A. I NTRODUCTION
This matter having come befare the Examiner Committee on December 20, 1978,
and the members of the Committee present being Kenneth Kennedy, Chairman,
Abby Byrne, and Glenn Quigiey.
B. PROPOSAL
The sponsor, Carol Scribner, is requesting approval of a preliminary plat and
zone change; PE-1253-78, Snoopy's First Addition and ZE-192-78, Agricultural
ta Single Family Residentia{ for subdivision of 4.8 acres into 16 lots and there
being present, the foilowing applicant or representatives:

1. That the existing land use in the area is residentiai .
2. That the Comprehensive Plan designates this area as residential.
3. That the existing zoning of the property described in the application is
Agricultural.
4. That the provisions of RCW 43.21C ~The State Environmental Policy Act)

PREZIMINARY SUBDIVISIONS AND ZONE CLASSIFICATIONS
I. GENERAL INFORMATION
A. Location
Snoopy's First Addition is situated in the Spokane Valley on the north side of :
12th Avenue, approximately 300' west of Progress Road and b50' east of Adams
Road.
B. Praposal
- 4.8 acres subdivided into lb lots for single family use
- Typical lot frontage = 80'
- Typical lot size = l0,OQ0 sq. ft.
C. Relationship to the Comprehensive Plan
The approved map of the Comprehensive Plan indicates residential usage of this
area, as well as all nearby surrounding lands, with no density designation. '
D. Land Use Anal~sis:
1. Existin$ Land Uses
Snoopy's First Addition consists of two parcels of property with an existing
single family dwelling situated on each par~el. The majority of the 4.8 acres is vacant. Land uses existing within the immediate area are generally mixed.
Residential subdivisions ar.e located throughout the vicinity. In general, the
subdivisions contain lots ranging in size from approximately l0,aoo sq. ft. to
15,000 sq. ft. Snoopy~s Addition is adjacent to this proposal, on the north.
Eldora Addition is lo~ated southwest of this subdivision, across 12th Avenu~, and Craig Subdivision is on the east side of Progress Road.
The immediate area also consists of some agricultural related uses; such as
pastureland, orchards, and cropland, with associated residential uses. These
parcels generally range between 1 and 5 acres in size.
Adams Elementary School is situated northwest of Snoopy's First Addition at
the northeast corner of $th and Adams. In addition, several other land uses,
including churches, duplexes, apartments, and commercial establishments, are
s~attered throughout this area.

2. Compatibilit~ with Existin~ Land Uses
. As presented, the proposal is ~ompatible with the existing residential uses
occurring in the immediate area. The development would also be consistent
. with both the growth trends in the area and the Comprehensive Plan.
II. SPECIAL INFORMATION
A. Circulation
The County Road Engineer has examined the proposed preliminary plat of record
and reports tha~ the road design will adequately handle the traffi~ flow.
However, he has requested that the applicaIIt be required to provide a
temporary 50 foot radius at each ehd of the east-west street identified as llth Avenue. The County Engineer has also recommended additional conditions ,
that appear~at the end of this analysis.
B. Sewa~e Disposal
The appli~ant's engineer has prepared an analysis of alternative sewage dis- posal means; including on-site septic tank disposal, community septic tank
disposal, and community package treatment plant disposal. For economic
reasons, and to provide the most realistic alternative, the applicant's engi-
neer feels on-site septic tanks should be utilized.
The Spokane County Heal~h District has authorized the use of individual
on-site sewage systems for each lot within the plat. The District states that an on-site sewage management system should be created and approved by their
office prior to the signing of the final plat if more than a total of 18
dwelling units ~re authorized within the plat. The plat is situated over the
Spokane Valley Aquifer and the Health District in their examination of the
possible impa~t on groundwater quality from this proposal have the following
comments:
Impact Discussion
a. The plat sponsor has proposed 16 lots on 4.8 acres with a typical lot
size of 8Q feet by 125 feet. Each lot is to be served by a public water
system and its individual on-site sewage disposal system. This raises the question of significance of the impact on the groundwater in the area
and possible alternatives for sewage disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd considered
typical soils, natural and sewage disposal recharge to the groundwater, and the effect of continued urban development in the Spokane River Valley
upon the quality of the groundwater. In summary, he concluded that:
1. In normal precipitation years subsurface disposal of sewage
treatment effluent does reach and recharge the groundwater.

