1. GENERAL INFORMATION
A. History
The proposal was approved by the Hearing Examiner Committee in April,
1979. The owners have received estimates for various improvements required
by Spokane County such as site preparation, rough and fine grading, wat'~ri'ne
. installation, fire hydrant installation and road paving and curbing, all prior
to the April 1981 Extension of Time granted by the Committee. The sponsor
indicates that no additional progress has been made toward filing this plat
due to current econamic conditions. Therefore, the plat sponsor requests an
Extension of Time unti) May 1, 1983.

B. Location
The proposal is located in the Opportunity area of the Spokane Valley adjacent
to and east of Vercler Road approximately 650 feet south of Mission Avenue.
C. Proposal.
- 2.4 acres subdivided into 4 lots for residential office use.
- Lot frontage varies from 80 feet to 160 feet.
- Lot sizes varies from 20,000 sq. ft. to 23,000 sq. ft.
II. SPECIAL INFORMATION
A. Circulation
The County Engineer has recommended amending the standard condition
regarding the Board of County Commissioners' Resolution No. 80-1592.
B. No other conditions were recommended.

If approval is granted, the following conditions are recommended.

1. That the preliminary plat was originally approved by the Hearing Examiner
Comnittee in a public hearing on April 30, 1979.
2. That the zoning will be reclassified from Agricultural to Residential
Office.
3. That the Comprehensive Plan is designated as Urban and is within the PSSA
area.
4. That since the original approval, the applicant has received three
one-year time extensions and one three-year time extension. However, no
progress has been made since the last extension.
5. That the County Health District has added a condition to read: A
statement shall be placed in the dedication to the effect: "A public
sewer system will be made available for the plat and individual service
will be provided to each lot prior to sale. Use of individual on-site
sewage disposal sy stems shall not be authorized."
No additional comnents were received by the other County agencies.
6. Publ ic notice was gi ven as requi red by the Spokane County Subdi vi si on

Location: The proposal is located in the Opportunity area of the Spokane
Valley adjacent and east of Vercler Road approximately 650 feet south of
Mission Avenue;
Section 15, Township 25N, Range 44 EWM., Spokane County, Washington
Comprehensive Plan: URBAN
Nistory: The proposal was approved by the Hearing Examiner Committee in
April, 1979. Three one-year time extensions have been granted by the
Hearing Examiner Committee: 1980, 1981 and 1982. Progress has been made
toward finalizing this preliminary plat; as site preparation, waterlines
installation-and fire hydrants, and road paving and curbing. Delays
continue to.be due to the poor economic conditions of the housing market.
Proposal: The sponsor is requesting an "extension of time" of the prelim-
inary plat approval to divide 2.4 acres into 4 lots for residential office
use and to change the zoning on the 2.4 acres from Agricultural Suburban
to Residential Office.
II. SPECIAL INFORMATION
The Planning Department is recommending that all preliminary plat approvals be
brought into conformance with RCW 58.17 regarding the amount of time allowed
before a preliminary plat must be finalized. State law currently allows a
preliminary plat three (3) years (without any new conditions) and allows one
extension of time for one year, if the sponsor requests the additional year;
however, this 4th year may have new conditions added,
No other additional conditions of approval are being recommended by the
remaining departments.

If approval is granted, the following conditions are recommended.

years to May 1, 1986. The applicant may request a one (1) year exten-

to the above expiration date. Such applications should demonstrate the
progress made toward finalizing this preliminary plat. If a time
extension is not requested in a timely manner or a time extension is not
granted, then the preliminary plat approval is NULL & VOID.

(5) Water service as approved by the Spokane County Health Distr-ict and/or- the
Washington State Department of Social and Health Services.
(6) Each dwelling unit shall be double plLmibed for connection to future area-
wide collection systems.
(7) A dry sewer connection to the future Pdorth Spokane Sewerage System is to be
constructed. Plans and specifications for the dry sewer connection are to
be reviewed and approved by the Utilities Department prior to construction.
(8) Located within the Critical Water Supply Service Area but not within any
purveyor's district. May be serviced by an individual well owned and oper-
ated by lot owner.

