Planrung Commission Recommendation: Approve, except Lot 9, Block 7, to
Multiple Family Suburban Zone, subject to the following conditions:
A. Conditions;
1. Roadwav Improve ments .
Installation to Spokane County standards of curb, sidewalk, and
paving to exi.stfng oil along 32nd Avenue and along University Road.
2. Acce s s Permits.
Access permits for the advertised property shall be obtained from the
Spokane County Engineer's Office. Direct access from the project to
the Dishman-Mica Road shall be prohibited. Access to 32nd Avenue
shall be re stncted to one common dnveway.
.
3. The applicant shall make application to vacate Raymond Circle or
Lots 1- 8, Block 6, and Lots 1- 8, Block 7, Chester Hills Heights
in conaunction with Raymond Circle. The zone change resolution
would nct be signed until such vacation is accomplished.
4. Location of Structure s and Buildinq Heicrhts.
The property shall be developed in substantial conformance with the
"approved Plot Plan", i oe 1 1/2 story single family structures
along 32nd Avenue, 3 story townhouse units along the Dishman-Mica
Road, 2 story duplex and four-plex structures along Unfversfty Road,
and off-street parking areas and carports along the southerly
boundary of the project and toward the intenor of the project. The
total number of housing units shall not exceed the number shown on
. the plan (60).
The applicant shall conform with the restnctive covenants of
Chester Hills Heights as may be judicated.
5. Off -Street Parkinq - Development e
a) Any portion of the project which is to be occupied or traveled by
automobile s shall be maintained in hard surface paving e

b) Open parking areas shall be unlighted except that driveways,
walkways, and landscaped traffic islands may be illuminated by
low-intensity lighting on standards not exceeding ten (10) feet

c) The design, location, and arrangement of parking stalls shall
be in accordance with standard traffic engineering practa.ces.
Planting stnps or landscaped traffic islands may be required by
the Director of Planning for parking lots which contain more than
20 parking stall s.
d) A screen, forty-two (42) inches in height shall be provided along
the penphery of off -street parking facilitie s adJ oining University
Road; such screen shall be constructed of ornamental masonry e
The Director of Planning may approve a planted screen or an
ornamental fence in lieu of said ornamental masonry wall.
e) The southerly parking area of the project shall be moved to within
5' of the south property line to increase usable open space toward
the intenor of the project e
6. Landscapingo
All land areas not occupied by bw.ldings, parking, and paved roadways
shall be landscaped, planted and maintained in appropnate turf and
shrubbery. If the project ijs developed in stages, the requirement
shall apply as each succeeding area is developed.
7. Fire Protection.
Provisions shall be made for fire hydrants fn accordance with require -
ments of the Valley Fire Marshal e
B. Reasons:
1. The advertised property conforms to the locational cn.tena repeatedly
suggested by the Commission for evaluating high density residential
developments; namely:
a) Its location on a ma jor arterial (32nd Avenue and the Dishman-
Mica Road).
b) Its location on the edge rather than toward the intenor of a

Family Suburban zone change proposal on the southeast corner of
32nd Avenue and University Road, The advertised property also
adjoins Lot 9, Block 7, Chester Hills Heights Addition, which is
zoned Local Business,
3. The multiple-family project will be compatible with the single family
residential properties to the north of 32nd Avenue because of
conditions of approval which provide for: a) roadway improvements,
b) landscaping and paving of open areas, and c) fire protection.

In April of 1968 we contacted Kenneth Redlin concerning the
nurchase of Lot 2, B1ock 1, Chester Hills Heights kddition. at
this tlme Mr. Redlin told us tlzat a11 houses in Chester Hills
Helghts would all be custom bulit and in the samP price range
as those existing (330,000 to 10C), 0()0 ) estlmated przce braclcz t.
He told us at that tirne 'Uhey a11 had to be ? n accordanc.e with
what was here. He stated,"As you can see they alJ_ ravP split

uerior and all are we11 constructed, landscaped and wel1taken

A short tijne later in nreparzng the plans of the home we
wantPd to bliild, we found the lot we had Purchasecl wouldn't do,
so iqe contacted Mr. Redlin and again went arouncl the Chestar
Hills Heights area to Pind a morP suitable lot.We wanted in

the 1ot we had purchased and raid the extra for the 101; our

900 square feet on the covenant was merely a technicality zihich would be
protected by h-Lnself and final approval of all plans would be through

homes would be in the $25, 000 and up class tilhich would bequire an Znvestment
and the square footage would be a minimum of 1100 square feet with an attached
double garagee Don asked about a separate garaae, one not attached to the
house such as the 24 x 36 which we had at that addresso NIr. Redlln speclflcally
