Circulation The County Road Engineer has examined the proposed preliminary plat and finds that the roads within the proposed plat are basically acceptable. B. Sewage Dis~osal The applicant's engineer has prepared an analysis of alternative sewage dis- posal means; including on-site septic tank disposal, community septic tank disposal, and com~u~.ty,package treat~ent plant disposal. For economic reasons, and to provide the most realistic alternative, the applicant's engi~ neer feels oa-site septic tanks should be utilized. The Spokane Count~ Health District has authorized the use of individual on-site sewage spstems for each lot within the plat. The Distr~ct states that an on-slte sewage management system should be created and approved by their office prior to the signing of t~he final plat if more than~ a total of 31 dwelling units are authorized within the plat. The plat is situated over the Spokane Valley Aquifer and the Health District in their examination of the possible impact o~ groundwater quality fro~ this proposal have the following coa~ments : Impa~t Discussion a. The plat sponsor has p roposed 10 lots on 10.1 a~res with a tppical lot size of 150 feet by 295 feet. Each lot is to be served by a public water sqstem and its individual on-site sewage disgosal systea~e This raises the question of significance of the impact on the growadwater in the area and possible alternatives for sewage disposal. b. In the course of the conduct of the Armp Corps study, Dr. Todd considered typical soils, aatural and sewage disposal recharge to the groundwater, and the effect of continued urban development in the Spokane River Valley upon the quality of the groundwater. In summary, he concluded that: 1. In normal precipitation years subsurface disposal of sewage treatment effluent does reach and recharge the groundwater. 2. All the dissolved salts in sewage effluent will be carried to the groundwater. However, bacteria and detergents (phosphate portion) are mostly remoeed by the deep soil laper above the groundwater and "minor dissolved constituents such as phosphates, which are knawn to react with soil particles, or nitrates, which are taken up by the plant roots," will be less than the total found in septic tank effluents. 0 5B _  4 r~ I ~ ~0 STAFF ANALYSIS - No~e~ber 3° 1978 SUI~Ny~ALE ACRES - cc tinued 3. The calculated results at the downstream end of groundwater flow line indicate that the maxi~um range of (dissolved) solids concentration expected at presnet (1975) is up to 93 mg/1 (milligrams per liter) above the natu~al groundwater background of 155 mg/1. The forecast year 2020 ma~i~um incremental concentration is 141 mg/1 above the natural background. o__ The analytical results of the forecast impact of year 2020 ~hen co~pared with the present impact, both measured in terms of leachate volume and dissolved solids concentration, indicate that the present impact on groundwater quality is already a substantial proportion of the ultimate level. c. Currentlq, results of chemical analpsis show the total nitrogen content of the groundwater as in the range of 1.49 ° 1.61 pp~. A projected incremental increase using Dr. Todd's expected 8.6 percent would result in a range of 1.61 - 1.81 ppm. Current Federal a~d Sta~e drinking ~ater standards permit up to 10 ppID. d. Alternative sewage disposal methods that would not recharge the ground~ water have the follo~ing general characterlstics: 1. Collector and central treatment systems discharging to surface waters would requ~re at least tertiary treatIDent and perhaps ~ore to obtain a permit for the discharge fro~ the Department of Ecology. These systems are not currently econo~ically available for this pro j ect. 2. Sealed systems, whether individual or community, depend on evaporation for liquid removal. These systems require more land area than a conventional subsurface drainfield. Some, such as lagoons, have safety hazards associated with them and relatively poor community acceptance. Land, installation and operational ~ost are generally more expensive than those for septic tanks and drainfields. C . Draina~e The County Utilities Engineer reports that the preliminary storm drainage glan submitted by the applica~t indicates that on-site storm drainage provisions will adequately handle surface water runoff. However, final construction plans sho~ald be revlewed and approved prior to the final plat filing. D. Water Sup~l~ The Proposal is located within the recorded service area of Consolidated ~ Irrigation District ~~19. The District advises the staff that adequate system capacity, and a desire on their part to serve, exists for the provision of water for domestic, fire and irrigation uses. E. ZONING ANALYSIS The proposal lies within a general area consisting of a nwnber of different zones, including agriculture, single family and manufacturing. The proposed zoning for agri~ulture suburban appears to be coarpatible for the general area. This zoning does provide fo~r two family uses, but the sponso~c has indicated that the lots are for single family use. Two family uses do occur to the east and west and the Hearing Examiner Committee may wish to condition approval on the restriction of duplexes within the plat. IV . FNVIROI~~TAL REVIEW ' An Environmental Checklist was submitted bp the sponsor and has been rev~ewed by the Planning staff. No significant adverse environmental i~pacts were judged to exist. This pro~ect lies in a relatively flat area between Wellesley Avenue, and Trent Road, and 830 feet west of Flora Road. Local drainage ways are insignificant. It is located over the Spokane Va11ey Aquifer. b. Surface soils are classed as Garrison gravelly loam with 0 to 5% slopes. They have a septic tank filter field limitation of slight with possible contamination of groundwater. c. Geologically the soils are glaciofluvial deposits; stream-laid sand and gravel; contafns some boulders in places; includes some undiff~r~ntiated glacial deposits. The lower terrace remnants have probably been reworked by streams. These geologic structures yield moderate to very large amounts of water. The data from two (2} Tren~wood Water District Wells, Kaiser Eastgate Well and Spokane River at Pines Road, indicate a nitrate nitrogen level from .4 - 4.2 parts per million. 