A. Location - Sexton's Addition is situated in the Spokane Ualley at the southeast corner of 4th Avenue and Long Road B. Proposal - 9 4 acres subdivided into 30 lots for single family use - Typical lot frontage = 80 ft. - Typical lot size = 80' x 130' (10,400 sq ft ) - Lots per gross acre = 3.19 lots per gross acre C. Relationship to the Comprehensive Plan - The approved map of the Comprehensive Plan indicates residential usage of this area, as well as all nearby surroundinq lands, with no density designation. D. Land Use Anal,ysis 1 - Existing Land Uses . - The proposed site currently contains one residence with the remainder of the property used as pasture Generally speaking, the site in question is surrounded by 2.5 to 5 acre parcels that contain rural residential uses and pastureland. - Directly north of the proposal, across nth Avenue,is the new Greenacres Elementary School which is slated to open in the next few weeks - Northwest of Sexton's Addition, near Spraaue Avenue and Long Road, are single family residences within a couple of older subdivisions that have a lot density of approximately 18,000 sq.ft. - Approximately 1/4 mile to the west of Sexton's Addition is the Apple Valley Estates subdivisions which are mobile home plats Nearly all lots within these plats are occupied by mobile homes It should be noted that residential mobile home uses are found on segregated parcels in the area between Apple Valley Estates and Sexton's Addition - To the northeast of the proposal there are three residential subdivisions with an average lot size of 13,500 sq ft., Moen Addition, Moen lst Addition and Windy Addition. 2 Compatibility with Existing Land Uses - The preliminary plat as presented calls for single family lots with a typical lot size of approximately 10,400 sq.ft. In general the immediate area is rural residential in nature with 2 5 to 5 acre parcels. Surrounding property which has been subdivided contains lots ranging from 13,500 sq.ft to 18,000 sq.ft. in size - 6A - STAFF ANALYSIS - October 27, 1978 SEXTON'S ADDITION GENERPL INFORMATION (Contd.) - Sexton' s Additi on woul d be cons istent vrith the new Greenacres E1 ementary School Traditionally, urban density developments have tended to locate in the immediate vicinity of school facilities. - At the present, there would appear to be no potential conflicts arising between this single family residential development and the residential mobile home developments to the west However, should the two areas develop further, it can be expected that land use conflicts could arise between the two uses. II SPECIAL INFORMATION A. Circulation - The County Road Engineer has examined the proposed preliminary plat and reports that the circulation pattern as shown is acceptable. However, he is requesting that the applicant dedicate an additional 10 feet of right- of-way along Long Road and 4th Avenue. The preliminary plat map indicates that the applicant intends to meet this condition The road Engineer has recommended other conditions that appear at the end of this analysis B Sewage Disposal - The applicant's engineer has prepared an analysis of alternative sewage disposal means; including on-site septic tank disposal, community septic tank disposal, and corrununity package treatment plant disposal. For economic reasons, and to provide the most realistic alternative, the applicant's engineer feels on-site septic tanks should be utilized. The Spokane County Health District has authorized the use of individual on-site sewage systems for each lot within the plat. The District states that an on-site sewage management system should be created and approved by their office prior to the signing of the final plat if more than a total of 32 dwelling units are authorized within the plat. The plat is situated over the Spokane Valley Aquifer and the Health District in their examination of the possible impact on groundwater quality from this proposal have the following comments• Impact Discussion - a The plat sponsor has proposed 30 lots on 9 4 acres with a typical lot size of 80 by 130 feet. Each lot is to be served by a public water system and its individual on-site sewage disposal system This raises the question of significance of the impact on the groundwater in the area and possible alternatives for sewage disposal. b• In the course of the conduct of the Army Corps study, Dr Todd considered typical soils, natural and sewage disposal recharge to the groundwater, and the effect of continued urban development in the Spokane P,iver Ualley upon the quality of the groundwater. In summary, he concluded that: l. In normal precipitation years subsurface disposal of sewage treatment effluent does reach and recharge the groundwater. -6B- STAFF ANALYSIS - October 27, 1978 SEXTON'S ADDITION II SPECIAL INFORMATION (Contd.) 2. All the dissolved salts in sewage effluent will be carried to the groundwater. However, bacteria and detergents (phosphate portion) are mostly removed by the deep soil layer above the groundwater and "minor dissolved constituents such as phosphates, which are known to react with soil particles, or nitrates, which are taken up by plant roots," will be less than the total found in septic tank effluents. 