Des i gn : If rezoned to Regional Business (B-3), the site can be used for
retail sales as it is currently improved without major required
modifications. However, any new construction or additions wiIl be
required to comply with standards of the Spokane County Zoning Code. The undeveloped northerly lot will be subjeci to alI Zoning Code standards and
conditions of approval.
B u f f e r i n gl L a n d s c a p i n g: The improved southerly most lot with the
existing improvements will not have to compiy with the Zoning Code
landscape standards until major revisions to the site allow the installation
of required landscaping. The unimproved northerly most lot must comply with all landscape standards.
S i g n a g e: All si gns on the property or attached to the building will be
immediately subject to the Regional Business (B-3) signage standards of the
Spokane County Zoning Code.
CirculationlAccess: The applicant will not be required to dedicate any additional right of way, however, Portland Cement Concrete sidewalks,
along the site's frontage on Mayhew Road, must be installed. ~
The standards of the Spokane County Zoning Code require all parking areas
be hard-surfaced and provide for adequate stormwater drainage and the
permanent marking of parking stalls. At the building permit review stage when the exact number of required stalls is determined, the applicant will
be reguired to meet the hard-surfacing standards for those stalls. Since
~ some of the existing site is currently in gravel parking, this may require
the extension of hard-surfacing to accomodate the needed parking stalls.
Sewage Disposal: The site is located within an existing ULID and
therefore will be required to connect to the public sewer system.

reviewed by the County Planning Department. The review considered the
specifics of the proposal, other available information, Couniy ordinances,
other regulations and laws, possible standard Conditions of Approvai, the Generalized Comprehensive Plan, and other County policies and guidelines.
The Zon~ng Adm~nistrator has determined that "No probable significant
adverse impacts" would result from the proposal being developed and has
issued a A~ter~nination Q#' 1~n-~i ("DNS").
~ The "DNS" was circulated to eight other agencies of jurisdiction and other agenciesJdepartments affected by the future development for review and
comment. The "DNS" comment period ends February l, 1989, and was
advertised 15 calendar days before said date in the newspaper, by letter to
adjacent property owners within 400 feet of the proposal, and by notice on
a sign posted on the proposal site. The Hearing Examiner may consider
additional environmental related ~estimony and the "DNS" at the public

Standard:
l. Access permits for approaches to the County Road System shall be
oblained from the Spokane County Engineer.
2. The applicant shall submit for approval by the Spokane County
Engineer a detailed surface water disposal plan for the entire project
or any portion thereof, if the development is to be phased.
3. A parking plan and traf~c circulation plan shall be submitted and approved by the Spokane County Engineer. The design, location, and
arrangement of parking stalls shatl be in accordance with standard
traffic engineering practices. Paving or surfacing as approved by
the County Engineer, will be required for any portion of the project
which is to be occupied or traveled by vehicles.
4. All required improvements shall conform to the current State of Washington Standard Specifications for Road and Bridge
Construction, and other applicable County standards and/or adoptcd
resolutions pertaining to Road Standards and Stormwater
