Allowing a use that is not identified as a permitted use under the Zoning Code to be established in this manner would constitute a zone change. A zone change an only occur through the Public Hearing Process pursuant to Section 14.402.120 of the Spokane County Zoning Code. This determination is appealable as provided for in Chapter 14.412 of the Zoning Code within 14 days.