3. The calculated results at the downstream end of groundwater flow line indicate that the maximum range of (dissolved) solids concentration expected at present (1975) is up to 93 mg/1 (milligrams per liter) above the natural groundwater background of 155 mg/1. The forecast year 2020 maximum incremental concentration is 101 mg/1 above the natural background. - - - The analytical results of the forecast impact of year 2020 when compared with the present impact, both measured in terms of leachate volume and dissolved solids concentra- tion, indicate that the present impact on groundwater quality is already a substantial proportion of the ultimate level. c Currently, results of chemical analysis show the total nitrogen content of the groundwater as in the range of .52ppm A projected incremental increase using Dr. Todd's expected 8.6 percent would result in a range of ,58 ppm Current Federal and State drinking water standards permit up to 10 ppm. d Alternative sewage disposal methods that would not recharge the groundwater have the following general characteristics. . l. Collector and central treatment systems discharging to surface waters would require at least tertiary treatment and perhaps more to obtain a permit for the discharge from the Department of Ecology These systems are not currently economically avallable for this project. 2• Sealed systems, whether individual or community, depend on evapora- tiun for liquid removal. These systems require more land area than a conventional subsurface drainfield. Some, such as lagoons, have safety hazards associated with them and relativeTy poor community acceptance. Land, installation and operational cost are generally more expensive than those for septic tanks and drainfields. C Drainage - The County Utilities Engineer reports that the preliminary storm drainage plan submitted by the applicant indicates that on-site storm drainage provisions will adequately handle surface water runoff However. final construction plans should be reviewed and approved prior to the final plat filing D Water Supply - The Proposal is located within the recorded service area of Consolidated Irrigation District #19 - The District advises the staff that adequate system capacity, and a deslre on their part to serve, exists for the provision of water for domestic, fire and irrigation uses. -6C- . E Fi re Protecti on - The proposal is situated within the recorded service area of Fire Protection District #1 - The Fire District staff requests that the Hearing Examiner Committee require mains and hydrants of sufficient size for fire protection as a condition of final plat approval The District also requests that they be allowed to review and approve final construction plans F Schools - Proposal lies within the boundaries of Central Valley School District #356 As was mentioned previously, the new Greenacres Elementary School is located at 4th Avenue and Long Road. The School District staff has reported that this new facility is scheduled to open in the very near future. G Parks - The report "Planning for Parks" (revised 1976) indicates that the proposal is located in the Greenacres #5 neighborhood This neighborhood does not currently contain a park The report further indicates that as the neighbor- hood develops, a 16 acre community park would be required to serve the ne4ds of the neighborhood. The park would be located in conjunction with a proposed junior high school H Unique Environmental Features - The county survey has not revealed any unique environmental features in this a rea . I Cultural Resources - The staff reports that this area does not have any significant cultural resources. III ZONING ANALYSIS A. Existinq Zoninq - The proposed site and all adjacent property is currently zoned Agricultural. To the northeast of Sexton's Addition in Moen lst Addition and Windy Addition, Single-Family zoning is found. Two-Family Residential zoning occurs in Moen Addition. West of Sexton's Addition, in the Apple Valley Estates Subdivisions and surrounding area, Residential Mobile Home zoning has been approved. 6 Compatibility of Proposed Zoning with Existing Conditions - The applicant has proposed Single-Family Residential zoning in Sexton's Addition Given the preliminary plat and its land uses as proposed, as well as the Single and Two-Family Zoning occurring to the northeast, it would be appropriate to upgrade the zoning to Single-Family Residential should the plat be approved. - 6D - . > , STAFF ANALYSIS - October 27, 1978 SEXTON'S ADDTTION IV ENVIRONMENTAL REVIEW - An Environmental Checlclist was submitted by the sponsor and has been reviewed by the Planning staff. No significant adverse environmentalimpacts were judged to exist - Slight adverse environmental impacts were identified on the checklist in the following categories earth, air, water, flora, noise, light and glare, land use, population, housing, transportation/circulation, public services and utilities - The Planning Director issued a proposed Declaration of Non-Significance and it was circulated to other agencies of jurisdiction. V. CONDITIONS If approval is granted, the following conditions are recommended. GENERAL INFORMATION. A Location - Sexton's Addition is situated in the Spokane Valley at the