As I meationed in my pr evious letter, I wanted to make some
further studies of the land area available for a mobile home
park and because of more pressing matteYSat the moment
and for the next two or three months, I will not be able to
submit a complete and revised plan siace it will take considm
erable surveying and redesigning of the subject area.
Mr. Pat Haskins of the James S. Black Company said that
he would notify the interested parties who attended a recent
meeting at the Gun Club to avoid their making plans to be at

Gentlemen:
I have j ust been made aware that there i s some thoug ht be i ng g i ven to a proposed
zone change which would affect the Spokane Gun Club, which would in turn
a I low establ ishi ng tra i ler courts i n the area o Over the past ten weeks, I have been
going to the Spokane Gun Club on Sunday for the Spokesman Review Telephonic
Trap Shoot, and am rather impressed by the rather large turn out at this club each
Sundoy. It is quite apparent that this is a recreational facility that seems to enjoy
ca large use by a I I age groups i n the area.
With the population problems as they are, we of course have to expect extension
of residential areas, however, I am really not certain thct it is proper to expett
presently existing recreational facilities to have to yield to the cancerous growth
of residenticl areas and purticularly one such as a trailer park. I must say, I think
that aesthetically I would find a trailer park more objectionable than a weekend trap
club. It would seem to me that the rather large number of people who use the trap
club, probably exceed the number of people who would reside in the proposed trailer
porks, in that, all these people would be inconvenienced by a move and since there
i s no one yet I i vi ng i n the, proposed tra i l er park no one wou Id be i nconveni e nced .
Therefore, it seems proper that any individual who is interested in developing c
trciiler park work around pre-existing recrectional facilities in the community and not
expect them to have to yield to those individuals interested in developing trailer courts.
I am rather impressed by the neatness of the existing Spokane Gun Club, and it
6erfiainly is not an eyesore either from the land or in flying over in a small plane
which I do quite frequently. On the other hand, I find most trailer courts quite
objectionable from an aesthetic standpoint, and I really think that most of them
should be hidden so fihat nobody canr, see them since they tend to look pretty junky
after only a`few years of operation. I realize this is a rather blank statement, but I
have seldom seen an exception to this, and in fact, I think that the really tidy
Qesthetica I ly appea I i ng tra i ler court is a rare curi osity.

Dear Gentlemen; PLANNING COMMISSION
I would like to take this time to express my interest in the
proposed zone change of the property lying East and West of the S pokane
Gun Club.
Trap and skeet shooting have been a part of this city since the
beginning of the 1900's and before. Many people have been active in
this sport, including past mayors of Spokane and other people of high esteem.
The club was mored to its present site in 1948 because this
land was an ideal location due to the flat grownd and excellent background.
Now that civilization is closing in on this sport, we have to decide
what its future will be1 This sport brings thousands of people to Spokane
annually for registered shoots held on the club grounds, this means
thousands of dollars to S pokane business each year during the shoots. This
is one economic stand point to consider.
Gentlemen, you may feel (as some people do) that the club could
relocate with little trouble, but when the relocated pla.ce becomes important
to realitors, as the present site is, we will be moving again. This moving
could go on forever. This site that the elub is now on is excellent and well
developed. It takes time to build up a club house to the standards that
we now have.
Los Angeles has a gun club that is located in the city. If
it had not been permittedr this right, shooters would have to travel to Barstow,

years and has provided a fine recreational facility for sportsmen from

axap as well. It is one of the finest gun club facilities in the IInited
Sta.tes.
Once before in the late 1940's the Spokane (3un Club was faced with ~
encroaching population densitp and after much thought, effort and expense,
relocated their facility far away from population density in the Spokane
Valley in order to avoid f'utture problems. Their present location which they
acquired in 1948 is one of the few ideal locations for such a facility, and
the investment o.f the Spolcane Gun Club and its members in this facility is
substantial. ~
It seems to me that there is considerable available land in other areas
of the Spokane Valley which could help satisfy the demand for mobile home
sites in Spokane County. It would be a shame for this Pine recreational
facility, whi.ch contributes man,y dollars from sportsmen to our county's I
econorry, to be encroached npon by unnecessary population density, and to
ultimately be forced out of operation at considerable loss to both sportsmen
in general and Spokane County in particvlar.

Gentlemen:
We the undersigned, being long 1:ime members of the Spokane Gun
Club, Inc. wish to register our disapproval of a zone change
from Agricultural to Residentual Mobile Home Zone on the land to
the east and south of the ninety-nine acre recreational area
owned by the Spokane Gun Club, Inc.. We feel that any change of
zone would adversely effect the continued well being of the club.
This club has been established for over twenty-two years and
draws hundreds of shooters f rom not only the Inl and Empire but
f rom as f ar as Bdmonton and Cal gary on the north, to Tuscon, Las
Ve,-as, Reno and many intermediate places from the south.
These shoots last four or five davs aiid brin;; a lot of money in-
to Spokane. I am inclosing an article by John Reid that is very
discriptive of the sport. Your votc against the zone change woti].d

dispersal area, and probably most important of all, level ground with

of land in Greenacres. This land has been used for over
twenty-two years as a non prof it recreational area,
not just for Spokane Countp res idents but for people
all over the United 3tates and Canada..
I have shot at the Gun Clnb for more than 10 years,
and i feel that this zone change would do great harm
to our membership. Great pains were taken in selecting
a site for our Gun Club, and i feel a mobile park is
not needed.
Let my letter go on record stating, I am against cha.nging

