Dear Ms. Laga: '
On February 26, 1971, the Spokane County Planning Commission approved
your request for Multiple Family Suburban zoning on a parcel legally
described as follows:
Section 13, Township 25 N., Range 44, E. W. M.
The West 1/2 of Tract 15 of Vera, except the
South 290.4 ft, thereof; the East 1/2 of Tracfi 15 of
Vera, except the South 180 ft. and except the East 66 ft.
The Planning Commission incorporated conditions to allow proper development
of off street parking facilities, adequate landscaping, fire protection, and
regulation of building heights. The Commission also required the following
right of way and bonded improvements prior to resolution (changing of the
zoning map) by the Board of County Comm3ssioners.
1) Dedication and improvement of a 60' R/V1T extending from Sprague
Avenue to the mrth tract line in accordance with the submitted
development plan. (Improvements shall be bonded and will include
sidewalks, curbing, and paving to County standards. )
2) Dedication arrd partial improvement of the North 30' of the advertised
property for R/W. (Improvements shall include adequate provisions
for a turn-around at the proposed N-S street intersection with Main
Avenue extended. )

Planning Commission Recommendation: Approve to Multiple Family Suburban
Zone r subject to the followin4 conditions:
A. Conditions:
Dedication and improvement of a 60' R/'W extending from Sprague
~ Avenue to the north tract line in accordance with the submitted
development plan. (Improvements shall be bonded and will include
si,dewalks, curbing, and paving to County standards.)

for a turn-around-at the proposed N-S street intersection with rMain
Avenue extended.)
3. Off-Street Parkfng - Development.
a) Off-street parking facilities and connectingroadways shall not
occupy any area within 5' of an adjacent Agricultural or
Residential zone outside the apartment project area.
b) A screen, forty-two (42) inches in height shall be provided along
the periphery of any off-street parking facility or connecting
roadways adjoining a re sidential or Agrit;ultural zone, Such
screen shall be constructed of ornamental masonry. The Director
of Planning may approve a planted screen or ornamental fence in
lieu of said ornamental masonry wall.'
c) Any portion of the project which is to be occupied or traveled by
,automobiles shall be maintained in hard surface pav_ing.
d) Parking areas shall be unlighted except that dnveways, walk-
ways, and landscaped traffic islands may be illuminated by
low-intensity lighting on standards 'not exceeding six (6) feet
in height.
ej The design, location, and arrangement of parking stalls and
driveways shall be in accord'ance with standard traffic engineer-
ing practices. Planting strips or landscaped traffic islands may
be required by the Director of Planning for parking lots which
contain more than 20 parking stalls .

4. Landscaping e
A11 land areas not occupied by buildings, parking, and circulation
shall be landscaped, planted, and maintained in appropriate turf and
shrubbery. If the project is developed in stages, this requirement
shall apply as each succeeding area is developed,.
S. Building Heights.
No structure in the project area shall exceed 3 stories in height.
6. Fire Protecti on .
Provisions for fire hydrants shall be made in accordance wfth require-
ments of the Valley Fvre IViarshal.
B. Reasons:
1. The location of the project is, in conformance with the location critena
repeatedly suggested by the Planrung Commission as being appropnate
for high density residential development; namely:
a) Its location on a maj,or arterial (in this case, Sprague Avenue,).
b) Its location on the edge rather than in the interior of a low
density residential neighborhood.
c) Its reasonable proximity to shopping and other community
,facilitie s .
2. The Commissi'on is of the opinfon that the proposed development will
provide an orderly transition between the, Sprague Avenue commercial
properties and the residential development on Valley Way and Main
Avenues. The required site improvements such as landscaping,
lighting, off-street parking development, and building height
limitations will significantly reduce the impact of the development
on surrounding residential properties,
