INTRODUCTION ~ This matter having come before the Zoning Hearrng Examiner Committee on July 1, 1981, and the members of the Committee present being Phillip D. Harri s, Chai rman, and Gary Anderberg and John S~. Skadan. B. PROPOSAL The sponsor, Dr. Greg Doering, is requesting approval of a zone reclassification, File No. ZE-29-81, from Agricultural Suburban to Urban Residential-22 (UR-22} Zone, for the purpose of developing a retirement cente r and professional offices. C. FINDINGS OF FACT 1. That the existing land use in the area is single family residences, new construction, offices, parking, hospital, and open area. 2. That the Comprehensive Plan designates this area as appropriate for Urban development. 3. All current standards of the Urban Residential-22 (UR-22) Zone, as amended, shall be complied with in the development of th~s si te. 4. Applicant shall comply with 'ZOS' reco~unendations concerning stormwater runoff and provide necessary landscaping for runoff. 5. Any division of land fo r the purpose of sale, lease o r transfer, shall comply with RCW 58-11 and the Spokane County Platting Ordi nances pri o r to i ssuance of bu i 1 di ng pe rmi ts. SPECIAL: 6. Water Purveyor is Modern Electric Water Company, and they will supply the site with adequate water for domestic, fire and irrigation uses once specific arrangements are made with the district. g~ COUNTY AIR POLLUTION CONTROL AUTNORITY STANDARD: 1. Air poilution regulations require that dust emissions during demolition, excavation and construction projects be controlled. This may require use of water sprays, tarps, sprinklers, or suspension of activity during ce rtain weather conditions. Naul roads should be treated and emissions from the transfer of earthen material must be controlled as well as emissions from all other construction related activities. 2. Measures must be taken to avoid the deposition of dirt and mud , from unpaved surfaces onto paved surfaces. Location: The site is generally located east of and adjacent to Vercler Road, approximateiy 650 feet south of Mission Avenue, and approximately 300 ~ feet north of Boone Avenue. in Section 15-25-44, Tax parcel numbers: 15542-1013; and 1014. SITE ANALYSIS Comprehensive Plan: ~ URBAH Category - Inside General Sewer Service Area ~GSSA~ Boundary - Inside Priority Sewer Service Area ~PSSA) Boundary - - Inside Urban Impact Area ~UTA) 6oundary The Urban category is basica~ly a land use designation suitable for residential uses, at various densities, and certain non-residential uses. Criteria for type and density of a particular development is dependent upon site specif ic considerations; included are land use and zoning pattern, location, proximity to arterials, and development trends. Specific developments, and therefore the land use pattern, has not progressed as rapidly as rezones have oc~urred in the area. Mos~ health care, office, and other medical services are concentrated northwest of this proposal along both sides of Mission Avenue. However, some newer office construction projects are beginning along the east side of Yercler Road south of Mission Avenue. The area to the east and northeast of the proposal is an established single f amily residential neighborhood. ~ The most recent land use approval in the area is for a 2.3 acre prelimi~ary plat, Planned Unit Development, and rezone to be known as ~ Vercler Medical Center (File PE-1537-86 and ZE-53-86) located immediately north of~the present proposal. When finalized the project will consist of six individual lots and buildings, perimeter II. Zoning, when the plat is f i ied, wi 11 be Urban ~ Residential-22 fUR-22). The current proposed rezone site has had approval for a preliminary plat and reZOne, known as Yercler Road Professional Park, since 1919 (File PE-1294-19 and ZE-11-19~. That proposal called for six lots, served by a cul-de-sac, to be individually developed for office use under the Residential Office Zone standards. The plat has never been ~ fiied and therefore the approved Residential Office Zone has never been attached to the property. If the current Urban Residential-22 ~~UR-22) Zo~e is approved, then the previous plat and rezone file will - ~ become inactive. Landscapinq: The site plan generally indicates proposed landscaping around the building and on the Vercler Road frontage. Generally, the landscaping appears to be in compliance with Spokane County Zoning Code standards with two exceptions. The site plan indicates a 10 foot wide landscaping strip along the~Vercler Road frontage. However, the Spokane County Zoning Code requires landscaping along a street in the Urban Res i dent i a 1-22 ( UR-22 ~ Zone to a depth of 20 feet f rom the f ront property line.