3. Impact discussion: a. The plat sponsor has proposed 10 lots on 10.7 acres. Each lot is to be served by a public water system and its individual on-site sewa~e disposal system. This raises the question of significance of the impact on the groundwater in the area and possible alternatives for sewage disposal. b. In the course of the conduct of the Army Corps study, Dr. Todd considered tqpical soils, natural and sewage disposal recharge to the groundwater, and the effect of continued urban development in the Spokane River Valley upon the quality of the groundwater. In sununary, he concluded that: (1) In normal precipi tation years subsurface disposal of sewage treatment effluent does reach and recharge the groundwater, (2) All dissolved salts in sewage effluent will be carried to the groundwater. However, bacteria and deter~ents (phosphatie portion) are mostly removed by the deep soil layer above the groundwater and "minor" dissolved constituents such as phosphates, which are known to react with soil particles, or nitrates, which are taken up by plant roots" wf11 be less than the total found in septic tank ef f luents. (3) "The calculated results at the downstream end of groundwater flow line indicate that the maximum range of {dissolved) solids concen- tration expected at present (1975} is up to 93 mgjl (millfgrams per liter} above the natural groundwater background of 155 mg/1. The forecast year 2020 maximum incremental concentration is 101 mg/1 above the natural background. "The analytical results of the forecast impact of year 2020 when compared w~.th the present impact, both measured in terms of leachate volume and dissolved solids concentration, indicate that the present impact on groundwater quality is already a substantial proportion of the ultimate level." c. Currently, results of chemical analysis show the total nitrogen content of the groundwater as in the range of 1.49 to 1.67 ppm. A pro~ected incre- mental increase using Dr, Todd's expected 8.6 percent would resu~t in ranges of 1.61 ppm to 1.81 pprn. Current Federal and State drinking water standards permit up to 10 ppm. d. Alternative sewage disposal methods that would not recharge the groundwater have the following general characteristics: (1} Collector and central treatment systems di.scharging to surface waters would require at least tertiary treatment and perhaps more to obtain a permit for the discharge from the Department of Ecolo~y. These systems are not currently economically available for this project, {2) Sealed systems, whether individual or community, depend on evap- oration for liquid removal. Some, such as la~oons, have safety hazards associated with them and relatfvely poor community acceptance. November 21, 191$ SUNNYVALE ACRES ~ ~ Page 3 4. Recommended that: a. The final plat shall be designed as indicated on the preliminary plat of record and/or attached sheets as noted, b. Appropriate utility easements shall be indicated on copies of the pre- liminary plat of record for distribution by the Planning Department to the utility companies, County Engineer and Spokane County Health District. Written approval of the easements by the utility company must be received prior to the submittal of the final plat. (NaTE: The first sentence is superfluous if the easements are shown on the preliminary map as re- quired by Ordinance Chapters 5 and 6.) c. The dedicatory lan~uage of the plat wi11 state that each lot is authorized the use of ~n individual on-site sewage disposal system. d. Prior to f iling of the f ina~ plat, the sponsor shall present evidence that the plat lies within the recorded service area of the water system proposed to serve the plat. The dedicatory language on the plat shall state: "Use of private wells and water systems is prohibited," e. A plan for ~ater facilities adequate for domestic use, domestic irzigation use and fire protection use sha11 be approved by the water supplier. Said water plan must have been approved bq the f ire protection district and the appropriate health authorities. The health authorfties, water supplier (purveyor), and fire protection district will certify, prior to filing of the f inal plat, on the face of said water plan that the plan fs in conformance with their requirements and will adequately satisfy their respective needs. Said water plan and certification will be drafted on a transparency suitable for reproduction, f, The purveyor will also certify prior to the f iling of the final plat on a copy of said water plan that appropriate contractual arrangements have been made with the plat sponsor for construction of the water system, in accordance with the approved plan, and in accordance with a time schedule. The time schedule will provide, in any case, for completion of the water system and