southeast corner of 4th Avenue and Long Road. B. Proposal - 9.4 acres subdivided into 30 lots for single family use - Typi cal 1 ot frontage = 80 ft. - Typical lot size = 80' x 130' (10,400 sq ft ) - Lots per gross acre = 3 19 lots per gross acre C Relationship to the Comprehensive Plan - The approved map of the Comprehensive Plan indicates residential usage of this area, as well as all nearby surrounding lands, with no density designation D Land Use Analysis l. - Existing Land Uses - The proposed site currently contains one residence with the remainder of the property used as pasture. Generally speaking, the site in question is surrounded by 2.5 to 5 acre parcels that contain rural residential uses and pastureland - Directly north of the proposal, across nth Avenue,is the new Greenacres Elementary School which is slated to open in the next few weeks - Northwest of Sexton's Addition, near Spraaue Avenue and Long Road, are single family residences within a couple of older subdivisions that have a lot density of approximately 18,1000 sq.ft. - Approximately 1/4 mile to the west of Sexton's Addition is the Apple Valley Estates subdivisions which are rrobile home plats Nearly all lots within these plats are occupied by mobile homes. It should be noted that residential mobile home uses are found on segregated parcels in the area between Apple Valley Estates and Sexton's Addition - To the northeast of the proposal there are three residential subdivisions with an average lot size of 13,500 sq.ft , Moen Addition, Moen lst Addition and Windy Addition. 2. Compatibility with Existing Land Uses - The preliminary plat as presented calls for single family lots with a typical lot size of approximately 10,400 sq.ft. In general the immediate area is rural residential in nature with 2 5 to 5 acre parcels. Surrounding property which has been subdivided contains lots ranging f rom 13,500 sq ft. to 18,000 sq.ft in size. - 6A - STAFF ANALYSIS - October 27, 1978 SEXTON'S ADDITION GEyEUL INFORMATION (Contd.) - Sexton' s Addi ti on woul d be cons istent aii th the new Greenacres El ementary School Traditionally, urban density developments have tended to locate in the immediate vicinity of school facilities. - At the present, there would appear to be no potential conflicts arising between this single family residential development and the residential mobile home developments to the west However, should the two areas develop further, it can be expected that land use conflicts could arise between the two uses II SPECIAL INFORMATION A. Circulation - The County Road Engineer has examined the proposed preliminary plat and reports that the circulation pattern as shown is acceptable. Hoarever, he is requesting that the applicant dedicate an additional 10 feet of right- of-way along Long Road and 4th Avenue. The preliminary plat map indicates that the applicant intends to meet this condition The road Engineer has recommended other conditions that appear at the end of this analysis B Sewage Disposal - The applicant's engineer has prepared an analysis of alternative sewage disposal means; including on-site septic tank disposal, community septic tank disposal, and corrununity package treatment plant disposal. For economic reasons, and to provide the most realistic alternative, the applicant's engineer feels on-site septic tanks should be utilized. The Spokane County Health District has authorized the use of individual on-site sewage systems for each lot within the plat. The District states that an on-site sewage management system should be created and approved by their office prior to the signing of the final plat if more than a total of 32 dwelling units are authorized within the plat The plat is situated over the Spokane Valley Aquifer and the Health District in their examination of the possible impact on groundwater quality from this proposal have the following comments: Impact Discussion a. The plat sponsor has proposed 30 lots on Q 4 acres with a typical lot size of 80 by 130 feet. Each lot is to be served by a public water system and its individual on-site sewage disposal system. This raises the question of significance of the impact on the groundwater in the area and possible alternatives for sewage disposal. b. In the course of the conduct of the Army Corps study, Dr. Todd considered typical soils, natural and sewage disposal recharge to the groundwater, and the effect of continued urban development in the Spokane P,iver Valley upon the quality of the groundwater. In summary, he concluded that: l. In normal precipitation years subsurface disposal of sewage treatment effluent does reach and recharge the groundwater. - 6B - STAFF ANALYSIS - October 27, 1978 SEXTON'S ADDITION II SPECIAL INFORMATION (Contd.) 2. All the dissolved salts in sewage effluent will be carried to the groundwater. However, bacteria and detergents (phosphate portion) are mostly removed by the deep soil layer above the groundwater and "minor dissolved constituents such as phosphates, which are known to react with soil particles, or nitrates, which are taken up by plant roots," vjill be less than the total found in septic tank effluents. 