A. History
The proposal was approved by the Hearing. Examiner Committee in April,
1979. The owners have received estimates for various improvements required
by Spokane County such as site preparation, rough and fine grading, waterline
installation, fire hydrant installation and road pav;n.g and curbing, all prior
to the April 1981 Extension of Time granted by the Committee. The sponsor
indicates that no additional progress has been made toward filing this plat
due to current economic conditions. Therefore, the plat sponsor requests an
Extension of Time until May 1, 1983.

use of on-site sewer disposal systems is hereby authorized. This authoriza-
tion is conditioned on compliance with all rules and regulations of the
Spokane County Health District and is further conditioned and subject to
specific application approval and issuance of permits by the Nealth District.
(2) The owner, his heirs or successors shall join and participate in any peti-
tion or resolution which purpose is the formation of a utility local im-
provement district (ULID) pursuant to RCW Chapter 36.94, as amended. The
owner, his heirs and successors shall further agree not to oppose or pro-
test any legal assessments for any utility local improvement district (ULID)
. established pursuant to RCW Chapter 36.94, as amended.
(3) Any water service for this project shall be provided in accordance with the
Coordinated Water System Plan for Spokane County.
(4) There are no recommendations concerning the method of sewage disposal as the
project is outside of the 201 sewer study area.
(5) Water service as approved by the Spokane County Health District and/or the
Washington State Department of Social and Health Services.
(6) Each dwelling unit shall be double plumbed for connection to future area-
wide collection systems.
(7) A dry sewer connection to the future North Spokane Sewerage System is to be
constructed. Plans and specifications for the dry sewer connection are to
be reviewed and approved by the Utilities Department prior to construction.
(8) Located within the Critical Water Supply Service Area but not within any
purveyor's district. May be serviced by an individual well owned and oper-
ated by lot owner.

tion is conditioned on compliance with all rules and regulations of the
Spokane County Health District and is further conditioned and subject to
specific application approval and issuance of permits by the Health District.

A. INTRODUCTION
This matter having come before the Examiner Committee on April 30, 1979, and
the members of the Committee present being Eldon Thomas, Chairperson, Jane
Myers, and Ted McCou ry .
B. PROPOSAL
The sponsor, •James Wolff, is requesting approval of a preliminary plat and zone
change, PE-1294-79, Vercler Road Professional Park and ZE-77-79, Agricultural
Suburban to Residential Office for subdivision of 2.4 acres into 4 lots for
residential office use and there being present, the following applicant or
rep resentati ve :

1. That the existing land use in the area is pasture land.
2. That the Comprehensive Plan designates this area as residential usage.
3. Thafi the existing zoning of the property described in the application is
Agricultural.
4. That the provisions of RCW 43.21C (The State Environmental Policy Act)
have been complied with.
5. That the proper legal requirements for advertisement of the Agenda Item
have been fulfilled.

6. That the land in this area is suitable for the proposed use, or uses within
the proposed Zone Classification.
7. That the proposed use is compatible with existing uses in the area.
8. The Hearing Examiner Committee finds the proposed use is not detrimental

and welfare.
9. That the owners of adjacent lands expressed both approval and disapproval
of the proposed use.
D. SPECIAL CONDITIONS OR CONTIGENCIES APPLICABLE TO THIS
SUBDIVISION APPROVAL:
NOTE: Any amendments to said conditions are stated separately and listed
hereafter.
1. That the plat be designated as indicated on the preliminary plat of record
and/or attached sheets as noted.
2. That a statement be placed in the dedication to the effect that no more
than one structure be placed on any one (ot, nor shall any lot be further
subdivided for the purposes of creating additional lots or building sites
without filing a replat.
3. That the plat provide for right of way width for streets as indicated on
the preliminary plat of record. -
4. That appropriate provision be made that the following described property
be held in trust until the continuation of the streets be dedicated or
deeded: A I' strip at the ends or edges of all streets that terminate or
border the plat boundary. (Temporary cul de sacs are required when
streets terminate at the plat boundaries. )