inspection by the appropriate health authorities prior to application for building permits within the plat. The contractual arrangements will include a provision holding Spokane County, Spokane County Heal~h District and the purveyor harmless from claims by any lot purchaser refused a building permit due to failure of the plat sponsor to satisfactorily complete the approved water system. g. DR.AINAGE STUDY 19 Sept. 78 SUNNYVALE ACRES Sunnyvale Acres is located in East Spokane Valley, south of Wellesley Avenue between Sunnyvale Drive and Flora Road. The plat would subdivide 10.8 acres into 10 one-acre lots. It is located on the flatter valley floor about 1,000 feet gouth of a drainage basin ser- vicing about 515 acres. Although it does not appear that this drainage would normally pass through Sunnyvale Acres, it is possible that a portion of it could. Drain- age becomes very poorly defined to generally undefined when it reaches the valley floor. Though it is calculated that 48 cubic feet per se- cond of peak runoff would be gEnerated in a 10 year storm event, and 79 cub ic feet per seciond in a 50 year storm event, There are at least 7 distinct locations where the runoff hits the valley floor over a width of 1,400 feet. Land between the plat and these outlets is' cultivated and has Wellesley Avenue as a barrier between. (See the attached topographic map.) No Culverts were observed in Wellesley feeding possible runoff through the plat. The plat itself will generate little additional run- off due to low density (one acre lots). The roads will be paved and may add 2-3 cubic feet per second to the disposal load. The south boundry of the plat is an aban- d`oned ~irrigafiion, - canal:-which would probably function better as a stormwater detention and disposal structure than it did as a water carrying canal. There is no existing public sewage treat- ment plant nearby. Public water will be p•rovided by the Consol- idated Irrigation District #19 for domestic and fire flows. Lot sizes proposed are approximately one acre with 125 feet or more of frontage on paved streets. Local drainage ways are insignificant. It is located over the Spokane Aquifer. The proposal is immediately east of the plats of Peplinski and Sunnyvale Addition which have 10,000 square foot lots on septic tanks. Garrison soils are primarily deep glacio fluvial deposits, (stream laid sand and gravel) with loam present in the top 4 to 5 feet. They are well drained. "Clay and lime have ac- cumulated on the bottom of the pebbles in the lower subsoil." The soils have "slight" limitations for septic tank filter f ields because of the possibility of contamination of ground water and "severe" limitations for sewage lagoons because of excessive permeability when excavated below the loamy top layers in some places. Alternative sewage dosposal systems are as follows: (1) Sewage Treatment "Package Plant": It provides secondary sewage treatment with ground disposal of effluent by drain- field. Each home would be supplied with a connection which would feed to a gravity sewage collection line, thence to a package treatment plant for treatment and disposal in a drain- filed. The subdivision would yield about 33,500 gallons of effluent per day (10 X 3.5 X 100). Using an estimated permis- sible drainfield dosing rate of 2 gallons per square foot per day, or 6 gallons per foot of 36" wide trench (12 feet on cen- ter) per day, this would require 585 feet of drainfield. The drainfield would require an area of approximately 7,500 square feet (given 12' spacing and set back requirements). a. ADVANTAGES: - A package plant managed by Spokane County Engineers would probably remain in good state of maintenance -1- . with consequent good operating efficiency. - Treatment efficiency would be somewhat higher than septic tanks and drainfields. b. DISADVANTAGES: - The package plant would not remove, either chemi- cally or biologically, dissolved salts such as ni- trates and phosphates to a significantly greater degree than individual on site septic tanks. "The ability of a soil to remove chemical constituents by sorption processes depends on many different factors. One of the overriding factors is the hy- draulic loading and interstitial velocity of the water passing over the soil particles. Many types of sorption phenomena are time-dependant, especially those sorption processes involving the migration of the chemical constituents into the pores of the solid particles. It is possible to readily saturate the surface sites of a soil particle with various types of chemical constituents and still have a large potential sorption capacity. However, adequate con- tact time must be allowed for the uptake of the sol- ute in the capillary pores of the solid"(1) " Another important factor influencing the sorp- tion capacity of sorption materials and soil systems is the chemical characteristics of solid phase. Clay minerals, among other types of solids, have a very high sorption capacity for various types of chemical solutes."