3. The calculated results at the downstream end of groundwater flow line indicate that the maximum range of (dissolved) solids concentratlon expected at present (1975) is up to 93 mg/1 (milligrams per liter) above the natural groundwater background of 155 mg/1 The forecast year 2020 maximum incremental concentration is 101 mgJl above the natural background - - - The analytical results of the forecast impact of year 2020 when compared with the present impact, both measured in terms of leachate volume and dissolved solids concentra- tion, indicate that the present impact on groundwater quality is already a substantial proportion of the ultimate level. c. Currently, results of chemical analysis show the total nitrogen content of the groundwater as in the range of 52ppm A projected incremental increase using Dr. Todd's expected 8 6 percent would result in a range of .58 ppm Current Federal and State drinking water standards permit up to 10 ppm. d. Alternative sewage disposal methods that would not recharge the groundwater have the following general characteristics. 1 Collector and central treatment systems discharging to surface waters would require at least tertiary treatment and perhaps more to obtain a permit for the discharge from the Department of Ecology. These systems are not currently economical]y available for this project 2• Sealed systems, whether individual or community, depend on evapora- tiun sor liquid removal. These systems require more land area than a conventlonal subsurface drainfield. Some, such as lagoons, have safety hazards associated with them and relatively poor comnunity acceptance. Land, installation and operational cost are generally more expensive than those for septlc tanks and drainfields. C Drainaqe - The County Utilities Engineer reports that the preliminary storm drainage plan submitted by the applicant indicates th6t on-site storm drainage provisions will adequately handle surface water runoff However. final construction plans should be reviewed and approved prior to the final plat filing D Water Supply - The Proposal is located within the recorded service area of Consolidated Irrigation District #19 - The District advises the staff that adequate system capacity, and a desire on their part to serve, exists for the provision of water for domestic, fire and irrigation uses. - 6C - STAFF ANALYSIS - October 27, 1978 SEXTON'S ADDITION II. E Fire Protection - The proposal is situated within the recorded service area of Fire Protection District #l. - The Fire District staff requests that the Hearing Examiner Committee require mains and hydrants of sufficient size for fire protection as a condition of final plat approval The District also requests that they be allowed to review and approve final construction plans F Schools - Proposal lies within the boundaries of Central Ualley School District #356 As was mentioned previously, the new Greenacres Elementary School is located at 4th Avenue and Long Road The School District staff has reported that this new facility is scheduled to open in the very near future. G. Parlcs - The report "Planning for Parks" (revised 1976) indicates that the proposal is located in the Greenacres #5 neighborhood This neighborhood does not currently contain a park The report further indicates that as the neighbor- hood develops, a 16 acre community park would be required to serve the needs of the neighborhood. The park would be located in conjunction with a proposed junior high school H. Unique Environmental Features - The county survey has not revealed any unique environmental features in this area I Cultural Resources - The staff reports that this area does not have any significant cultural resources III. Compatibility of Proposed Zo ning with Existing Conditions - The applicant has proposed Single-Family Residential zoning in Sexton's Addition Given the preliminary plat and its land uses as proposed, as well as the Single and Two-Family Zoning occurring to the northeast, it would be appropriate to upgrade the zoning to Single-Family Residential should the plat be approved - 6D - STAFF ANALYSIS - October 27, 1978 SEXTON'S ADDITION IV. The CID Water District has indicated that it can supply dAmestic use water for the plot upon completion of agreements with the developer. 3. Impact discussion. a. The plat sponsor has proposed 30 lots on 9.4 acres. Each lot is to be serded by a public water system and its individual on-site sewage disp- osal systenc. This raises the qttestioan of significance of the impact on the groundwater in the axea and possible alternatives £or secaage disposal. b. In the course of the cond~~t of the Axmy Coxps study, Dr. Todd considered typical soils, natural and sewage disposal recharge to the groundcyater, and the ~ffect of ~ontinued urban development in the Spokane River Valley upon the quality of the groundwater. In summary, he concluded that: (1) In nmrmal precipitation years subsurface disposal of sewage treatment ef£luent does reach and recharge the groundwater. (2) All dissolved salts in sex3age effluent will be carried to the grmauncicvater. PROFESSIONAL CIVIL ENGINEERS & LAND SURVEYORS Ju ly 18, 1978 SEXTONS ADDITION Preliminary Plat Sewer Feasibility Study Location, Topography, Soi ( and Water This project lies in the Spokane Valley at the southeast corner of