6. That appropriate utility easements be indicated on copies of the approved
preliminary plat for distribution to the Planning Department and the utility ,
companies. Written approval of the easements by the utility company must
be received prior to the submittal of the final plat.
7. That the plan for water facilities adequate for fire protection be approved
by the water supplier and fire protection district. Said water plan must
also have been approved by the appropriate health authorities. The health
authorities, water supplier (purveyor), and fire protection district will
certify, prior to the filing of the final plat, on the face of said water plan
that the plan is in conformance with their requirements and will adequately
satisfy their respective needs. Said water plan and certification will be
drafted on a transparency suitable for reproduction.
The purveyor will also certify prior to the filing of the final plat on a
copy of said water plan that appropriate contractual arrangements have
been made with the plat sponsor for construction of the water system, in
accordance wifih the approved plan, and in accordance with a time
schedule. The time schedule will provide, in any case, for completion of
the water system and inspection by the appropriate health authorities prior
to application for building permits within the plat. The contractual
arrangements will include a provision holding Spokane County and the , purveyor harmless from claims by any lot purchaser refused a building
permit due to the failure of the plat sponsor to satisfactorily complete the
approved water system.
The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authorities and the
local fire district and purveyor will be installed within this plat, and the
subdivider will provide for individual domestic water service as well as fire
,
protection to each lot prior to sale of each lot.

8. That a certificate of title be furnished the Planning Department prior to
the filing of the final plat. ~
9. That the preliminary plat be given conditional approval to May 1, 1980.
10. That a declaration of Non-Significance be issued, in accordance with
Section 11.15.340 of the Spokane County Enuironmental Ordinance (SCEO)
prior to approval, or any approving action in accordance with SCEO
11.15.340.
NOTE: The official file contains an environmental checklist for the
proposal and a staff review of their checklist as required by
WAC 197-10-320.
11. That conditional approval of the plat is given subject to the dedication of
right of way tp the public and approval of the road system in the plat by
the County Engineer.
12. That plans, profiles, and cross sections showing proposed street centerline
and curb grades be submitted to the County Engineer for approval prior
to construction and the filing of a final plat.
13. The drainage plans and design calculations showing the grades and
alignment of drainage facilities be submitted to the County Engineer for
approval prior to construction and .the filing of a final plat.
14. Construction within the proposed public streets and easements shall be
performed under the direct supervision of a I'icensed land surveyor, who
shail be responsible for perpetuating al) evidence of the location of survey
monuments which may be distrubed during construction and who shall
furnish the County Engineer with "As Built" plans and a certificate in
writing that all improvements were installed to the lines and grades shown
on the approved construction plans and that all disturbed monuments have
been replaced.

15. No construction work is to be performed with the Public Right of Way until
a permit has been issued by the County Engineer. All work is subject to ,
inspection and approval by the County Engineer.
16. Alf construction within the Public Right of Way is to be completed prior to
filing the final plat or a bond in the amount estimated by the County
Engineer to cover the cost or construction of improvements, construction
certification, "As Built" plans, and monumenting the street centerlines,
shall be filed with the County Engineer.
17. That a name be indicated before the final plat is filed; such name to be