(1) From the above observations and recognizing that the clay coating the bottoms of pebbles in the lower sub-soil of Garrison Soils has high sorption poten- tial for chemical solutes, a higher hydraulic loading rate would diminish the effect of time dependent sorption processes. - Committment of a large site within a residential area for a sewage treatment plant and drainfield. - Requirement for continuous operation and maintenance by a trained certified operator. - Power committments to run the plants blowers and/or pumps. - Higher cost per home than individual septic tanks and drainf ields . (2) An Oxidation Pond: This is a lagoon system, without aeration, it disposes of organic material by biochemical pro- cesses and effluent by either direct or drainfield seepage. With proper design, lagoon systems can have removal rates for organic material equal to or higher than most municipal secondary sewage treatment systems. Z, - / • a. ADVANTAGES: - Better maintenance supervision than individual onsite • systems. - More complete treatment of organic material than sep- tic tank and drainfield systems. - May not require any power for pumps, blowers, or heat. - Low operation cost. b. DISADVANTAGES: - Aesthetically objectionable in a residential area, usually requires a suitable location visually screened. - Can have odor problems if organic loading becomes ex- cessive, or system goes septic when frozen over. - Some risk of breach if lagoon is constructed with berms. - Usually requires as much or more space than a package plant and drainfield system. - If excavation exceeded the loamy top soil depth, perm- iability becomes excessive and a greater risk of con- tamination of the Aquifer is incurred. Has "severe" limitation for lagoons according to the Soil Conservation Service. A liner would be required to prevent exces- sive seepage. - Could be considered an "attractive nuisance" to parents when small children desire to use it for swimming, boating, etc. (3) Connection to a collector or trunk line serving a major Spokane Valley Sewage Treatment Plant: This system con- templates the construction, by others, of a large scale sewage treatment facility with primary, secondary and tertiary treat- ment capability. Effluent disposal would most probably be in the Spokane River. Each lot would have individual sewer connec- tions heading to collector and trunk lines serving the major system. A second variation of this system would be use of the City of Spokane main sewage treatment plant via a major trunk along Sprague Ave. a. ADVANTAGES: - Best treatment efficiency. - Most reliable maintenance and operation control. - Least likely to adversely affect groundwater. b. DISADVANTAGES: - Such a system does not now exist, nor is one pre- sently planned. Should one be planned and approved, it would probably be 2- 5 years before it could be used. - Such a large central treatment facility may ultimately not be the sewage management system adopted for the Spokane Valley. Tertiary treatment plants are very expensive even with federal and state matching funds. J ! • The cost of installing trunk and collector lines in the built-up areas of the valley would be almost prohibitive. Most collector costs do not qualify for matching funds and would have to be paid either by benefitted homeowners on LID or RID basis, or more likely by new development. - Tertiary systems have very high operation and main- tenance costs. (4) Sealed Lagoon System: This oxidation pond system relies on the excess of annual evapotranspiration over precip- itation to dispose of ef f luent. a. ADVANTAGES: - Good treatment efficiency. - No contribution of chemical solutes to groundwater. - More reliable operation and maintenance responsi- bility. b. DISADVANTAGES: - Aesthetically objectionable in residential areas. - Can have odor problems if system becomes excessively loaded or was frozen over in winter and went septic. - The annual evaporation/precipitation water budget in Spokane Valley is quite variable, and generally mar- ginal enough that very large acreages would be re- quired to insure disposal of effluent. These acreages would be on the order of 4 to 10 times those required for package plants with drainfields or seepage disposal This land requirement makes them expensive as well as a rather uninspired long term land use committment. (5) Individual on site Septic Tank and Drainfield System: Such systems dispose of organic waste by biochemical anaerobic decomposition in a septic tank. The effluent then flows to a drainfield where it is further processed by the soil column surrounding. Finally, the effluent is disposed of by a combi- nation of evaporation, transpiration from vegetation, and perc- olation to local groundwater. Percolation would normally only occur during wet winter months where precipitation exceeds evapotranspiration. a. ADVANTAGES: - Septic tanks and drainfields are easy to install, operate and maintain. - Much less expensive per unit for this density plat than any system requiring collector lines, treatment and effluent disposal. - Do not normally require major collector lines, trunk lines, pumps, blowers, precipitators, lift stations, etc., etc., to perform their treatment processes. ..,4-- ~ • They are normally passive gravity systems. - No odors when properly installed and maintained. - Low and infrequent maintenance. - They are silent and invisible. b. DISADVANTAGES: - Systems may not remove all dissolved salts as phos- phates and nitrates. During wet winter months, some leaching of these salts could occur to the Spokane Aquifer. Water quality readings for Trentwood area water in the Spokane Aquifer "208" Study showed con- siderable margin before Federal minimum water quality standards would be violated. - Operation and maintenance is left as the individual homeowners responsibility. From a review of alternative sewage treatment and disposal meth- ods for the Preliminary Plat of Sunnyvale Acres, the most feas- able method appears to be individual on site septic tank and drainf ields . .
