PRELIMINARY SUBDIVISIONS AND ZONE CLASSIFIGATIONS
I. GENERAL INFORMATION
A. Location
The proposal is located in the southern portion of the Spokane Valley, in the
Chester area, adjacent to and west of Pierce Road approximately 250' northeast
of the Dishman-Mica Road. •
B. Proposal
. - 2.98 acres subdivided into 10 lots for single family use.
- Typical lot frontage = 80'
- Typical lot size = 80' x 125' (10,000 sq. ft.)
- Lots per gross acre = 3.36
C. Relationship to the Comprehensive Plan
The approved map of the Comprehensive Plan indicates residential usage of this
area, as well as all nearby surroun.ding lands, with no density designation.
D. Land Use Analysis:
1. ExistinR Land Uses '
The proposed site is partly vacant and partly in pasture land and Agricultural
use. The general area has been experiencing urban density development over
the past few years. To the southeast, east and northeast are the plats of
Chesterfield Addition and Joey Marie and Joey Marie First Additions. These
plats have typical lot sizes ranging from 12,000 sq. ft. to 15,500 sq. ft. and
are for single family use; except for the southern portion of Chesterfield
Addition which is for two family use. Adjacent to and north of the proposal
is the plat of Castle Additioa which has various lot sizes of 12,000 sq. ft.
and larger, including single family, two family and multiple family uses. The
remainder of surrounding area consists of tax segregated parcels of various
sizes mostly in rural agricultural use.
. 2. Compatibility with Existing Land Uses
The proposal calls for 10,000 sq. ft. lots for single family use in an area
that has been gradually developing for residential usage. The proposal is
basically compatible with the existing land uses in the area and consistent
with development that has occured, although the 10,000 sq. ft. lot size is
somewhat smaller than the existing development.

II. SPECIAL INFORMATION
A.- Circulation
The County Road Engineer has examined the proposed preliminary plat and finds
that the roads within the proposed plat are basically acceptable.
B. Sewage Disposal
The applicant's engineer has prepared an analysis of alternative sewage dis-
posal means; including on-site septic tank disposal, community septic tank
disposal, and community package treatment plant disposal. For economic
reasons, and to provide the most realistic alternative, the applicant's engi-
neer feels on-site septic tanks should be utilized.
The Spokane County Health District has authorized the use of individual
on-site sewage systems for each lot within the plat. The District states that
an on-site sewage management system should be created and approved by their
office prior to the signing of the final plat if more than a total of 35
dwelling units are authorized within the plat. The plat is situated over the
Spokane Valley Aquifer and the Health District in their examination of the
possible impact on groundwater quality from this proposal have the following
comments:
Impact Discussion .
a. The plat sponsor has proposed 10 lots on 2.98 acres with a typical lot
size of 80 feet by 125 feet. Each lot is to be served by a public water
system and its individual on-site sewage disposal system. This raises
the question of significance of the impact on the groundwater in the area
and possible alternatives for sewage disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd considered
typical soils, natural and sewage disposal recharge to the groundwater,
and the effect of continued urban development in the Spokane River Valley
upon the quality of the groundwater. In summary, he concluded that:
1. In normal precipitation years subsurface disposal of sewage
treatment effluent does reach and recharge the groundwater.
2. All the dissolved salts in sewage effluent will be carried to
the groundwater. However, bacteria and detergents
(phosphate portian) are mostly removed by the deep soil layer
above the groundwater and "minor dissolved constituents such as
phosphates, which are known to react with soil particles, or
nitrates, which are taken up by the plant roots," will be less
than the total found in septic tank effluents.

