2. That a statement be placed in the dedication to the effect that no more
than one dwelling structure be placed on any one lot, nor shall any lot be
further subdivided for the purposes of creating additianal lots ar building
sites without filing a replat.
3. That the plat provide for right of way width for streets as indiGated on
the preliminary plat of record.

4. That appropriate provision be made that the following described property
be heid in trust untii the continuation of the streets be dedicated or
deeded: A I' strip at the ends or edges of all streets that terminate or
border the plat boundary. (Temporary cul de sacs are required when

6. That appropriate utility easements be indicated on copies of the approved
preliminary plat for distribution to the Planning Department and the utility
companies. INritten approval of the easements by the utility company must
be received prior to the submittal of the final plat.

by the water supplier and fire protection district. Said water plan m~~t
also have been approved by the appropriate health authorities. The health
authorities, water supplier ~purveyor), and fire protection ~istrict will
certify, prior to the filing of the fina! plat, on the face of said water plan
that the plan is in confarmance with their requirements and will ~dequat~ly
satisfy their respective needs. Said water plan and certificatian will be
drafted on a transparency suitable for reproduction.

The purveyor wil! also certify prior to the filing of the final plat on a
copy of said water plan that appropriate cantractual arrangements have
been made with the plat sponsor for construction of the water system, in
accordance with the approved plan, and in accordance with a time
schedufe. The time schedule will provide, in any case, for completion of
the water system and inspection by the appropriate health authorities prior
to application for building permits within the plat. The contractual
arrangements will include a provision holding Spokane County and the
purveyor harmless from claims by any lot purchaser refused a building
p~rmit due to the failure of the plat sponsor ta satisfactorily complete the
approved water system.
The plat dedication will contain a statement to the effect that the public
water system as approved by County and 5tate Health authorities and the
local fire district and purveyor will be installed within this plat, and the
~ subdivider will provide for individual dome5tic water service as well as fire
protection to each lot prior to sale of each Iot.

8. That a certificate of title be furnished the Planning Department prior to

the filing of the final plat.
9. That the preliminary plat be given conditional approval to January 1, 1980.

10. That a declaration of Non-Significance be issued, in accordance with
Section 11.15.340 of the Spakane County Environmental ardinance (SCEO}
prior to approval of this recommendation by the Board of County
Cammissioners, or that any approving action in accordance with SCEO
11.15.340.

11. That conditional approval of the plat is given subject to the dedication of
right of way to the public and approval of the road system in the plat by the
County E~gineer.
12. That plans, profiles, and cross sections showing proposed street centerline
and curb grades be submitted to the County Engineer for approval prior to
construction and the filing of a final plat.
13. 1'he drainage plans and design calculations showing the grades and alignment
of drainage facilities be submitted to the County Engineer for appraval prior
to construction and the filing of a finai plat.
14. Construction within the proposed public streets and easements shall be
performed under the direct supervision af a licensed land surveyor, who shall
be responsible for perpetuating all evidence of the location of survey
monuments which may be distrubed during construction and who shall furnish
the County ~ngineer with "as Built" plans and a certificate in writing that all
improvements were i nstal led to the I i nes and g rades shown on the approved
construction plans and that all disturbed monuments have been replaced.

15. No construction work is to be performed with the Public Right of Way until a
permit has been issued by the County Engineer. All wark is subject to
inspection and approval by the County Engineer.
16. All construction is to be comple~ed prior to filing the final plat or a bond in
the am~unt estimated by the County Engineer to cover the cost or
construction of impravements, constructian certification, "As Built" plans, and
monumenting the street centerlines, shall be filed with the County Engineer.
17. That a name be indicated before the final plat is filed; such name to be
approved by the County Assessor and the Planning staff.
18. That each lot be authorized for the use of individual on-site sewage disposal
systems .
19. Prior to filing of the final piat, the sponsor shall present evidence that the
~lat lies within the recarded service area of the praposed water district.
Special Conditions
20. That the provisions of SEPA'S NOTlCE OF ACTION pursuant to
43.21C.080 RCW and the Board of County Commissioner's Resolution
No. 17-1392 be accomplished by the project applicant within thirty (3Q~ days
of formal action by the Board of County Commissioners, with regard to the
preliminary plat approval; as instructed by the Planr~ing Department staff.