PRELIMINARY SUBDIVISION AND ZONE RECI.ASSIFICaTION
I. GENERAL INFORMATION
A. Location
The proposal is located in the Opportunity area of the Spokaae Valley adjacent
to and east of Vercler Road approximately 650 feet south of Mission Avenue.
B. Proposal
- 2.4 acres subdivided iato 4 lots for residential office use.
- Lot frontage = Ranges from 80 feet to 160 feet
- Lot size = Ranges from 20,000 sq. ft. to 23,000 sq. ft.
C. Relationship to the Comprehensive Plan
The approved map of the Comprehensive Plan indicates residential usage of this
area, as well as all nearby surrounding lands, with no density designation.
D. Land Use Analysis:
1. Existing Land Uses
The proposed site currently contains a single family residence, a barn, aad
associated pasture land. In general, the site is located in area of mixed
land uses. Zhe area immediatPlv wPCr nf the pronQ,Sal consists of multiple
' fam' v units-audunwea&L land. Immediately to the northwest is Valley General
ospital. Approximately 600 feet to the north, along Mission Avenue, occur a
aulnber of professional offices and multiple family uses. Additionally, Pines
Road is located approximately 4 mile west of the proposal with a number o£
various comrnercial and business uses occurring in strip fashion. Single
Family Residential subdivYSions occur adjacent to and east of the proposal and
further to the south. These subdivisions contain urban lot sizes of
approximately 12,000 sq. ft. The remainder of the immediate area consists of
single family uses on larger lots of approximately 2~ to S acres.
2. Compatibility with Existing Land Uses
The proposal appears to be basically compatible with the multiple family and
professional business uses that exist along Mission Avenue 600 feet to the
north. Also, residential office uses are inteaded to be compatible with
residential uses and the proposal is located in an area that appears to be in
transition between existing residential uses and medical service orientated
offices.

II. SPECIAL INFORMATION
A. Circulation
The County Road Engineer has examined the proposed preliminary plat of record
and has requested that the applicant be required to restrict lot access to
Vercler Road and to dedicate 10 feet additional right-of-way along Vercler
Road. Additionally, should the plat be allowed to have residential uses, the
applicaat would be required to extend and improve both Sharp and Sinto Avenue.
B. Sewage Disposal
The applicaat's engineer has prepared an analysis of alternative sewage dis-
posal means; iacluding on-site septic tank disposal, community septic tank
disposal, and community package treatment plaat disposal. For economic
reasons, and to provide the most realistic alternative, the applicant's engi-
neer feels on-site septic tanks should be utilized.
The Spokane County Health District has authori2ed the use of individual
on-site sewage systems for each lot within the plat. The plat is situated
over the Spokane Valley Aquifer and the Health District in their examination
of the possible impact oa groundwater quality from this proposal have the
following comments:
Impaet Discussion
a. The plat sponsor has proposed 4 lots on 2.4 acres. Each lot is to be
served by a public water system and its individual on-site sewage
disposal system. This raises the question of significance of the impact
on the groundwater in the area aad possible alternatives for sewage
disposal.
b. Ia the course of the coaduct of the Army Corps study, Dr. Todd considered
typical soils, natural and sewage disposal recharge to the groundwater,
and the effect of continued urban development in the Spokane River Valley
upon the quality of the groundwater. In summary, he concluded that:
1. In normal precipitation years subsurface disposal of sewage
treatment effluent does reach and recharge the groundwater.
2. All the dissolved salts in sewage effluent will be carried to
the groundwater. However, bacteria aad detergents
(phosphate portion) are mostly removed by the deep soil layer
above the groundwater and "minor dissolved constituents such as
phosphates, which are known to react with soil particles, or
aitrates, which are takea up by the plant roots," will be less
than the total found in septic tank effluents.
3. The calculated results at the downstream end of groundwater
flow line indicate that the maximum range of (dissolved) solids
concentration expected at presnet (1975) is up to 93 mg/1
(milligrams per liter) above the aatural groundwater background
of 155 mg/1. The forecast year 2020 maximum incremental
concentration is 101 mg/1 above the natural background.

