The mixed zoning and land use generally reflects the transition of
the immediate area from rural to urban, The predominate force behind
the change are the medical and service facilities associated with
Valley General Hospital, approximately one-quarter mile to the west of this proposal. T~e existing single family developments, west and
south of this site, are generally removed f rom Mission Avenue and
McDonald Road and are isolated from the traffic associated with
medical service facilities, Isolation is due primarily to incomplete
residential streets that dead-end without providing flow through

Site Characteristics (continued~
T~he existing T~4-foot wide Bonneville Power Administration ~6PA)
easement running north/south in the western portion of the site, is a
~ major feature that will affect eventual site development. It
currently contains both an above and below ground power transmission
line. A third line may be added in the future, Buildings are not permitted within the easement. Nowever, some accessory uses may be
allowed by BPA upon special request.
n o t e:
- No site plan has been submitted for review by the Zoning Hearing
Examiner Committee. Detailed site plan review is recommended to be administrative at the Building Per~nit stage wit~ guidance
from the Comprehensive Plan, Ordinance requirements, conditions
of approval, and otner County policies and guidelines.
- The applicant has indicated that a portion of the site,
approximately 1 acres, will be developed as a church. The
remaining 22.75 acres will probably be developed to office and multi-family residential uses.
III. SITE DEVELOPMENT RECOMMENDATIONS o_ z~

Density: If the entire 29,75 acres were developed to residential use,
tl~en t~ie UR-22 Zone would a11ow b55 units, Given the applicant's int~ntion for a 1-acre church site, then tne maximum number of units under
UR-22 would be reduced to 500. Number of units wouid be furtner reduced
if offices are developed, In any case, the density allowed by the UR-22
Zone would be over 6 times that found in the developed single family ~la ts
to the south and west. Density comparisons to the north and east would be
irrelevant because of vacant, agricultural, or underdeveloped lands. T~is proposal would be sirnilar to densities and uses occurring along Mission
Avenue and slowly creeping east from the Valley General Hospital area.
Generally, the density proposed is supported uy the Comprehensive Plan,
fill-in policies to encourage sewering, and the zoning/land use trend
along i~ission Avenue.
Design: The ultimate design will ~e dependent upon standards of the UR-22 Zone and other provisions of the Zoning Code such as landscaping and
parking requirements. Of note is the fact that 50-foot structures and 65~0
site cov2rage is allowed within the UR-22 Zone, If developed to the
limits of the standa rds, the structure height would negatively affect
adjacent single family areas.

6uffering: The Zoning Code contains minimal uuffering standards to
separate multi-family ~rom single family uses. A'see-through buffer' ~Type III~, five feet wide, together with a six foot tall screen is
required bet~reen apartments and single family uses, Additional buffering
would be required if parking or the church is placed adjacent to the
existing houses. None of the buffering requirements could screen tne
maximum structure height allowed f~y UR-22.
Landsca~ing: Adjacent to public roads, a minimum of 20-feet landscaping
~s requ~red, Park~ng lot landscape is also requ~red to break-up the
vi sual i r~pact of pavi ng.
Circulation/Access: The County Engineer requires a 2-foot road dedication
and~1-~oot radi us dedi cati on al ong both Mi ssi on Avenue and i~cDonal d
Road. Both Mission Avenue and McDonald must be improved wit~ site development. Extension of Blake Road nortn to Mission Avenue, along the
si te's east property 1 i ne, wi 11 be necessary wi th 30-feet of dedi cati on
required. Improvements to Bla~e Road can be delayed to a RID or CRP,.but
no access will be a~lowed until such improvements are made.
Sewage Dis osal; The site lies approximately o~e-quarter mile east of the ~ines Roa ULID and the closest sewer line. On-site sewage disposal can
be authorized avith provisions for participation in a future ULID and
instailation of double plumbing.
If public sewer is ever available, the site could be eligible for an
addi ti onal 5-uni ts per acre Se~ver Densi ty Bonus approved through a publ i c
hearing.
Easements: The Bonneville Power Administration ~BPA~ has submitted a
1 etter voicing its rights per the existing easement on site. Any activity
~~ithin the easement will be reviewed and limited by BPA.

The requested rezone is approvable for tr~e following reasons:
1. The Comprehensive Plan supports high density residential and
service related non-residential uses within the Urban category
al ong ma j or arteri al s where i mpacts to 1 ower densi ty resi denti al

2. Both Mission Avenue and ~IcDonald Road are arterials that provide
good access to the site. Traffic can directly access these
arteri al s and fl ow to or from the si te wi thout ci rcul ati ng
through adjoi ni ng si ngl e fami ly areas, Incompl ete devel opment
of roads through the single family areas would encourage site
access only by the two arterials.
3. That the proximity of Valley General Hospital has encouraged a
change in land use to medical, office, and multi-family uses
that is slowly expanding, in a transitional pattern, east along
Mission Avenue. a
4. The existing 150-foot wide BPA easement and power lines,
together with assoc~ated development restrictions, makes the site less desirable for low density, owner-occupied, residential
development.
5. The Zoning Code ~ill require both buffering techniques and
landscaping standards that will provide aesthetic ar,~enities to
the developrnent, However, none of the buffering or landscape treatments could adequately mitigate impacts of allowable
50-foot structures in close proximity to tne south property line
and existing residences, Special consideration or alternatives
may need to be explored to mitigate structure height aiong t~is

Number One, Access standard for the improvement of Blake Road

shall be no access to Biake Road until it is constructed to County road standards and established as a County road,
8, Applicant shall submit for approval by the Spokane County
Engineer road, drainage, and access plans prior to the issuance

combined on-site sewage system plan and surface water disposal
plan for the entire project prior to the issuance of any