Long Road and 4th Avenue in Block 28 of Corbin Addition to Greenacres in the NE 1/4 of Section 19, Township 25 North, Range 45 East, W.M., Spokane County, Washington. The land is flat and open with no peculiar topographic features. The soil is classified by the Soil Conservation Service As Garrison Gravelly Loam (GgA). This area is served with water by Consolidated Irrigation District. Scope of Proj ect This proposal involves the subdivision of 9.4 acres into 30 single family lots, eoch of approximately 11,500 square feet. Sewerage Alternatives Following is a brief analysis of three alternative means of sewage disposal for the project: Individual on-site sewage disposal systems (septic tank-drainfield) This type of sewage disposal would involve the installation of 30 individual septic fionk-drainfield systems. The per unit cost of this system, based on• (1) a 50 year life; (2) drainfield replacement after 25 years; (3) pumping septic tanks at 4 year intervals, and (4) inspection at 2 year intervals, is estimated to be $5,850/lot. This includes all installation and maintenance costs for the 50 year period at todays dollar value. The positive aspects of this type of sewage treatment for this project are: (1) low initial installation cost, (2) dispersal of sewage treatment effluent over a wide-spread area. (n our opinion the danger of ground water pollution is increased, in this type of gravelly soil condition, by methods which concentrate effluent discharge; (3) relatively low maintenance cost and low rate of failure. cont..... Sewage effluent would be piped from each tank through a collector system to a community drainfield. The per unit cost of this system based on (1) a 50 year (ife; (2) drainfield replacement after 25 years; (3) pumping septic tanks at 2 year intervals and (4) inspection at 1 year intervals, is estimated to be 57,675/1ot. This again includes al) installation and mainten- ance costs for the 50 year period at todays dollar value. The positive aspects of this type of sewage treatment for this project are• (1) low initial installotion cost; (2) relatively moderate maintenance costs. One negative aspect of this type of system is the concentrafiion of sewage effluent discharge. This is of major concern in the Spokane Valley at this time and, as stated above, it is our opinion that the danger of ground water pollution is increased by this type of system. Package fireatment plant This type of sewage disposal would involve the installation of o smalf package treatment system serving 30 lots. Raw sewage would be piped from each house to a central site where it would be treated, with effluent discharged into a drainfield system. The per unit cost of this system based on: (1) a fifty year life and (2) continua) maintenance by a municipal operating entity, is estimated to be $15, OOO/Iofi. A I I costs were aga i n computed for th e enti re 50 year period at todays dol lar va lue. The positive aspects of this type of system are: (1) possible future connecti on to a centra I sewer system, (2) I ess homeowner ma i nten- ance worries than other systems. Negative aspects are: (1) Concentration of sewage effluent discharge. Local experience has been that typical smal) treatment plants don't provide effluent quality significantly higher than that of fihe other systems herein discussed. Plat Sewer Feas. Study Maintenance of this type of system has proven to be much higher than the individual on-site system. It is also estimated to be higher than the community drainfield system although actual comparisons are not yet available as the community drainfield is o new concept (at least locally). Genera I Comments Concerni ng These and Other Types of Sewage Treatment Sysfiems. The success of the individual on-site treatment system in the Spokane Valley as measured by its low rate of fai lure and therefore low maintenance cost and long drainfield life makes its economic feasibility unquestionable. Large and sma I I developments a I i ke show the same cost compari sons. The ground water pollution problem is, of course, a serious concern to all people in the Spokane area. None of the systems considered herein guarantees that pollution of ground water won't occur. Ofiher alternative sewage disposal methods such os central systems discharging to surface waters would not be permitted by the Department of Ecology without afi least tertiary treatment. These systems are not economically feasible for projects of this size. Logoons and other types of sealed systems depend on evaporation for liquid removal. Individuol systems of the sealed type haven't yet proved workable in this climate. Larger ones such as lagoons have poor community acceptance and unrealistic land area requirements for smaller subdivisions such as this. Conclusions and Recommendation Economic, governmental, and community cacceptance considerations limit the choice of sewage treatment systems to the three evaluated by this study. Economic analysis of the fihree considered systems favors the individual on- site method. Ground water pollution danger is the other major consider- ation. In our opinion the individual on-site method will provide (ess ground water pol (ution potentia) than wi II the other methods.