3. The calculated results at the down.stream end of groundwater
flow line indicate that the maximum range of (dissolved) solids
concentration expected at presnet (1975) is up to 93 mg/l
(milligrams per liter) above the natural groundwater background
of 155 mg/l. The forecast year 2020 maximum incremental
concentration is 101 mg/1 above the natural background.
- - - The analytical results of the forecast impact of year
2020 when compared with the present impact, both measured in
terms of leachate volume and dissolved solids concentration,
indicate that the present impact on groundwater quality is
already a substantial proportion of the ultimate level.
c. Currently, results of chemical analysis show the total nitrogen content
of the groundwater as in the range of 1.3 ppm. A projected incremental
increase using Dr. Todd`s expected 8.6 percent would result in a range of
1.4 ppm. Current Federal and State drinking water standards permit up to
10 ppm.
d. Alternative sewage disposal methods that would not recharge the ground-
water have the following general characteristics:
1. Collector and central treatment systems discharging to surface
waters would require at least tertiary treatment and perhaps more to
obtain a permit for the discharge from the Department of Ecology.
These systems are not currently ecoaomically available for this
project.
2. Sealed systems, whether individual or community, depend on
evaporation for liquid removal. These systems require more land
area than a conventional subsurface drainfield. Some, such as
lagoons, have safety hazards associated with them and relatively
poor community acceptance. Land, installation and operational cost
are generally more expensive than those for septic tanks and
drainfields.
C. Drainage
The County Utilities Engineer reports that the preliminary storm drainage plan
submitted by the applicant indicates that on-site storm drainage provisioas
will adequately handle surface water runoff. However, final construction
plans should be reviewed and approved prior to the final plat filing.
D. Water 5upply
The Proposal is located within the recorded service area of Model Irrigation
District #18.
The District advises the staff that adequate system capacity, and a desire on
their part to serve, exis•ts for the provision of water for domestic, fire and
irrigation uses.

E. Fire Protection
The proposal is situated within the recorded service area of Spokane Fire
District #1.
The Fire District staff requests that the Hearing Examiner Committee require
mains and hydrants of sufficient size for fire protection as a condition of
final plat approval. The District also requests that they be allowed to
review and approve final construction plans.
F. Schools
Proposal lies within the boundaries of Central Valley School District #356.
G. Parks .
The report "Plan.ning for Parks" (revised 1976) indicates that sites
for an elementary school, Junior High School and a 15 acre community park are
, proposed in the area east of Bowdish and south of 32nd Avenue.
H. Unique Environmental Features
None have been identified.
I. Cultural Resources
The County wide inventory indicates no archaeologically significant finds have
been identified. '
ITI. ZONING ANALYSIS ,
The proposed plat is adjacent to single family zoning on the east and is in close
proximity to other single family zones as well as two family and commercial zoning.
The proposed single family use would be compatible with recent development, but may
coaflict to a degree with the remaining undeveloped area in agricultural use. The
proposal is basically compatible with the development trend of the area, and
continuation of this trend would decrease any resulting conflict.
IV. EvVIRONMENTAL REVIEW
An Environmental Checklist was submitted by the sponsor and has been reviewed
by the Planning staff. Na significant adverse environmental impacts were
judged to exist.
Slight adverse environmental impacts were identified on the checklist in the
following categories: earth; air; water; flora; noise; light and glare; land
use; population; housing; transportation/circulation; public services and
utilities.
Tne Planning Director issued a proposed Declaration of Non-Significance, and
it was circulated to other agencies of jurisdictioa.

V. CONDITIONS: '
If approval is granted, the following conditions are recommended.
NOTE: Any amendments to said conditions are stated separately and listed hereafter
1. That the plat be designated as indicated on the preliminary plat of record
and/or attached sheets as noted.
2. That a statement be placed in the dedication to the effect that no more than
one dwelling structure be placed on any one lot, nor shall any lot be further
subdivided for the purposes of creating additional lots or building sites
without filing a replat.
3. That the plat provide for right of way width for streets as indicated on the
preliminary plat of record.
4. That appropriate provision be made that the following described property be
held in trust until the continuation of the streets be dedicated or deeded: A
1' strip at the ends or edges of all streets that terminate or border the plat
boundary. (Temporary cul de sacs are required when streets terminate at the
plat boundaries.)
5. That appropriate street names be indicated.
6. That appropriate utility easements be indicated on copies of the approved
preliminary plat for distribution to the Planning Department and the utility
companies. Written approval of the easements by the utilitp company must be
received prior to the submittal of the final plat.
7. That the plan for water facilities adequate for fire protection be approved by
the water supplier and fire protection district. Said water plan must also
have been approved by the appropriate health authorities. The health
authorities, water supplier (purveyor), and fire protection district will
certify, prior to the filing of the final plat, on the face of said water plan
that the plan is in conformance with their requirements and will adequately
satisfy their respective needs. Said water plan and certification will be
drafted on a transparency suitable for reproduction.
The purveyor will also certify prior to the filing of the final plat on a copy
of said water plan that appropriate contractual arrangements have been made
with the plat sponsor for construction of the water system, in accordance with
_ the approved plan, and in accordance with a time schedule. The time schedule
will provide, in any case, for completion of the water system and inspection
by the appropriate health authorities prior to application for building
permits within the plat. The contractual arrangements will include a
provision holding Spokane County and the purveyor harmless from claims by any
lot purchaser refused a building permit due to the failure of the plat sponsor
to satisfactorily complete the approved water system.
The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authorities and the local
fire district and purveyor will be installed within this plat, and the
subdivider will provide for individual domestic water service as well as fire
protection to each lot prior to sale of each lot.