- - - The analytical results of the forecast impact of year
2020 when compared with the present impact, both measured in
terms of leachate volume and dissolved solids concentration,
indicate that the present impact on groundwater quality is
already a substantial proportion of the ultimate level.
c. Currently, results of chemical analysis show the total nitrogen content
of the groundwater as in the range of 1.36 to 2.5 ppm. A projected
incremental increase using Dr. Todd's expected 8.6 percent would result
in a range of 1.52 to`2.73 ppm. Current Federal and State drinking water
standards permit up to 10 ppm.
d. Alternative sewage disposal methods that would not recharge the ground-
water have the following general characteristics:
1. Collector and central treatment systems discharging to surface
waters would require at least tertiary treatment and perhaps more to
obtain a permit for the discharge from the Department of Ecology.
These systems are not currently economically available for this
. project.
2. Sealed systems, whether individual or community, depend on
evaporatioa for liquid removal. These systems require more land
area than a conventional subsurface drainfield. Some, such as
lagoons, have safety hazards associated with them and relatively
poor community acceptance. Land, installation and operational cost
are generally more expensive than those for septic tanks and
drainfields.
C. Drainage
The County Utilities Engineer reports that the preliminary storm drainage plan
submitted by the applicant indicates that on-site storm drainage provisions
will adequately handle surface water runoff. However, final construction
plans should be reviewed and approved prior to the final plat filing.
D. Water Supply
The proposal is located within the recorded service area of Modern Electric
Water Company.
The District advises the staff that adequate system capacity, and a desire on
their part to serve, exists for the provision of water for domestic, fire and
irrigation uses.
E. Fire Protection
The proposal is situated within the recorded service area of Spokane Fire
District #1. The Fire District staff requests that the Hearing Examiner Committee require
mains and hydrants of sufficient size for fire protection as a conditioa of
final plat approval. The District also requests that they be allowed to
review aad approve final construction plans.

Proposal lies within the boundaries of Central Valley School District #356.
G. Parks
The report "Planning for Parks" (revised 1976) indicates an existing
elementary school (Blake) located along the northside oi Broadway Avenue
approximately ~ mile east of Vercler Road. A1so, a neighborhood park has been
proposed to the west of the elementary school.
H. Unique Eavironmental Features
None have been indentified.
I. Cultural Resources
None have been indentified.
III. ZONING ANALYSIS
A. Existing Zoning
The proposed site is presently zoned Agriculture Suburban as is all adjacent
properties. However, Multipl.e Family units do occur in the Agricultural
Suburban zone immediately west of the site. Additionally Residential Office
zoaing occurs approximately 600 feet north along both sides of Mission Avenue.
Residential Office and Local Business zoning occurs along Pines Road which is
approximately a 4 mile to the west.
The sponsor has proposed a zone reclassification to Residential Office zoning.
In addition to allowing office structures, this zoning would permit single
family, duplex and multi-family uses on every lot within this proposal.
If the proposal is approved as presented the staff recommends that site
developmeat plans should be approved prior to finalization of the plat by the
Zoning and Plat Administrators. IV. ENVIRONMEiNTAL REVIEW
An Environmental Checklist was submitted by the sponsor and has been reviewed by
the Planning staff. No significant adverse environmental impacts were judged to
exist.
Slight adverse environmental impacts were identified on the checklist ia the
following categories: earth; air; water; flora; noise; light and glare; land use;
population; housing; transportation/circulation; public services and utilities.
The Plan.ning Director issued a proposed Declaration of Non-Sigaificance, and it was
circulated to other agencies of jurisdiction.

V. CONDITIONS:
If approval is granted, the following conditions are recommended.
NOTE: Any amendments to said conditions are stated separately and listed
hereafter.
1. That the plat be designated as indicated on the preliminary plat of record
and/or attached sheets as noted.
2. That a statement be placed in the dedication to the effect that no more than
one structure be placed on any one lot, nor shall any lot be further
subdivided for the purposes of creating additional lots or building sites
without filing a replat. '
3. That the plat provide for right of way width for streets as indicated on the
preliminary plat of record.
4. That appropriate provision be made that the following described property be
held in trust until the continuation of the streets be dedicated or deeded: A
1' strip at the ends or edges of all streets that terminate or border the plat
boundary. (Temporary cul de sacs are required when streets terminate at the
plat boundaries.)
5. That appropriate street aames be indicated.
6. That appropriate utility easements be iadicated on copies of the approved
preliminary plat for distribution to the Planning Department and the utility
companies. Written approval of the easements by the utility company must be
received prior to the submittal of the final plat.
7. That the plan for water facilities adequate for fire protection be approved by
the water supplier and fire protection district. Said water plan must also
have been approved by the appropriate health authorities. The health
authorities, water supplier (purveyor), aad fire protection district will
certify, prior to the filing of the final plat, on the face of said water plan
that the plaa is in conformance with their requirements and will adequately
satisfy their respective needs. Said water plan and certification will be
drafted on a transparency suitable for reproduction.
The purveyor will also certify prior to the filing of the final plat on a copy
of said water plan that appropriate contractual arrangements have been made
with the plat sponsor for construction of the water system, in accordance with
the approved plan, aad in accordance with a time schedule. The time schedule
will provide, in any case, for completion of the water system and inspection
by the appropriate health authorities prior to application for building
permits within the plat. The contractual arrangements will include a
provision holding Spokane County and the purveyor harmless from claims by any
lot purchaser refused a building permit due to the failure of the plat sponsor
to satisfactorily complete the approved water system.
The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authorities and the local
fire district and pLrveyor will be installed within this plat, and the
subdivider will provide for individual domestic water service as well as fire
protection to each lot prior to sale of each lot.