PRELIMINARY SUBDIVISIONS AND ZO~IE RECLASSIFICATIONS
I. GENERAL INFORMATION
A . Location
Sutter's Addition to Vera is located in the Spokane ~Ialley adjacent to and
south of 12th Avenue, approximately 450 feet east of Evergreen Road.
B . Propo sal
- 2.3 acres subdivided into 5 lots for single family use
- Typical lot frontage = 100 feet
- Typical lot size = 100' x 124' (12, 400 sq, ft, )
- Lots per gross acre = 2.2
C. Relationship to the Comprehensive Plan
- The approved map of the Comprehensive Plan indicates residential usage of
this area, as well as all nearby surrounding lands, with no density designation,
D. Land Use Analysis:
l. Existinq Land Uses:
The proposal is situated on property that is currently vacant with one existing
residence. There are no significant topographic features associated with this
site. The surrounding uses are generally residential on 1/2 to 5 acre segre-
gations with some sinqle family subdivisions nearby. There are some active
agricultural uses such as pasture land and orchards in the vicinity. To the
south is Lehi subdivision. Typical lot size is 10, 620 sq, ft, with 90 to I00
feet of frontage . Further south we find an existing church and Evergreen jr.
High School. To the west and north are scattered residential uses on segre-
gated parcels. To the east is Van Hess Addition, typical lot size is 12,300
square feet with approximately 90 feet of frontage.
2. Compatibility with Existinq Land U ses
The applicant has proposed 5 single family dwellings on lo~s typically
12,400 sq. ft. in size. Gi~en ~his proposal, the existing single family uses,
and the existing subdivisions to the south and east, it appears that this
subdivision is compatible with the area.
II. SPECIAL INFORMATION:
A , C irc ulation
The County Road Engineer has examinec~ ~he propo sed preliminary plat of

of record and reports that the proposed private road should adequately handle the
traffic flow. The private road would supply access fio four lots with the fifth lot
(the existing residence} having direct access to 12th Avenue. However, the County
Engineer does recommend that a cul-de-sac and ~urnaround be required at the south
end of the private road .
B. Sewaae Disposal
For economic reasons, and to provide the mos t realistic alternative, the applicant's
engineer has proposed the use of on-site septic tanks . The Spokane County Health
District has authorized the use of individual on-site sewage systems for each lot
within the plat. The District states that an on-site sewage management system
should be crea~ed and approved by their office prior to the signing of the final plat
if more than a total of 8 dwelling units are authorized within the plat. The plat
is situated over the Spokane Valley Aquifer and the Health District in their exami-
nation of the possible impact on groundwater quality from this proposal have the
following comments:

a, The plat sponsor has proposed 5 lots on 2.3 acres with a typical lot size of
100 by 124 feet. Each lot is to be served by a public water system and its individual
on-site sewage disposal sys~em. This raises the question of significance of the
impact on the groundwater in the area and possible alternatives for sewage disposal.
b. In the course of the conduct of the Army Corps study, Dr, Todd considered
typical soils, natural and sewage disposal recharge to the groundwater, and the
effect o f continued urban development in the Spokane River Valley upon the quality
of the groundwater. In summary, he concluded that:
1. In normal precipitation years subsurface disposal of sewage treatment
effluent does reach and recharge the groundwater.
2. AI1 the dissol~ed salts in sewage effluent will be carried to the groundwater.
However, bacteria and detergents ~phosphate portion} are mostly removed by
the deep soil layer above the groundwater and "minor dissolved constituents
such as phosphates, which are known to react with-soil particles, or nitrates,
which are taken up by plant roots will be les s than the total found in septic
tank effluents.
3. The calculated results at the downstream end of groundwater flow line indicate
that the maximum range of (dissolved} solids concentration expected at present (I975) is up to 93 mg/1 ~milligrams per liter} above the natural groundwater
~ackground of 155 mq/1. The forecast year 2020 maximum incremental concen-
tration is 101 mg/1 above the natural background. The analytical results
of the forecast impact of year 2020 when compared with the present impact,
both measured in terms of leachate volume and dissolved solids concentra~ion,
indicate that ~he present impact on groundwater quality is already a substantial
proportion of the ultimafie level.
c. Currently, results of chemical analysis show the total nitrogen content of the
groundwater as in the range of 1.0 to 2.Op~r~, projected incremental increase using

