d. Approval of access points by the Spokane County Engineer's
office.
2. SUBNITTAL OF A FINAL DEVELUPMENT ArJD TI'.AFFIC CONTROL PLAN,
a. Submittal by the applicant and approval by the 8oard of County
Commf s sioners of a final 'Development and Traffic Control
Plan. ' Such plan shall be in substantial conformance with
t.he submitted plan on file (i.e., a sit down restaurant with
associated parking lot) and shall adhere to the provitions of
Chapter ~.e 06A of the apokane County Zoning Ordinance.
The final plan shall also incorporate the following.addittons
or clanficatlons.

2. A S' landscape strip and screening along the perimeter
of the project in accordance with Section 4.08A.060.
An underground sprinkler system shall be indicated
within the landscaped areas .A 6' high board or
board f_ence shall be placed on the westerly boundary
of the re s taurant project.
A lighting and signing plan for the site. A 35' high
freestanding sign will be allowed in the northwest
corner oi the project oriented toward 1-9 0 in accordance
with Section 4.08A.020 C-1 i. In lieu of said sign,
a 2 0' high free standing sign would be allowed
orfonted toward Sullivan Road. ro'pecifications for
the sign shall include location, orientation, height,
advertising surface area, and intensity of lighting.
. A trash and storage area proposal which• would be more
compatible with the adjoining duplex structure.
5. Fire hydrant installations in accordance with the
requirements of the Spokane Valley Fire Marshal.
ADDITIONAL COPJIMLNT
In order to accomplish the objectfves of the submitted plan,
variance s will have to be proce s sed to allow the re staurant structure
to come within ten (110) feet of adjoining property lines. Section
4. OEA.050a-5 requires a 50' setback for such uses. The vanance
should be accomplished prior to submittal of the final "Development
and Traffic Control PIan Signing and lighting of the property
would also have to comply vaith tne Interstafie Advertising Confirol
Act administered by the VVashingfion State Highway Commission
3. DUPLEX DEVELOPMENT
Construction of the restaurant facility shall not commence until
commenczment of construction of the duplex structure on Lot 3,
Block 2, Veradale Park. The restaurant structure shall not be occupiet.
until construction of the adjofning duplex structure is completed.

In IS 71 the Planning Commission 3pproved the site for a service station
complex subject to certain conditions. The site was approved in accord--

The advertised property is Iocated on the northwest corner of Sullivan
Road and Mission Avenue. The applicant proposes to utilize the sifie
for a 2500 square feet sft-down resfiaurant with a capacity of 82 seats.
The Planning Commission has reviewed fihe proposal and has recommended
several conditfons of approval including roadway improvements, land-
scaping, signing and lighting controls, etc o
The Planning Commission is of the opinion that the revision of use for the
site will be at lea st as compatible with adj oinfng re sidential propertre s
as the earlier service station proposal.
C. ENVIRONMENTAL ASSEaSiVIENT
Planning Commission Recommendation: The Zone change request does not
have a significant impact on the quality of environment because (1) the site is
situated within an urbanizing area. The zonz change proposal would not have any
greater appreciable impact on the topography, geology, biological and botanical
characteristics, atmospheric conditions, aquatic conditions and other natural
development than the uses allowed in the present residential zone classification,
and (2) the proposal is designed to be relatively compatible with adjoining
residential uses, transportation facilitfes, and utility services and therefore
would have no appreciable affect on contlnued human use of the area.

to enter onto Sullzvan all the time. I Y'eel that along with other traffic
controls that may be required by the County Engineer's office that the
possibility of a traffie light at Mission and Sull~ivan be considered vary

tion use to that of a restaurant. They have submitted a
traffic control and site plan.
Tne restaurant is part of a mid-west francnise whicn
enjoys a great deal of popularity in that area. The Pur-
enasers are particularly interested in trie suuject loca-

service. The facility is a standard design authorized by
tne franchisor. It is attractive and of good quality and
planned to compliment the surrounding area. It is a
single story structure covering 2,500 square feet of area.
Approximately 1,300 square feet of this is devoted to cus-
tomer dining with a total capacity of eighty-two seats.
Tize plan called for forty-nine parking spaces. This is
inore than one car per two seats. On the basis of one car
park for eacn fifty square feet of customer service area,
the plan would require twenty-six spaces.
The prospective owners intend to develop the rest of
the plot in parking area with an appropriate site obscur-
ing fence and shrubbery along and within the west and
north boundaries. The Sullivan Road border is planned to
include shrubbery type landscaping allowing a five foot
strip outside the property line. Landscaping is contempla-
ted along the southerly border along Mission Street due to
the fact that the property to the south across the street
is now zoned for and contains a service station.

Planning Commission Action;
Mr. Peyton Greenough requested that the Commission consider at the
December hearing his proposal to amend the site development plan for
a Freeway Commercial proposal on the northwest corner of Sullivan
and Mis sion to allow a re staurant rather than the previously approved
service station. The Commission concurred with the request and directed
the staff to advertise the proposal for the December haaring.
The Commission received a report entitled "Recommendations of Special
Subcommittee relative to a Program for Citizen Involvement in the ProGess
of Updating and Expanding the County's Comprehensive Plan". Commissioii
members discussed the report briefly but took no action thereon.