8. That a certificate of title be furnished the Planning Department prior to the
filing of the final plat.
9. That the preliminary plat be given conditioaal approval to May 1, 1980.
10. That a declaration of Non-Significance be issued, in accordance with
Section 11.15.340 of the Spokane County Environmental Ordinance (SCEO) prior
to approval, or any approving action in accordance with SCEO 11.15.340.
NOTE: The official file contains an environmental checklist for the
proposal and a staff review of their checklist as required by
WAC 197-10-320.
11. That conditional approval of the plat is given subject to the dedication of
right of way to the public and approval of the road system in the plat by the
County Engineer.
12. That plans, profiles, aad cross sections showing proposed street centerline
and curb grades be submitted to the County Engineer for approval prior to
construction and the filing of a final plat.
13. The drainage plans and design calculations showing the grades and alignment of
drainage facilities be submitted to the County Engineer for approval prior to
construction and the filing of a final plat.
14. Construction within the proposed public streets and easements shall be
performed under the direct supervision of a licensed land surveyor, who shall
be responsible for perpetuating all evidence of the location of survey
monuments which may be distrubed during construction and who shall furnish the
County Engineer with "As Built" plans and a certificate in writing that all
improvements were installed to the lines and grades shown on the approved
construction plans and that all disturbed moau.rnents have beea replaced.
15. No construction work is to be performed with the Public Right of Way until a
permit has been issued by the County Engineer. All work is subject to
inspection and approval by the County Engineer.
16. All coastruction within the Public Right of Way is to be completed prior to filing the final plat or a bond in the amount estimated by the County Eagineer
to cover the cost or construction of improvements, construction certification,
"As Built" plans, and monumenting the street centerlines, shall be filed with
the County Engineer.
17. That a name be indicated before the final plat is filed; such name to be
approved by the Couaty Assessor and the Plaaning staff.
18. That each lot be authorized for the use of individual on-site sewage disposal
systems.
19. Prior to filing of the final plat, the sponsor shall present evidence that the
plat lies within the recorded service area of the proposed water district.

Special Conditions 20. That the provisions of SEPA'S NOTICE OF ACTION pursuant to 43.21C.080 RCW and
the Board of County Commissioner's Resolution No. 77-1392 be accomplished by
the project applicant within thirty (30) days of formal actioa by the Hearing
Examiner Committee, with regard to the preliminary plat approval; as
instructed by the Planning Department staff.
21. That upon filing of the final plat, the zoning be reclassified to Residential
Office
22. That the project sponsor is respoasible for requesting a time extension to
review any preliminary plat approval. All extensions applied for may subject
the project sponsor to new conditions required by Reviewing Agencies.
23. That the Hearing Examiner Committee sustain the issuance of a proposed
Declaration of Non-Significaace and recommends issuance of a final Declaration
of Non-Significance.
24. That a public water system serviced by Modern Electric Water Company, and
iacluding fire flows, serve each lot prior to the sale of the lot.
25. That final constructioa plans for on-site storm drainage facilities be
reviewed and approved prior to filing of the final plat by the County
Utilities Engineer and the County Health District.
27. That the plat dedication contain the statement: "Use of private wells and
water systems is prohibited.
28. That the plat dedication contaia the statement, "Each lot is authorized the
use of individual on-site sewage disposal systems."
29. That the plat owner be responsible for the cost and construction of a 6 foot
high slated chain link or wooden fence along the eastern boundary of the plat
to provide a buffer between the proposal and the existing residential
subdivision. 30. That the plat owner prepare a landscape plan to provide adequate buffer
between the plat and adjacent properties. The landscape plan shall contain
details for maintenance and a time schedule for landscaping to be approved by
the Zoning and Plat Administrator prior to plat finalization.
31. That all public roads within the plat be curbed and paved to the specifi-
, cations of the County Engineer. Existing County roads providing direct access
to the plat shall be paved and curbed to the standards of the County Engineer.
32. That no direct access be allowed from lots to Vercler Road.
33. That the owner dedicate 10 feet additioaal right-of-way along Vercler Road.
34. That if residential uses are approved for this plat, provisions for the
extension of Sinto Avenue and Sharp Avenue to be included in redesign.

