GENERAL INFORMATI4N A. Location Sherwin Addition is ~oca~ed in t~e Spokane Valley and is situated at the southeast corner of lZth Avenue and McDonald Road. B. Proposal ° 1.2 acres subdivid~ed into 3 lots for single farnily use - Tygical lot f~ontage = 1 lot has 172' and 2 lots have 90' - Typical lo~ si~e = 1 lot is 112P x 143' (2~,596 sq. ft.) and 2 lots are 90' x 143' (12,810 sq. ft.} ~ Lots per gross acre = 2.5 Relationship ~to the Coarprehensive Plan The approved ~ap of the Comprehensine Plan indicates residential usage of this agea, as well as all nearby surrounding lands, with no density designation. D. Land Use Analysis: 1. Existin~ Land Uses Th~ 1.2 acre sit~ cu~rently contains one single family residence with the remainder of the propertp used for assaciated residential purposes. The Spokane Valley Baptist Church is lo~ated to the west of the site, across McDonald Road, and the McDonald Ele~entary School is south of the church. The area sur~oundi~g Sherwin Additioa consists primarily of single family and two fa~ily reside~tial uses. . Lot sizes in the im~ediate vicinity are varied. North of t~e proposal and east of ~icDonald Road the lot siZes are generally 12,500 sq, ft. To the northwest the sizes are approximately 19,000 sq. ft. West of the site lots tend to range between 12,~00 and 15,000 sq. ft. Co~a~ibilit~ ~ith Existin~ Land Uses Areas to the nort~i, no~thwest, and w~st of the proposal are substantiallp developed into residential usage. ~dhile the area to th~ southeast of the site currentlp has lot siz~s~of nearly 1 acre, the use of the properties is p rimarilq residential. However, some smaller size parcels do exist, in the ~ form of tag segregations, in this area. Considering the residential nature of this entire area, the apparent trend to continued residential development, and the proposed si~gle family uses of She~win Addition, it appears that this proposal is co~patilbe with the area and existing uses. II. SPECIAL II+~ORMATIO~ A. Circulation The County Road E~gineer has examined th~ proposed preliminary plat of record and reports that the e~isting county roads, with so~ae i~provea~ents made by the applican~, should be adequate to serve the proposal. B. Sewa~e Disposal The applicant's eagineer has prepared an analysis of alternati~e ser~age dis~ posal mea~s; including on-site septic ~ank disposal, communitp septic tank disposal, and coa~nu~,nity package treatment plant disposal. For econo~ic reasons, and to provide the most realistic alternative, the applicant's eagi- neer feels o~-site septic tanks should be utilized. ' The Spokane Caunty Health Dist~ict has authori2ed the use of individual on~site sewage systems for each lot within the plat, The District st~tes that an on°site sewage ~anagement system should be created and appraved by their office prior to the signing o~ the final plat if more than a total of 4 dwelling units are authorized within the plat. The plat is situated over the Spokane Valley Aquifer and the Health District in their e~amination of the possible impact oII groundwater quality fram this proposal have the following coimnents : Impact Discussion a. The plat sponsor has proposed 3 lots on 1.2 acres ~ith a typical lot size of 90 feet by 143 feet. Each Iot is to be served by a public water system and its indiBidual on°site sewage disposal system. This raises the question of significance of the ia~pact on the groundwater in the area a~d gassible al~ernatives for sewage disposal. b. In the course of the conduct o~ the Army Corps studp, Dr. Todd considered typical soils, natural and se~aage disposal rec~arge to the groundw~ter, and the effect of continued urban de~elopment in the Spokane River Valley upon the qualitq of the groundwate~. In summary, he con~luded that: 1. All the dissolved salts in sewage e~fluent will be carried to the ground~water. Ho~ever, bacteria and detergents (phosphate portio~ are mostly ~emoded by the deep soil layer above the groundwater and "mino~ dissolved constituents such as phosphates, which are known to react with soil particles, or nitrates, which are taken up bp the plant roots,'~ will be less than the total found in septic tank e~'fluents. 