Gentlemen:
This letter is to request the zone change
from local business to commercial of the property
at E. 17$03-09 Appleway, areenacres, legally
described as: Lot 229 Block 18 of Corbin Addn,
to Greenacres.
The intended use of the property is for a
carpenter shop and general contractors office.
The subject property has been in use for a
number of years as an auction barn (non-conforming
use) an.d the use of it as a carpetter shop wi.ll be
more in keeping with other uses in the area.
Adjacent property is presently zoned commercial
so this change will be in conformance with
adjacent zoning.
In requesting this cha.nge I am acting on
behalf of Daniel R. & Dorothy F. Thomas, present
owners of the property and it is Mr. Thomas'
carpentry business that will occupy the property,

On july llth, 1974, the County Commissioners acted
to establish a commercial zone on the West 121' of Tract 23 and a local business zone on Tract 22. Tract 22 has comm-
ercial buildings on it and Mr. Thomas has a commercial use

This letter is a request by Mr. Thomas to the Planning

On July 14, 1972, the Planning Commission consldered a zone change request by
Wa1t Zimmerman which included Tracts 21, 22, and the greater parts of Tracts
23 and 24. Because the applicant offered deflnite plans for just a portion of
the advertised area, only the West 121 feet of Tract 23, Block 18, Corbin Addition
to Greenacres was zoned Commercial. The rest of the advertised area as follows was
zoned Loca1 Busrness - Tracts 21, 22, the East 23.97 feet of Tract 23 except the
North 50.04 feet and Tract 24 excepz zne liorth 50.04 feet.
Since the July hearing, Mr. H. Ray Jenkins, owner of the following described
properties - the East 23.97 feet of Tract 23 except the North 50.04 feet, and
Tract 24 except the North 50.04 feet - has requested the Commission to consider
at the February 9, 1973 hearing hls proposal for Commerclal zoning based on a
specific development proposal.
Therefore, Tracts 21 and 22 would retain tYie Loca1 Business classification unless
an appllcant requested the Commission to consider a speclfic "Commerciat" proposal.
The Commisslon has often expressed the opinion that they would not speculatively
zone properties "Commercial". Therefore, the staff has requested that applicants
furnish detailed plans or descrlptions of the contemplated uses prior to making
appllcation for Commercial zoning.

matter.

While at the meeting July 14th with Mr. Zimmerman who was speaking
for both of us, and since there seemed to be no objections to the
rezoning to commercial, we were under the impression all was well.
I also called the planning office later and was told the zoning
passed as requested, with no word of any conditions nor did I get
a copy of the results.
At the present time hydraulic jacks are being rebuilt in the shop
and it is our wish to expand this operation to cover wholesale and
retail of hydraulic hose, fittings, valves, and complete cylinders,
which would be warehoused and serviced at the same location.

followina conditions:
A. Condztions:
1. Dedication of the Eaat 10 feet of Tract 24 within the advertised
area along Long Road for nght of way.
2. Dedication of a 2 0' radius on- the northwe st corner of Appleway
and Long Road.
3. Installation of access defining barriers acceptable to the County
Engineer along Long Road and Appleway (required upon application
of building permits). This reqw.rement shall be waived if
permanent curb improvements have been installed by the time of
building permit applications.
4. Installatton of fire hydrants in accordance with the requirements
of the Spokane Valley Fire Marshal.
B. Reasons:
1. The advertised properties have been zoned Transient Living since
1958. Because of the contemplated deletion of the Transient
Li.ving Zone from the Spokane County Zoning Ordinance, the
Commission, upon request, has been reclassifying Transient Living
ownerships to more appropnate classifications.
2. After reviewing existing and contemplated land uses within the
advertised area, the Commission is of the opinion that only one of
the properties within the area has a use which would warrant
Commercial zorung. The balance of the properties would be
