels varying from 40' to 106' below the surface. The Hutchinson Imgation District has indicated that it can supply domestic use water for the project upon completion of agreements with the proponent. 3. Required (mandatory) Conditions If Approved: a) Sewage disposal method shall be as authorized by the Director of Utilities, Spokane County. b) Water service shall be coordinated through the Director of Utilities, Spokane County. c) Water service shall be by an existing public water supply when approved by the Regional Engineer (Spokane), State Department of Health. d) Disposal of effluent beneath paved surfaces is currently prohibited. e) Subject to specific application approval and issuance of permits by the Health Officer, the use of an individual on-site sewage disposal system may be authorized. 4.
