Commercxal category The remaining south portion Is categonzed as Urban The Planning Department stated at the hearung that an amendment to the Comprehensive Plan wiIl be proposed in the future to deslgnate the area between Sprague Avenue and the future South Valley Artenal as entirely Major Commercial The proposal is generally consistent with the intent of the Comprehenslve Plan especially in adjacent to her fence and the possibility of damage to the fence as well as the possibility to snow falling from the new buildings onto her property 11 The apphcant stated that the storage units will be designed to preclude snow from falling onto adjacent property and that the fence will not be disturbed dunng construction without pernussion of the owner 12 The proposed use is compatible with otherwise approved by the County Engineer 8 Applicant shall construct a paved and delineated approach(es) to meet the existung pavement on Sprague Avenue 9 Access to South Valley Artenal shall be prohibited until such tune as specifically authonzed by the Spokane County Engineer 10 Roadway standards, typical roadway sections and drainage plan requirements are found in Spokane Board of County SEPA ENVIRONMENTAL REVIEW An Envimnmental Checkhst was subnutted by the sponsor and was reviewed by the County Planning Department The review considered the specifics of the proposal, other available information, County ordinances, other regulations and laws, possible standard Conci.idons of Approval, the Generalized Comprehensive Plan, and other County poucies and guidelules. The Plamung Department has determined that "No probable significant adverse unpacts" would result firom the proposal beuig developed _ and has issued a pkAprming&n of NqnWnificance ("DNS"). ~ The "DNS" was cuculated to 7 other agencies of junsdtction and other agencies,/departments affected by the future development for review and comment. PLANNING DEPARTMENT SUMMARY The site under consideration is located in both the Commercial and Urban categones of the Comprehensive Plan. Although the proposal is not in stnct confonmance with the Comprehensive Plan at ttus trme, the Plannmg Deparmnent recommends approval of the rezone subject to the conditions of approval, based on surrounding land use and future Arterial Road Plans. Prior to release of a building permit or use of the property as proposed: E40 Access permits for approaches to the County Road System shall be obtained from the County Engineer. E43 Applicant shall submit foz approval by the Spokane County Engineer road, drainage and access plans. E44 The applicant shall submit for approval by the Spokane County Engineer and the Spokane County Health District a detailed combined on-site sewage system plan and surface water disposal plan for the entire project or portion thereof if the development is phased. E45 A parking plan and traffic circulation plan shall be submitted and approved by the Spokane County Engineer. The design, location and arrangement of parking stalls shall be in accordance with standard engineering practices. E51 Al1 required improvements shall conform to the current State of Washington Standard Specifications for Road and Bridge construction and other applicable county standards and/or adopted resolutions pertaining pertaining to Road Standards and Stormwater Management in effect at the date of construction, unless otherWise approved by the County Engineer. E53 The applicant shall construct a paved and delineated approach(s) to meet the existing pavement on Spraque Avenue. E54 Access to South Valley Arterial shall be prohibited until such time as specifically authorized•by the Spokane County Engineer.