8. That a certificate of title be furnished the Planning Department prior to the
filing of the final plat.
9. That the preliminary plat be given conditional approval to December 1, 1979.
10. That a declaration of Non-Significance be issued, in accordance with
Section 11.15.340 of the Spokane County Environmental Ordinance (SCEO) prior
to approval of this recommendation by the Board of County Commissioners, or
that any approving action in accordance with SCEO 11.15.340.
NOTE: The official file contains an environmental checklist for the
proposal and a staff review of their checklist as required by
WAC 197-10-320.
11. That conditional approval of the plat is given subject to the dedication of
' right of way to the public and approval of the road system in the plat by the
County Engineer.
12. That plans, profiles, and cross sections showing proposed street centerline
and curb grades be submitted to the County Engineer for approval prior *4_-o
construction and the filing of a final plat.
13. The drainage plans and design calculations showing the grades and alignment of
drainage facilities be submitted to the County Engineer for approval prior to
construction and the filing of a final plat.
14. Construction within the proposed public streets and easements shall be
performed under the direct supervision of a licensed land surveyor, who shall
be responsible for perpetuating all evidence of the location of survey
monuments which may be distrubed during construction and who shall furnish the
County Engineer with "As Built" plans and a certificate in writing that all
improvements were installed to the lines and grades shown on the approved
construction plans and that all disturbed monuments have been replaced.
15. No construction work is to be performed with the Public Right of Way until a
permit has been issued by the County Engineer. All work is subject to
inspection and approval by the County Engineer.
16. All construction within the Public Right of Way is to be completed prior to
filing the final plat or a bond in the amount estimated by the County Engineer
to cover the cost or construction of improvements, construction certification,
"As Built" plans, and monumenting the street centerlines, shall be filed with
the County Engineer.
17. That a name be indicated before the final plat is filed; such aame to be
approved by the County Assessor and the Planning staff.
18. That each lot be authorized for the use of individual on-site sewage disposal
systems.
19. Prior to filing of the final plat, the sponsor shall present evidence that the
plat lies within the recorded service area of the proposed water district.

20. That the provisions of SEPA'S NOTICE OF ACTION pursuant to 43.21C.080 RCW and
the Board of County Commissioner's Resolution No. 77-1392 be accomplished by
the project applicant within thirty (30) days of formal action by the Board of
County Commissioners, with regard to the preliminary plat approval; as
instructed by the Planning Department staff. •
21. That upon filing of the final plat, the zoning be reclassified to Single
Family Residential.
22. That the project sponsor may aot be notified by the Hearing Examiner Committee
of the need to request an extension of time for the renewal of any preliminary
plat approval.
23. That the Hearing Examiner Committee sustain the issuaace of a proposed
Declaration of Non-Significance and recommends issuance of a final Declaration
of Non-Significance.
24. That a public water system serviced by Model Irrigation District #18, and including fire flows, serve each lot prior to the sale of the lot.

the County Engineer. Existing County roads providing direct access to lots of

Board of Directors of this district, this board caused
Notice of Intention as to Change of Boundaries to he fil.ed
with the Spokane County Boundary Review Board on September 26,
1978. That the jurisdiction of the Spokane County Boundary
Review Eoard was not invoked as to this change of boundaries of the district and it is proper for the district to entier
this order including said lands within the district.
4. That on October 24., 1978, a resolution was made and
entered herein accepting the fila.ng of said petition and -
set2:ing Tuesclay, ivovember 24, 1978, at 7: 00 P.M. at tlze
office of the district, South 1506 Pierce Road, Spokane,

and directing that notice of said hearing be given. Pursuant
to said resolution notice of this_hearinb of said petition
has been published in the manner and form and for the time
required by law as shown by the affidavit of publication on
file as part of these proceedings.
5. That this hearing has been held at the regu7.ax meeting
of the Board of Directors of said District next after the
expiration of the time for the publication of said notice of
hearing. •
6. That no obj ections in writing or otherwise h.ave been
presented to the board at this hearing or at any time whatsoever
showing cause tvhy the prayer of said petition should not be
granted or why the proposed change of boundaries of tha_s
district as prayed for in said petition should not be made.