d. Alternative sewage disposal methods that would,not rectiarge the ground-
water have the following general characteristics-:
(1) Collector and central treatment systems discharging to
surface waters would require at l.east tertiary treatment
and perhaps more to obtain a permit for the discharge
from the Department of Ecology. These systems are not
currently economically available for this proj:ect.

(2) Sealed systems, whether individual or community, depend
on evaporation for liquid removal. Same, suchas la-
~goons, have safety hazards associated with them and
relatively poor community accep,Cance.
4. Recommended that:
a. The final.plat shall be designed as indicated on the preli:minary plat of
record and/or attached sheets as noted.
b. (Note:. Change term."structure" to "unit".)
c. The.dedicatory language of the plat will state that each.lot is authorized
the use of an ind.ividual ori-sitt sewage disposal system~.
d. Prior to f iling of the final plat, the sponsor shall present evidence that
the plat lies within.the recorded service area of the water system proposed
to serve the plat. The dedicatory languaRe on the plat shall state: "Use of
private wells and water systems is prohibited."
e. A plan for water facilities adequate.for domestic use, domestic irrigation
use and fi-re protection-use shal-1 be appr.oved by the water supplier. Said
water plan must have been approved.by the fire protection district and the
-appropriate health authorities.. TKe health authorities, water supplier
(purveyor.), and fire protection,d.istriet wi11 certify, prior to the filing
of the Linal plat., on the face of said water plan that the,plan is in.con-
formance with their requirements and will adequately satisfy their respective
needs. Said water plan and cer.tification will be drafted on a transparency
suitable for reproduction.
f. The purvey,or caill also~ certity prior to.'the filing of the final plat on a
copy of said water plan that appropriate contractual arrangements have been
ruade with the plat sponsor for construction:of the water system, in accordance
with the approved plan, and in accordance with a time schedul2. The time
sc-hedule will Provide, in.any case, for completion of the water s.ystem and
inspection by the appropXiate health authorities prior to application for
building permits within the plat. The contractual arrangements will include
a provision holding Spokane County, Spokane County Health Aisttict and the
purveyor harmless from claims by any lot purchaser re.fused a building permit
due,to the failure.of .the plat sponsor to satisfactorily complete the approved
water system.
g. The plat dedication will contain a statement to the effect that: "The public
water system as approved by County and State Health authorities and the local
fire dist-rict and purveyor cfill be installed within this plat, and the sub-
divider will provide for individual domestic water service as well as fire
protection to each lot prior to sale of each lot."

are treated by this method.
2. Treatment Plant - This plat is too small in size to be economically
feasible to install sewer lines, ma.nholes, treatment plant and
drainfield. A treatment plant needs approximately 100 homes to
reach the break even point on the 0. & M. agreement costs with Spokane
County.
3. Lagoon - This plat doesn't have the additional land required for a
la.goon. Also, the odor which may occur would be objectionable to
this plat and the surrounding properties.
Since the County doesn't have a comprehensive sewer plan for this area,
alternate # 2 is not feasible.
The most feasible and economical method is with individual septic tanks
and drainfields with a ma,na.gement system if required by your office.