Dr. Todd's expected 8.6 percent would result in a range of 1.086 to 2.172 ppm.
Current Federal and State drinking water standards permit up to lU ppm .
d, Alfiernative sewage disposal methods that would not recharge the groundwater
have the following general characteristics:
1. Collector and central treatment systems discharging to surface waters
would require at least tertiary treatment and perhaps more to obtain a permit
for the discharge from the Department of Ecology. These systems are not
currently economically a~ailable for this project.
2, Sealed systems, whether individual or community, depend on evaporation
for liquid removal. These systems require more land area than a conventional
subsurface drainfield. Some, such as Iagoons, have safety hazards associa-
ted with them and relatively poor community acceptance , Land, installation
and operational cost are generally more expensive than those for septic
tanks and drainfields .
C. Drainaae
The County Utilities Engineer reports that the preliminary storm drainage plan sub-
mitted by the applicant indicates that on-site storm drainage provisions will ade-
quately handle surface water runoff . However, final construction pians should
be reviewed and approved prior to the final plat filing,
D, UVater Supplv
The proposal is located within ~he recorded service area of Vera V1~ater and Power
District. The District advises the staff that adequate system capacity, and a desire
on their part to serve, exists for the provision of water for domestic and fire uses .
E . Fire Protection
The proposal is situated within the recorded service area of Spokane County Fire
Protection District #1, The Fire District staff requests that the Hearing Examir~er
Commi~tee require mains and hydrants of sufficient size for fire ~rotection as a
condition of final plat approval. The District has indicated that a fire hydrant be
required at the SUI~ corner of 12~h and Bolivar and requested that a turn around area
be provided at the south end of the private road.
F. Schools
Proposal lies v~ithin the boundaries of Central Valley School District #356,
G . Parks
The report "Planning for Parks" (revised 1976) indicates that the proposal is Iocated
within the Adams neighborhood. Ul~imately this neighborhood would require a 19
acre community park to serve its needs . The park is proposed to be located near
the existing Evergreen junior High School on 16~h .

The proposed site is presently zoned Agricultural as is the adjacent properties to ;
the north, east, and the west. To the south is Single Family Residential Zoning ~
in the Lehi Subdivision as well as in the Van Hess subdivision located approxi- °
mately 300 feet to the east of the proposed site. There is Agricultural Suburban
zoning existing to the north and to the northeast of the proposed plat. As presented,
this proposal exceeds the minimum requirements of the Agricultural Suburban zone ~
classification, Since there is Agricultural Suburban zoning existing in the area,
it would be appropriate to upgrade the zoninq to Agricultural Suburban , However,
since the Agricultural Suburban zone would permit duplex uses on lots within this
subdivision, the Hearing E xaminer Committee may wish to prohibit duplexes
in order to make the plat more compatible with the Single Family zoning occuring
to the south and east.
IV. ENVIRO NMENTAL RE~TIEW
An Environmental Checklist was submitted by the sponsor and has been reviewed
by the Planning staff . No significant adverse environmental impacts were judged
to exist. Slight adverse env~ronmental impacts were identified on the checklist
in the following categories: earth; air; water; flora; noise; fauna; Iight and glare; land use; population; housing; transportation/circulation; public services; energy;
and utilities. The Planning Director issued a proposed Declaration of Non-signi-
ficance, and it was circulated to other agencies of jurisdiction.
V. CONDITIONS:
If approval is granted, the following conditions are recommended.
Specific conditions applicable to this plat are listed below as referenced in the
supplemental sheet entitled "Standard Conditions for Approval of Preliminary Plats" ,
dated August 1977, Spokane County Planning Department.

cussion the water and power could originate in The Lee High Sub-
Division a~ the end of 8olivar Road and through an easement process,
which you obtain and grant to ~1era, the main would proceed into your sub-division in what you a~e calling Solivar Lane 15 °~est of the
center line to the end of your short plate In addition~ you would
provide a fire hydrant on the west side of Bolivar Lane and the south
side of 12tho which would connect on our 10 inch cement asbestos linee
Power will be undergroundo Per our policy, the developer will furnish
all ditching for both the water and the powere We would anticipate any
dry wells required would be installed prior to the installation of the water main and the powero
As soon as the contractor has completed laying the water lir~es , and
padding it~ we would do the pre-taps, which the developer would pa~
for as soon as they are completedo The pre-taps are running about
$125.00 per 1ot at this time. There is a possibility that the soils
w~oula re~uire ~a~ding of the elec~rical cabl~. If this is ~he case, then you would be required to bed the pipe as well as provi.ding pad-
ding for the electrical cables.
We will r~ork closely with your design engineer on the system to get
it properly laid out. It is my understanding that you ~ould like to