7. That said lands described in said petition can be
furnished with water from the same source as the lands already in
the district; that based on the recommendations of the district's
engineer, the board has found that this annexation will
cause no adverse effect on the district's water system and
ability to deliver water in the area of the annexa.tion but
that service in that area in fact ti-vill be impxoved; and it is
to the best interests of the district that the lands described
in said petition and hereinafter described in this order be
included in the boundaries of this district under the C011d1t7.0]1S
herein specified and that the bounclaries of said distxic-L. be
changed to include within the district the lands descriUed in

. NOtiV, THEREFORE, IT IS BY THE BOARD OF DIRECTORS OF MODEL
IRRIGATION DISTRICT N0. 18, RESOLVED AND DETERMINED:
1. That said Petition of Robert A. Bonuccelli and
Shirley M. Bonuccelli, husband and wife, and Aleck Bonuccell.i
and Geraldine R. Bonuccelli, husband and 1vife, and Ernest C.
Pintler and Naomi R. Pintler, husband and wife, is hereby gran ted
and the lands described in said petition are incl.uded ivit}lin the
district subj ect to the following terms and conditions, t-a-ivit :
a) The district shall havE no obligation to f:urnish
separate irrigation tiJater service to said Iands or any pai,t
thereof, and any irrigation water service i.o said a,an~s
shall be solely through an underground pipeline d.istri_buti.on

system and all water service to said lands shall be delivexed
through said pipeline distribution system and metered and
charged for at the rates for domestic water service charged generally by the district.
b) 'In order to provide for water service to the first
portion of said lands to be developed, petitioners Bon.uccelli
at their expense will be required to install the following:
(1) A main 6 inches in diameter (or of such larger
size as may be directed by the district's engineer in the event
he determines that a 6-inch main is not of sufficient size for
service in this area) connecting to the distra.ct's existing
10-inch main at-37th and approximately the east line of the
southwest quarter of the northwest quarter of said Sectioi, 33
~ and extending west on 37th to the west line of the preliminary
plat proposed for Chester Field First Addition. Service
- connections for Lot 1 in Block 2 and Lot 1 in Block 1 of Chester
Field First Addition shall be made to said main at its point
of termination at the westerly line of Chester Field First Addition.
Said main shall be i.nstalled in accordance with requirements of
the Spokane County Health District.
(2) Such fittings, including valves, tees,
crosses and other fittings as may be specifi.ed by the District's
Board of Directors or Engineer.
c) Said main ref erred to in the preceding subparagraph
shall be installed with pipe of such tyFe and specification as
directed by the District, at least eauivalent to PVC Class 160
pipe. Said main shall be installed to the standards of tlze
~ district and shall comply jJith specifications established by the
district and the district's engineers and shall meet the
inspection and testing of the district's rep.resentatives prior
to being covered and installation completed. Installation of
said main and the making of the connections referred to in the
preceding subparagraph shall include such valves, crosses, tees
and other fittings as may be specified by tlle district Board of
Directors and the district's engineers. For any portion of the
said main which extends across a lot or lots rather_ tha.n being oll
a public road, the district reserves an easement for the continued
maintenance, operation and repair of said ma.in and the petitioner_ s
shall provide for such easement to i.nsure the operation of said

by the developing entity for the portion of said lands

to be served, forthwith upon installation and petitioners shall
permit no charges to be unpaid pertaining to the installation of
the main, connections and fittings herein described and shall
furnish evidence to the district that all charges pertaining to the
installation of said main and connections as described ]iave been paid.
Said main and connections must be installed as a condition
- precedent to any lots in the first phase of petitioners' development
receiving water service from the district. Upon the installation
of said main and connections as herein described and the furnishing
. of proof to the district that all costs have been paid and that the
same are free and clear of all liens, obligations and encumbrances
and upon compliance by petitioners Bonuccelli with all other conditions of this order, the first phase of petitioners' developmcllts
C namely the approximate three acres owned by petitioners Bonuccelli
and to be platted as Chesterfield First Addition, containing ten
lots, shall be entitled to water service from the district and said
main and fittings as herein described, without the necessity of
further instruments of conveyance being executed, shall become the
sole property of the district and subject to this district's
exclusive jurisdiction and control without any obligation on the
part of the district to make reimbursement to any per.son ox
persons whomsoever for any part of said main. Ther.eaftex said
main shall be maintained by the district at its expense. It is
understood that said main shall be available for extensioii into
other parts of petitioners' lands, under conditions to be
established by the Board of Directors of the district, w}len the
remaining parts of petitioners' lands are developed and become
~ eligible for water service.
d) Although all of the lands described in petitj_onerst
petition and hereinafter described in this order are being
annexed to the district by this order, only a portion of tlze
annexed lands, namely the ten lots to be platted as Chesterfield
First Addition, shall be entitled to water service from the
district at this time and under the provisions and conditions of
this order. The conditions established in this order as a
condition precedent for ivater service, including provisioli for t11E
payment of the ec{ualizing fee, shall be applicable only t:o tlle
ten lots to be included in Chesterfield First Addition. It is

