Exisring single family development south of si~e and west of McDonald Road are somewhat r~emoved from Mission Avenue and are isolated f~m draffic associated with developing medical service uses along Mission Avenue, ~ Vercler Road and McDonald Road. ~ . A pnevious zone change request frnm Agricultural (A) and Agricultural Suburban • (AS) to Urban Residential-22 (UR-22) for a church, office, and residential use on the subject property (sec file No. ZE-23•86} was denied by the Spokane County Hearing Examiner Committ~ee which ooncluded that development of a large parcel (29.25 acres) without spocific details or detailed si~e plan, would have a substa~ntial impact upon the immediate anea. However, the Hearing Examiner Committee and opponents of rocord did recognize that the development trend occurring ' ' ely adjacent to Mission Avenue would not be to single family residential. Subsequent land use actions in the area have included approvai of Wilmar Mission, a preliminary plat and zone change (see file No. ZE•59-87, PE-1551-87} to develop 9.6 acres into S lots for single family dwellings and 102 mulaple family dwelling units in the Urban Residential-3.5 (UR-3.5) and Urban Residential• 12 (UR-12) Zones. Parcels west of and adjacent to the site were necently approved for development of seven medical offices in the Urban Residential•22 (UR-22) Zone (see file Nos. Z~-30-90, and PE- 1581-90, PUDE-490, and ZE-54-89), with condirions of approval limiting building height to 35 feet and a"residential" app~rarance. The Planning Department has detennined that "No probable significant adverse impacts" would result from the proposal being developed and has issued a p~tcrminaaon of I~onsi~nificance ("DNS").
