was mailed on IVlarch 27 2002 and a Determination of Nonsignificance (DNS) was issued for the proposal on May 7 2002 Site Developenent Plan The applicant does not propose a specific site development plan The application is essentially a generic reclassification allowing for those uses permitted in the Light Industriai (1- 2)Zone zE-a aa Staff Report - May 22 2002 Public Heanng Page 4 Staff /4nalysis r IL ComprehensBve Plan The subJect application was submitted following the effective date of the new Comprehensive Plan which was January 15 2002 Due to the operation of County Resolution 2-0037 adopted by the Board of Commissioners on January 15 2002 the subject application is evaluated for consistency with the new Comprehensive Plan The proposai is located in the Light Industrial Category The Light Industry category is intended for mdustrial areas that have a special emphasis and attention given to aesthetics landscaping and internal and community compatibility Light Industry areas are comprised of predommantly industnai uses but may incorporate office and commercial uses that support and compliment the industrial area The Light Industry category may serve as a transitional category between heavy industnal areas and other less intensive land use categones The category may also serve as a visual buffer for heavy mdustnal areas adJacent to aesthetic corridors The proposal as conditioned is consistent with the purpose of the Light Industrial category The conditions of approval require all development comply with the standards of the Spokane County Zoning Code to include such land uses mitigation requirements as off-street parking screening and landscapmg illumination building setbacks buddmg heights building coverage signage and storage Policy UL 17 1 Industriai developments within the Urban Growth Area shall provide the following improvements a) Paved streets b) Adequate parking for employees and busmess users (parking may be shared or communal) c) Adequate stormwater control including curbs gutters and stormwater management facilities d) Public sewer and water suppiy e) Controlled traffic access to artenals and intersections The proposal as conditioned will require all development to comply with Spokane County Road and Access Standards and Stormwater Management Guidelmes All development will be required to connect to public water and sewer services Policy UL 17 2 Access points should be combined and limited m number to allow smooth traffic flow on arterials Access through residential areas should be avoided The proposal as conditioned will require all development to comply with Spokane County Road standards which will assure smooth traffic flow Due to the site s location occupants of adJacent single family dweliings will expenence industnal traffic Policy UL 17 3 Standards for setbacks landscaping and noise barriers shall be developed to mitigate impacts between industrial developments and adJacent land uses The proposal as conditioned will require all development to comply with Spokane County Zoning Code land uses mitigation requirements pertaining to screening landscaping and building setbacks Goal IT 2 Provides that transportation system improvements be concurrent with new development and consistent with adopted land use and transportation plans The proposal as conditioned requires all development to demonstrate transportation concurrency at the time building permits are requested Goal NE 17a encourages the prevention of the degradation of groundwater quality in Spokane County and the improvement of water quality of aquifers that do not meet state standards Goal NE 17b encourages protection of groundwater quality from development impacts The proposal is located in the Aquifer Sensitive Area Overlay Zone and as conditioned all development and operations shail comply with Spokane County Zoning Code ASA Overlay Zone requirements Goal CF 3 specifies that public facilities and services must support proposed development at established Levels of Service Policy CF 3 1 specifies that development shall be approved oniy after it is determined that public facilities and services will have the capacity to serve the development without decreasing levels of service below adopted standards The proposal has demonstrated water and sewer service concurrency as required by Resolution 2 0037 Water and sewer sennce purveyors have signed Certificates of Concurrency which are included in the proJect file in the Division of Planning Zoning The purpose of the proposed Light Industriai (12) zone is to meet the needs for industrial land identified in the Industrial category of the Comprehensive Plan Industrial uses will include processing light assembly freight handling and similar operations all of a non offensive nature It is the mtent of the Light Industrial (12) zone to allow for these uses by making them compatible with surrounding uses General characteristics of these areas include paved roads and sidewalks a full line of public sennces including manned fire protection and public transit accessibility The proposed zone reclassification implements the purpose and intent of the Light Industrial (I-2) zone based on the availability of adequate power telephone police and fire protection services and in consideration of existing adjacent industrial zoning and land uses, ZE-4 02 Staff Report - May 22 2002 Pubiic Heanng Page 5 • and based on the site s close proximity to a Pnrtiple Artenal Broadway Avenue and Interstate 90 access ~ ramps which are approximately 2/3 mile southwest of the subject property The proposed zone reclassification is generally c,onsistent with the purpose and intent of the Light Industrial (I-2) zone The applicant is asking for zone reclassification that allows for the development of any use permitted in the I-2 Zone Therefore this analysis does not address consistency of the proposal with the specific standards of the I-2 Zone Consistency will be determined by the Division of Planning when buiiding permit applications are submitted Changeci Conditions Section 14 402 020(2) of the Spokane County Zoning Code states that amendments to the zoning map may occur when it is found that changes in economic technological or land use conditions has occurred to warrant modifications Conditions have changed in the area of the proposal Spokane County adopted a new Comprehenswe Plan effective January 15 2002 that changed the designation of the subject site and adjacent property south and west of the proposal from Urban to Light Industrial This section also contemplates that sennce infrastructure enhancement has occurred in the vicinity supporting more intensive uses and further that a trend in the development of more mtensive land uses has begun justifying additional zone reclassifications Property southwest of the subject site has been developed into a combination contractor's yard and spec storage building complex between 1992 an d 2001 The proposal is consistent with the intent and spint of said Section 14 402 020(2) Staff Sunnmary As conditioned by the reviewing agencies the proposal demonstrates general consistency with the applicable Goals and Policies of the Comprehensive Plan and is generally consistent with the purpose of the Light Industrial (I-2) Zone Detailed review to determine