hereby directed that as to all of the remaining annexed lands
before any portion thereof shall be entitled to waters from the
district that determination shall be made by the Board of Directors.

e) Individual service connections to provide domestic water

and rules of the district. Each individual water user llaving a
connection made for service to his property wi11 be rcauixed to
pay all costs of the connection and of the installation of Llle
service line for the connection, including labor and materials.
In addition, for the purpose of placing the annexed lands on a
basis of equality with lands already in the district and in
addition to the contribution being made by such lands through the
installation by the petitioners (or by developers in their behalf)
of the main and connections described in subparagraph (b)y
each individual owner having a connection made for service
from the District will be required to pay a connection fee to
the district, at the time of the making of each domestic
water connection on the 10 lots to be included in the plat of
Chesterfield First Addition, in the amount of $350.00 for cac}1
single family water service and $700:00 for eacn duplex water
service. Said connection fees in thE amounts stat;ed are
hereby determined and established as the equalizin.g fee to be
paid by that portiort of the annexed lands to be platted in
Chesterfield First Addition.
f) For each connection referred to in subparagraph e)
tne actual cost of the connection and the connection fee
specified shall be paid in advance before the connection may be
made.
g) Petitioners shall pay all costs of these pr.oceedings,
including filing f ees, publication fees, recording fees and
attorney's fees relating to these proceedings and to the
proceedings before the Spokane County Boundary Reviei,T Board,
as a condition precedent to this order bccoming ef:f:ective.

All of said costs shall be paid'before any of the lands
herein described, including the lands to be platted in
Chesterfield First Addition, shall be entitled to receive water
service. h) Effective upon the installation of said main and
connections as referred to in subparagraph b) and the payment
of said costs as referred to in subparagraph g), the lands
hereinafter described shall be a part of the distxict, subject
to the same obligations, assessments and charges and entitled to
the same rights as lands already in the district, subject to the
conditions of this order (including the provision that only those
lots included in the plat of Chesterfield First Addition shall
be entitled to water service under the conditions of this ordex
~ and until subseQuent determinations have been made) and subject
to the provision that the district shall not be required at
any time to increase its mains for thE purpose of.providing
greater quantities and pressure of water to said lan.ds than
may be furnished through the main to be installed by the
petitioners as referred to in subparagraph b), and with the
further provision that said lands shall not be subject to
assessment on an acreage basis for irrigation water ser.vice
inasmuch as all water to be received by said lands wil.l be-
metered and paid for at domestic water rates. Such rates
" shall be as established by the district for service generalJ.y
throughout the district.
i) That said lands herein described shall be entitled _
only to water service from the district and no other service,
~ it being understood that the district will not be responsible
for furnishing or providing any service other than water

FINDINGS AND ORDER
A. I NTRODUCT ION
This matter having come before the Examiner Committee on November 30, 1978,
and the members of the Committee present being Kenneth Kennedy, Chairman,
Abby Byrne, and Ted McCoury.
B. PROPOSAL
The sponsor, Robert A. Bonuccelli, is requesfiing approval of a preliminary
plat and zone change PS-1240-78, Chesterfielf First Addition, and ZS-153-78,
Agricultural to Single Family Residential for subdivision of 3 acres into 10 lots
for single family dwellings and there being present, the following applicant or
representatives :
C. FINDINGS OF FACT
.
1. That the existing land use in the area is vacant and residential land.
2. That the Comprehensive Plan designates this area as residential use
classification.
3. That the existing zoning of fihe property described in the application is
Agricultural.