3. The calculated results at the downstream e~d of groundwater flow line indicate that the maximu~n range of (dissolved) solids concentration exgected at presnet (1975) is up to 93 mg/1 (milligrams per liter} above the natu~al groundwater background of 155 mg/1. The forecast ~ear 2020 maximum incremental concentratic is 101 mg/1 above the natural backgx~ound. The analytical results of tbe forecast impact of year 2020 when compared with the present iargact, both roeasured in terms of leachate volu~e and dissolved solids co~centration, indicate that the present ~ i~rpact on groundwater quality is already a substantial proportion of the ultimate level. c. Currently, results of chemical analysis show the total nitz~ogen content of the groundwater as in ~he ra~ge of 1.49 to 1,67 ppm. A projected incre~e~tal increas~ using Dr. Todd's expected 8.d percent would restilt in a ra~ge of 1.61 to 1.81 ppm. Current Federal and State drinking water standards permit up to ~0 pgm, d. Alternative sewage disposal methods that would not recharge the ground- water have the followiag general characteristics: 1. Collector and central treatment systems discharging to surface waters would require at least tertiary treat~ent and perhaps more to obtain a germit for the discharge from the Department o~ Ecology. These systems are not currently econo~~callp available for this project. 2. 5ealed systems9 whether individual or community, depend on evaporation for liquid removal. These systems require moTe land area than a conventional subsurface drainfield. Some, such as lagoons, have safety hazards associated ~aith them and relativelp poor community acce~tance. Land, installation agd operational cost are ~enerally more exp~nsive than those for septic tanks and drainfields. C. Drainage The County Utilities Engineer ~ceparts that the preliminary storm drainage plan submitted by the applicant indicates that on-site storm drainage provisions will adequatelp handle surface water runoff. However, final constructior~ plans should be reviewed and approved prior to the final plat filing. -4C- • ~ . STAF~ ANALYS~S o Decembel b, 1978 SHERWIN ADDITION - continued D. Wate~ Sup~l Tbe Froposal is located c~ithin the recorded service area of Vera 6dater and ° Power District. The District ~dvises ~he staff that adequate system capacity, and a desire on their part to serve, exists for th~ provision of ~ater for domestic, fire and irrigatioa uses. E. Fire Protection The p~copasal is situated within the recorded service area of Spokane County Fire Frotection District ~~1. The Fire Distri~t staff reques~s that the Heering E~a~niner Committee require mains and hydrants of sufficient size for fire protection a~ a conditio~ of final plat approval. The District also requests that they be allowed to review and approve final construction plane. F. Schools Proposal lies within the boundaries of Central Valley School District #~356. G. Parks The report f°Planning for Parks'~ (revised 197b) indicates that Sherwi~ Addition is within the 1~cDo~ald neighborhood. The~e is currently a 9 acre neighborhood park serving the needs of the ~cDonald reisde~ts. Haweve~, this area has expe~ienred ~o~sidexable building activity in rece~t ~ears and tbegefore, an additional b acre neighborhood park will be required. It is tentatively proposed to be located in conjunction with the McDoaald Elementary Sct~ool. H. Uni~ue Environmental Features None have been identified I. Cultural Resources None have been ide~titied. III, ZONING ANAZYSIS Sherwin Addition and lands to the aorth and south are currently zoned Agricultural. Areas to the west of McDonald Road are zo~ed Agricultural Suburban. T~ere are subdivisions scattered throughout this area that are zon~d R-1 an.d R-2. The sponsor has proposed a zane reclassification to eith~r Agricultural Suburban or R~1 Single Family Residential. 6~hile the proposal meets the require~ent of both ~one classifi~ations and there is existing Agricultural Suburban zo~ing west o~ the site, the staff feels that the R-1 classification would be the appropriate choice. Trends in the area indicated that the more recentlp app~oved plats in the area have been uggraded to R-Z.
