Dear Mr. Olinqer:
In your letter of May 27, 1976 , and our previous meetinq, you asked if, 1) you

could construct a portion of the siqht--obscurinq fence of a concrete decorative black,
and 21 !f landscaping can be completed on a per lot basis as they are occupied.
In answer to the forrner, Ehe concrete block decoratlve fence woukl be siqht--
obscurinq; however, it is unacceptable as proposed for the following reasan. The conditians of approval of the aons change, Resolution #76-187, Item 4 and the Zoning
Ad f ustor's action of CUE-115-72 , Item 8 and the approved plot and landacape plan,
Item 9, specify that the fenciig be siqbt-obscurinq and tmply that it be uniform in
construction materlal for obvious reasons of aeathetics.

In answer to the landscaping on a per lot baais. Items 7 and 8 of the Zoning
Adjustor's decision together with Item 8 of the approved plot and landacape plan
indicate that the site must be completely landscaped within six (fi) manths of occupancy
and a qood and sufficient surety shall be establishel to sesure completion of the land-
scaping.
These are conditions agreed to in signatuce by yourself on the approved plot and
landscape plan, and Ehe only alteration that would be acceptable without coming before
the Zoning Adjustor with a new plan specifping your chanqes would be the establishment
of a decorative concrete block ferice alonq the northerly boundary of the development
and alonq the easterly 280 feet. We h`ve discussed this mattec in the past both wlth
you and with Mr. Huqgins and other members of the Planning staff and the Enqineerlnq
staff. 111Te feel that we have more than adequately explained the conditions which inust
be met prlor to issuance of any permita,and any additional alteratians to the oriqinal
site plan should be considered at a requiar public hearinq before the Zaoning Adiustor.

Planning Commission Recommendation: Approve to Residential Mobile Home
Zone, subiect to the followinq conditions:
A. Conditions:

1. Dedhcation and improvement to Spokane County standards of the West
5 feet of the advertised property along Park Road for Py/W. Improve-
ments shall include curb, sidewalk, drafnage control, and paving to
exist3ng oil,
2. Approval of access points by the Spokane County Engineer's Office.
The submitted design does not contemplate the use of the Springfield
Avenue stub street.
3. Approval of a trafler court de sign for the advertised property by the
Zoning Adjustor. (Such application shall be made within six (6)
months. Such design shall be in substantial conformance with the
amended development plan reviewed at the October, 1971 hea=ing.

multiple family development because of its proximity to industnal
propertie s to the south and we st . The Planning Commi ssion al so
contends that zndustrial development of the subject property would
be more detrlmental to the residential properties fronting on

Dear Mr. Olinqer:
In your letter of May 27, 1976, and our previous meeting, you asked if, 1) you
could construct a portion of the sight-obecuring fence of a concrete decorative block,
and 2) if Iand scaping can be completed on a per lot basi s as they are occupied.
In answer to the former, tha concrete block decorative fence would be sight-
obscuring; however, it !e unacceptable as proposed for the following reason. The
conditians of approval of the Lone chanqe, Resolution #76-187, Item 4 and the Zoning
Adiuator's action of CUE-115-72, Iterm 8 and the approved plot and landscape plan,
Item 9, apecify that the fencing be siqhtrobsauring and imply that it be uniform in
construction material for obvious reasons of aesthetics.
In answer to the landscapinq on a per lot basis, Items 7 and 8 of the Zoning
Adiustor's decision together with Item 8 of the approved plot and landscape plan
indicate that the siCe must be completely landscaped within six (6) manths of accupancy
and a qood and sufficient surety shall be established to assure completion of the land-
scaping.
These are conditions aqreed to in aiqnature by yourself on the approved plot and
landscape plan, and the only alteration that would be acceptable without cominq before
the Zoning Adiustor with a new plan specifying your changea would be the establishment
of a decorative concrete block fence along the northerly boundary of the development
and along the easterly 280 feet. We have discuased thia matter in the past both with
you and with Mr. Huqqins and other members of the Planning ataff and the Fnqineering
staff. We feel that we have more than adequately explained the conditions which must
be met prior to issuance of any permits,and any additlonal alterations to the original
aite plan should be considered at a reqular public hearinq before the Zor►ing Adiustor.

A. Conditions:

1. Dedication and improvement to Spokane County standards of the West
5 feet of the advertised property along Park Road for R/W. Improve-
ments shall include curb, sidewalk, drainage control, and paving to
existing oil.
2. Approval of access points by the Spokane County Engineer's Office.
The submitted design does not contemplate the use of the Sprinqfield
Avenue stub street.
3. Approval of a trailer court desfgn for the advertised property by the
Zoning Adjustor. (Such application shaU. be made within six (6)
months. Such design shall be in substantial conformance with the
amended development plan reviewed at the October, 1971 hearing.
(Thz lots designated "EA" and "EB" shall be eliminated from the

Planning Commission Recommendation: Approve to Residential Mobile Home
Zone, subiect to the followinq conditions: ~
A. Condittons:
1. Dedication and improvement to Spokane County standards of the West
5 feet of the advertised property along Park Road for R,/W. Improve-
ments shall include curb, sidewalk, drainage control, and paving to
exi sting oil.
2. Approval of acce s s points by the Spokane County Engineer's Office.
The submitted de sign doe s not contemplate the use of the Springfield
Avenue stub street.
3. Approval of a trailer court design for the advertised property by the
Zoning Adjustor. (Such application shall be made with3n six (6)
months. Such design shall be in substantial conformance with the
amended development plan reviewed at the October, 1971 heanng.
(The lots designated "EA" and "EB" shall be eliminated from the
final plan.) The Zoning Adjustor shall also review the density of the
project and provisions for landscaping, screening, and drainage
control.
4. Sight-obscuring fencing shall be incorporated with the landscape
treatment along the north and east boundaries of the trailer court
project.
5. Provisions shall be made for fire hydrants in accordance with the
requirements of the Spokane Valley Fire Marshal.
6. Approval of sewage disposal facilitfes by the Spokane County Health
Di strict .
B. Reasons:
1. The advertised property coribrms to the locational criteria repeatedly
suggested by the Commission for evaluating high density residential
developments; namely:
a) Its location on a major arterial (Park Road).
b) Its locatfon on the edge rather than toward the fnterior of a
re sidential neighborhood.

2. The advertised parcel is situated between a vacant property zoned
Restricted Industrfal and residential properties fronting on Broadway
Avenue. The Planning Commission is of the opinion that the
advertised parcel is not conducive to single family residentfal or
multiple family development because of its proximity to industrial
propertie s to the s outh and we st . The Planning Commi s sion al so
contends that industrial development of the subject property would
be more detrimental to the re sidential propertie s fronting on
Broadway Avenue than mobile home development.
3. The Planning C ommi s sion is of the opinion that re qufred site improve -
ments such as landscaping, fencing, drainage control, etc. would
lessen the trailer court development's impact on adjoining residentfal
propertie s .