4. That the provisions of RCW 43.21C (The Sfiate Environmental Policy Act)
have been complied with.
5. That the proper legal requirements for advertisement of the Agenda Item
have been fulfilled.
6. That the land in this area is suitable for the proposed use, or uses within
the proposed Zone Classification.
7. That the proposed use is compatible with existing uses in the area.
8. The Hearing Examiner Committee finds the proposed use is detrimental to
the general purpose or otherwise harmfull to the public health, safety, and
welfare.
D. SPECIAL CONDITIONS OR CONTIGENCIES APPLICABLE TO THIS
SUBDIVISION APPROVAL:
1. That the plat be designated as indicated on the preliminary plat of
record and/or attached sheets as noted.
2. That a statement be placed in the dedication to the effect that no
more than one dwelling structure be placed on any one lot, nor shall
any lot be further subdivided for the purposes of creating additional
lots or building sites without filing a replat.
3. That the plat provide for right of way width for streets as indicated
on the preliminary plat of record.

4. That appropriate provision be made that the following described
property be held in trust until the continuation of the streets be
dedicated or deeded: A 1' strip at the ends or edges of all streets
that terminate or border the plat boundary. (Temporary cul de sacs
are required when streets terminate at the plat boundaries. )
5. That appropriate street names be indicated.
6. That appropriate utility easements be indicated on copies of the
approved preliminary plat for distribution to the Planning Department
and the uti I ifiy companies. Written approval of the easements by the
utility company must be received prior to the submittal of the final
plat.
7. That the plan for water facilities adequate for fire protection be
approved by the water supplier and fire protection district. Said
water plan must also have been approved by the appropriate health
authorities. The health authorities, water supplier (purveyor), and
fire protection district witl certify, prior to the filing of the final
plat, on the face of said water plan that the plan is in conformance
with their requirements and will adequately satisfy their respective
needs. Said water plan and certification will be drafted on a
transparency suiCable for reproduction.

The purveyor will also certify prior to the filing of the final plat on a
copy of said water plan that appropriate contractual arrangements
have been made with the plat sponsor for construction of the water
system, in accordance with the approved plan, and in accordance with
a time scheduie. The time schedule will provide, in any case, for
completion of the water system and inspection by the appropriate
health authorities prior to application for building permits within the
plat. The contractual arrangements will include a provision holding
Spokane County and the purveyor harmless from claims by any lot
purchaser refused a building permit due to the fai{ure of the plat
sponsor to satisfactorily complete the approved water system.
The plat dedication will contain a statement to the effect that the
public water system as approved by County and State Health
authorities and the local fire district and purveyor will be installed
within this plat, and the subdivider will provide for individual ;
domestic water service as well as fire protection to each lot prior to '
sale of each lot. ,
8. That a certificate of title be furnished the Planning Department prior
to the filing of the final plat.
9. That the preliminary plat be given conditional approval to
December 1, 1979.

10. That a declaration of Non-Significance be issued, in accordance with
Section 11.15.340 of the Spokane County Environmental Ordinance
(SCEO) prior to approval of this recommendation by the Board of County
Commissioners, or that any approving action in accordance with
SCEO 11.15.340.
NOTE: The official file contains an environmental checklist for the
proposal and a staff review of their checklist as required by
WAC 197-10-320.
11. That conditional approval of the plat is given subject to the dedication of
right of way to the public and approval of the road system in the plat
by the County Engineer.
12. That plans, profiles, and cross sections showing proposed street
centerline and curb grades be submitted to the County Engineer for
approval prior to construction and the fiting of a final piat.
13. The drainage plans and design calculations showing the grades and
alignment of drainage facilities be submitted to the County Engineer for
approval prior to construction and the filing of a final plat.

14. Construction within the proposed public streets and easements shall be
performed under the direct supervision of a licensed land surveyor, who
shall be responsible for perpetuating all evidence of the location of
survey monuments which may be distrubed during construction and who
shall furnish the County Engineer with "As Built" plans and a certificate
in writing that all improvemenfis were installed to the lines and grades
shown on the approved construction plans and that all disturbed
monuments have been replaced.
15. No construction work is to be performed with the Public Right of Way
until a permit has been issued by the County Engineer. All work is
subject to inspection and approval by the County Engineer.
16. All construction within the Public Right of Way is to be completed prior
to filing the final plat or a bond in the amount estimated by the County
Engineer to cover the cost or construction of improvements, construction
certification, "As Built" plans, and monumenting the street centerlines,
shall be filed with the County Engineer.
17. That a name be indicated before the final plat is filed; such name to be
approved by the County Assessor and the Planning staff.
18. That each lot be authorized for the use of individual on-site sewage
disposal systems.