Gentlemen:
It has come to my attention that a petition has been circulated
by Lemley Realty Co. asking for a zone change in the area South °k
East of and in close proximity to the Spokane Gun Club.
There are a number of good and valid reasons for leaving the area
zoned as is, which I will attempt to enumerate.
1. The Spokane Gun Club annually conducts a minimum of six (6) ATA
registered shoots, some of which are three day events. These sboots
drar thousands of contestants from all over the Westera Uaited States
and Canada, tbus bringing in outside revenue to the community for food,
lodging, gasoline, shootiag supplies, etc.
2. The Gun Club was built in 1948 at considerable expense and has,
in tbe years following, made additional costly improvements to the
grounds and shooting facilities, under and within legal rights established
at the time.
3. The present location of the Gua Club is the only location for
miles around that provides the shooters with a skyline background for
the targets, which is ideal for trapshooting and no doubt plays an
imDortant role in attracting shooters from other parts of the country.
4. From a recreational standpoint, the Spokane Gun Club provides
a much needed and valuable facility for thousands of people Who are
interested in Trap and Skeet shooting.
In closing I rould like to go on record as being opposed to any
zone change that Would affect in an.y way, the adversit.y of this very
fine and much needed facilit.y.

would like to respectfully protest the petition
if Lemley Realty Company, which either has been
filed or will be shortly, asking for a zone change
on the property that lies to the east and south of
the Spokane Gun Club property in Greenacres. Thet,-
propose to ask for a change from agricultural zon-
ing to residential mobile home zoning. I thi~-'
would be a great mistake to grant this request
Spokane Gun Club owns approximately 99 acres v
have been used as a non-profit recreational area
f or over 22 years and is used for recreational pur-
poses by thousands of people in this area. The
building of a high-density residential section
next door to this would certainly be undesirable
from any concept of land use planning.
I do hope you will see fit to not grant this
requested change.

In 1948, the nirectors of the Spokane Gun Club purchased
99 plue acres of land to create a Gun Club. The directors
at this time km.ew that ehot gun shooting creates noise and
that is the main reason why they purehhased 99 plus acres I
of land when only 30 acres would have been required to
meet the needs of the gun club. We know that this noise
would create a problem to the residents of aliobile Home
Par, and especially one that is for Senior Citizens.

of the year starting in December and running through the
following October. There is only a period of 6 to 8 weeks
of the year that the club ia not operating. lluring the
summer monthe, mar4Y tournamente are held on these grotmds
bringing ehootere to Spokane and Spokane Valley from
Oregon, Montana, Idaho, British Columbia, and as far away
as Reno,Nevada and Calgary Alberta. Theee ehootera and
their faanilies come for as many as four days and nights
and while they are here they are contributing to the
local motele, hotels, restaurante, and many of the women
shop v►hi le they are in Spokane. The amount of money that
is brought into Spokane and Spokane Valley through the
operation of the Spokane Gun Club would run into the
thousands of dollars.
The membera of the Spokane Gun Club ha,ve the finest Gun
Club located weat of the 1liissiesippi River, and to replace
this recreational facility, if a new location could be found,

and the County Commissioners leave this area of the Spokane

In June I had the pleasure of spending two days in Spokane
with Mr. Charles Williams who would like to develop a mobile-
home park on Henry Road.
We stopped into see you but you were out of town. Mr. Stravens
was helpful by providing us with the County Mobilehome Park
Conditional Standards.
In reviewing these standards we noticed that Item (2), "70% of
each trailer stall area shall be left in open space", would have
an adverse affect on the economics of most good park operations.
Enclosed are some typical lot designs that we have found most
acceptible to the residents of modern mobilehome parks. They
also provide the economic stability that is needed for a develop-
ment of this type.
We will appreciate your consideration of these typicals for the
park on Henry Road. May we hear from you soon as to your
thoughts about these guidelines.

Gentlemen:
I am told that there is a zone change request by the Lemley Realty
Company on the property that lies to the east and south of the
Spokane Gun Club. They are asking for a zone change from agricul-
tural to a residential mobile home zone.
I want to express my objection to this. The Spokane Gun Club is one
of the largest and very best gun clubs in the entire Inland Empire.
It is an asset to this city and is truly needed as a recreational
area .
Every year there are two large shoots with total entries of around
750 to 800 trap shooters. These shooters come from all over ldaho,
Montana, Oregon, British Columbia, Alberta, and Nevada, as well as
the State of Washington. Counting the children and families that
are brought by the non-residents to stay in the motels, eat at the
restaurants, etc... I believe it is conservative to say that these
shoots alone bring 1200 non-residents to this city•
Also, there are various skeet shoots during the year which I would
estimate bring something like 500 non-residents into the city.
This, of course, is in addition to the regular shoots which take
place at least once a week over a period of nine months during the
year.
Those people who are trap shooters or skeet shooters know that it
is very difficult to find a trap field or skeet field with level
land and an unobstructed skyline view.
I realize that should the zone be changed it would be but a short
time until there would be complaints from the people in the mobile
home zone about the noise which would no doubt result in the elimi-
nation of the Spokane Gun Club.

the Spokane County Zoning Ordinance regarding group homes to be presented
to the Commission whenever ready.