2. All the dissolved salts in sewage effluent will be carried to
the groundwater. However, bacteria and detergents (phosphate portion} are mostly removed by the deep soil layer
above the groundwater and '~minor dissolved constituents such as
phosphates, which are known to react with soil parti~les, or
. nitrates, which are taken up by the plant roots," will be less
than the total found in septi~ tank effluents.
3. The calculated results at the downstream end of groundwater
flow line indicate that the maximum range of (dissolved) solids
concentrati~on e~ected at presnet (1975) is up to 93 mg/1
(milligrams per liter) above the natural groundwater background
of 155 mg/1. The forecast year 2020 maximum incremental
concentration is 101 mg/~ above the natural background. The analytical results of the forecast impact of year
2020 when compared with the present impact, both measured in
terms of lea~hate volume and dissolved solids concentration,
. indicate that the present impact on groundwater quality is
already a substantial praportion of the ultimate level.
c. Currently, results of chemical analysis show the total nitrogen content
of the groundwater as in the range of 2.02 ppm. A projected incremental
increase using Dr. Todd's expected 8.6 percent would result in a range of .
2.17ppm. Current Federal and State drinking water standards permit up to
10 ppm.
d. Alternative sewage disposal methods that would not recharge the ground-
water have the following general characteristics:
1. Collector and central treatment systems discharging to surface
waters would require at leas~ tertiary treatment and perhaps more to
obtain a permit for the discharge from the Department of Ecology. These systems are not currently economically available for this
project.
2. Sealed systems, whether individual or community, depend on
evaporation for liquid removal. These systems require more land
area than a conventional subsurface drainfield. Some, such as
lagoons, have safety hazards associated with them and relatively poor community a~ceptance. Land, installation and operational cost
are generally more expensive than those for septic tanks and
drainfields.
C. Draina~e
The County Utilities Engineer reports that the preliminary storm drainage plan
submitted by the applicant indicates that on-site storm drainage provisions
will adequately handle surface water runoff. However, final construction
plans should be revi~ewed and approved prior to the final plat filing.
D. Water Suppl~t
The Proposal is located within the recorded service area of Vera Water and
Power.

The District advises the staff that adequate system capacity, and a desire on
their part to serve, exists for the provision of water for domestic, fire and irrigation uses. ,
~ E. Fire Protection '
The proposal is situated within the recorded servi~e area of Fire Protection
District ~~1.
The Fire District staff requests that the Hearing Examiner Committee require
mains and hydrants of sufficient size for fire protection as a condition of
final plat approval. The District also requests that they be allowed to
review and approve final construction plans.
F. Schools
Proposal lies within the boundaries of Central Valley School District ~~35b.
G. Parks
The report "Planning for Parks" (revised 197~) indicates that this proposal is situated in the Adams study neighborhood. A 19 acre community park would
ultimately be required to serve the needs of neighborhood residents as the
area develops. The park is projected to be located adjacent to the existing
junior high school on lbth Avenue, just east of Evergreen Road.
H. Unique Environmental Features ~
None have been identified.
I. Cultural Resources
None have been identified.
III. ZONING ANALYSIS
The proposed site, as well as a majority of surrounding land, is currently zoned
Agricultural. This area also bas a mixture of zone classifications which include
Single Family Residential, Two Family Residential, Multiple Family Suburban, Agricultural Suburban, and Coa~ercial. Single Family Residential zoni~g has been
approved for Snoopy's Addition, adjacent to this proposal on the north, and other
newer subdivisions in the area. Commercial zoning exists on property along Sprague
Avenue.
If this proposal is approved, as presented, it would be both appropriate and consistent to upgrade the zoning to R-1, Single Family Residential.

sqsteme This gaises the question of significance of the impact on the ggou~dwater i~ the area and possible ~1teg~aatives for sewage disposal.
b. In the course of the conduct of ~he ~my Corps study, Dre Todd cons~.dered
typfcal soils, n~tural and sewage disposal recbarge to the groundwater,
and the effect of continued urban develapment in the Spokane Ri~e~c V~lley
upon the quality of the groundwater. In sundmarp, he concluded that:
(1) In no~aal precipitation years subsurface disposal of sewage treat-
ment effluent does reach aa~d recha~ge the groundwatere ~
(2) All dfssolved salts in sewage effluent will be carried ~o the gro~~d-
water. However, bacteri a and deterge~ts (phosphate portio~) a~e most~lq
removed by the deep soil layer above the groundwater and t'mi~►o~
dis~olved constituents such as phosphates9 which are know~ to react with soil partfcles, or nitrates, which aYe taken up by plan roots"

It will be essential for a sewage permit application to ~e pzoCessed ~~.onq w~.th
a corrected plot plan identifying ariqinal and replacement drainfield lines
beinq a minimum of 10 feet from all buildings, structur~s and property lin~~.
Due to the size and arrangem~nt of the existing build~.ng~ on the property, ~s
~ey , relat~ to the location of the new property boundazies, the approvable. open space r~naininy for a drainfield sy5tem is questionable.
It will be necessary for this matter to be resolved prior to filinq the f~.nal
plat.