19. Prior to filing of the final plat, the sponsor shall present evidence that
the plat lies within the recorded service area of the proposed water
district.
Special Conditions
20. That the provisions of SEPA'S NOTICE OF ACTION pursuant to
43.21C.080 RCW and the Board of County Commissioner's Resolution
No. 77-1392 be accomplished by the project applicant within thirty (30)
days of formal action by the Board of County Commissioners, with
regard to the preliminary plat approval; as instructed by the Planning
Department staff.
21. That upon filing of the finai plat, the zoning be reclassified to Single
Family Residential.
22. That the project sponsor may not be notified by the Hearing Examiner 4
Committee of the need to request an extension of time for the renewal of

any preliminary plat approval, t
23. That the Hearing Examiner Committee sustain the issuance of a proposed
Declaration of Non-Significance and recommends issuance of a final
Declaration of Non-Significance.
24. That a public water system serviced by Model Irrigation District #18,
and including fire flows, serve each lot prior to the sale of the lot.

25. That an on-site sewage management system be created and approved by
the Health Office prior to the signing of the final plat, if more than a
total of 35 dwelling units are authoriZed within the plat.
26. That final construction plans for on-site storm drainage facilities be
reviewed and approved prior to filing of the final p{at by the County
Utilities Engineer and the County Health District.
27. That the plat dedication contain a statement to the effect that the use of
private welis in the piat is prohibited unless approved by the owner of
the public domestic use water system serving the plat.
28. That access permits be required for driveway approaches from the
County Engineer.
29. That all roads within the plat be curbed and paved to the specifications
of the County Engineer. Existing County roads providing direct access
to lots of the plat shall be paved and curbed to the standards of the
County Engineer.
30. A statement to be placed in the dedication prohibiting direct access from
lots to Pierce Road.
31. That 30 feet additional right-of-way be dedicated along Pierce Road.

32. That cul-de-sacs within the plat have at least a 50 foot radius.
33. That the developer meet with residents of Pierce Road in trying to form
an R I D along that road.-

The Hearing Examiner Committee, pursuant fio the aforementioned, finds that
the application of Robert A. Bonuccelli for a preliminary plat, Chesterfield
First Addition and a zone change as described in the application should be
approved.

2. Topography, soils and water:
a. This project lies in a gently rolling area west of Pierce Rd. and 37th.
Local drainage ways are insignificant. It is located over the Spokane
Valley Aquifer.
b. Surface soils are classed as Springdale gravelly sandy loam with
0 to 7% slopes. They have a septic tank filter field limitation of slight
with possible contamination of groundwater.
c. Geologically the soils are glaciofluvial deposits; stream-laid sand and
gravel; contains some boulders in places; includes some undifferentiated
glacial deposits. The lower terrace remnants have probably been reworked
by streams. These geologic structures yield moderate to very large
amounts of water.

d. The data from public and prinate wells in the area shows the wells are
60 to 220 feet deep and have static water levels varying from 48 to
127 feet below the surface. The Model Irrigation District #18 has in-
dicated that it can supply domestic use water for the plat upon com-
pletion of agreements with the developer.
3. Impact discussion:
a. The plat sponsor has proposed 10 lots on 3 acres with a tppical lot size
of 80 by 125 feet. Each lot is to be served by a public water system
and its individual on-site sewage dipsosal system. This raises the
question of significance of the impact on the groundwater in the area and
possible alternatives for sewage disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd considered
typical soils, natural and sewage disposal recharge to the groundwater,
and the effect of continued urban development in the Spokane River
Valley upon the quality of the groundwater. In summary, he concluded that:
1. In normal precipitation years subsurface disposal of sewage
treatment effluent does reach and recharge the groundwater.
2. All the dissolved salts in sewage effluent will be carried to the
groundwater. However, bacteria and detergents (phosphate portion) are
mostly removed by the deep soil layer above the groundwater and "minor
dissolved constituenta such as phosphates, which are known to react
with soil particles or nitrates, which are taken up by plant roots"
will be less than the total found in septic tank effluents.
3. "The calculated results at the downstream end of groundwater flow
line indicate that the maximum range of (dissolved) solids concen-
tration expected at present (1975) is up to 93 mg/1 (milligrams
per liter) above the natural groundwater background 155 mg/1. The
forecast year 2020 maximum incremental concentration is 101 mg/1
above the natural background." "The analytical results of the
forecast impact of year 2020 when compared with the present impact,
both measured in terms of leachate volume and dissolved solids
concentration, indicate that the present impact on groundwater
quality is already a substantial proportion of the ultimate level."
c. Currently, results of chemical analysis show the total nitrogen content of
the groundwater as in the range of 1.3 ppm. A projected incremental increase
using Dr. Todd's expected 8.6 percent would result in a range of 1.4 ppm,
Current Federal and State drinking water standards permit up to 10 ppm.
d. Alternative sewage disposal methods that would not recharge the ground-
water have the following general characteristics:

1. Collector and central treatment systems discharging to surface
waters would require at least tertiary treatment and perhaps more
to obtain a permit for the discharge from the Department of Ecology.
These systems are noC currently economically available for this
proj ect .
2. Sealed systems, whether individual or community, depend on evapor-
ation for liquid removal. These systems require more land area
than a conventional subsurface drainfield. Some, such as lagoons,
have safety hazards associated with them and relatively poor com-
munity acceptance. Land installation and operational cost are
generally more expensive than those for septic tanks and drainfields.
4. Reconunend that :
~ a. The final plat shall be designed as indicated on the preliminary plat
o f recor d an d/or a t tac he d s hee ts as no te d.
. Appropriate utility easements shall be indicated on copies of the pre-
liminary plat of record for distribution by the Planning Department to
the utility companies, County Engineer and Spokane County Health District.
Written approval of the easements by the utility company must be received
prior to the submittal of the final plat. (NOTE: The first sentence
is superfluous if the easements are shown on the preliminary map
as required by Ordinance Chapter S and 6.)
V/c. Drainage plans and design calculations showing the grades and alignment
of drainage facilities shall be submitted to the County Engineer and
Spokane County Health District for approval prior to construction and
the filing of the final plat.
yd. The dedicatory language of the plat will state that each lot is authorized
the use of an individual on-site sewage disposal system.
e. Prior to filing of the final plat, the sponsor shall present evidence
that the plat lies within the recorded service area of the water system
proposed to serve the plat. The dedicatory language on the plat shall
state: "Use of private wells and water systems is prohibited."
~ f. The plat dedication will contain a statement to the effect that: "The
public water system as approved by County and State Health authorities
and the local fire district and purveyor will be installed within this
plat, and the subdivider will provide for individual domestic water
service as well as fire protection to each lot prior to sale of each lot."

Dear Sir:
This letter is written to you concerning the availability from Model Irrigation
District of domestic water service to the lands included in the preliminary
plat of Chester Field First Addition.
The lands in Chester Field First Addition are not presently within the boundaries
of Model Irrigation District or entitled to water service from the district.
However, these lands are a part of a block of lands totalling 5.66 acres for
which annexation proceedings presently are pending before the district and
concerning which the district's directors, subject only to appropriate arrange-
ments being worked out and the annexation proceedings being properly completed,
are tentatively in favor of annexation.

A petition for the annexation of the lands of which Chester Field First Addition
is a part now is being filed with the district and the district then will file
the necessary petition with the Spokane County Boundary Review Board and upon
approval by the Spokane County Boundary Review Board statutory proceedings for
annexation will be held by the district. The annexation and the actual furnishing
of water service will depend upon appropriate arrangements being worked out in-
cluding provision for the landowners to install all mains needed to extend water
service to and within the annexed lands and to pay whatever annexation fee is
established by the district. From preliminary discussions, all of these matters
are agreeable to the landowners and will be accomplishe and it is anticipated
therefore that in due course there will be 4 completio f an, ation proceedings
and that said lands will be entitled to water-servic,e om th district.

1. Septic Tanks - 1'his method is the most commonly accepted
practice in the Spokane Valley. In fact 1/3 of the homes
in the United States are treated by this method.
2. Treatment Plant -This plat is too small in size to be
economically feasible to install sewer lines, manholes,
treatrrient plant and drainfield. A treatment plant needs
approximately 100 homes to reach the break even point on
the 0.&M, agreement costs with Spokane County.

3. Lagoon - This plat doesnlt have the additional land
reauired for a lagoon. Also the odor which may occur
would be objectionable to this plat and the surrounding
properties.
Since the County doesntt have a comprehensive sewer plan for this
area, alternate #2 is not feasible.
The most feasible and economical method is with individual septic
tanks and drainfields.
