The following concern was noted. The original Certificate to P1at, ciated May 8, 1979, stipulated restrictiong as set forth in Document No. 186198 and Document No. 942434JL I previously advised you that the restriction in Document No. 942434B would have to be removed eo thst the road dedication would be clear. The latest Certificate to Plat iseued by Traneamerica Title, dated May 17, 1979, has deleted any reference to Document No. 9424348. Our investigation does not reveal any docwnents having been recorded that would remove the restriction in Document No. 942434B. We understand that Transemerica Title made the change at the requeet of the applicant. I do not believe that Spokane County should accept the road dedication with this restriction. SPECIAL CONDITIONS OR CONTIGENCIES APPLICABLE TO THIS SUBDIVISION APPROVAL: If approval is granted, the following conditions are recommended. NOTE: Any amendments to said conditions are stated separately and listed hereafter. 1. That the plat be designated as indicated on the preliminary plat of record and/or attached sheets as noted. 2. That a statement be placed in the dedication to the effect that no more than one dwelling structure be placed on any one lot, nor shall any lot be further subdivided for the purposes of creating additional lots or building sites without filing a replat. 3. That the plat provide for right of way width for streets as indicated on the prel iminary plat of record. 4. That appropriate provision be made that the following described property be held in trust until the continuation of the streets be dedicated or deeded: A I' strip at the ends or edges of all streets that terminate or border the plat boundary. Said water plan must also have been approved by the appropriate health authorities. The health authorities, water supplier (purveyor), and fire protection district will certify, prior to the filing of the final plat, on the face of said water plan that the plan is in conformance with their requirements and will adequately satisfy their respective needs. Said water plan and certification will be drafted on a transparency suitable for reproduction. The purveyor will also certify prior to the filing of the final plat on a copy of said water plan that appropriate contractual arrangements have been made with the plat sponsor for construction of the water system, in accordance with the approved plan, and in accordance with a time schedule. The time schedule will provide, in any case, for completion of the water system and inspection by the appropriate health authorities prior to application for building permits within the plat. The contractual arrangements will include a provision holding Spokane County and the purveyor harmless from claims by any lot purchaser refused a building permit due to the failure of the plat sponsor to satisfactorily complete the approved water system. The plat dedication will contain a statement to the effect that the public water system as approved by County and State Health authorities and the 3 •w • ~ ile No. PE-1280-78 Z E-207-78 local fire district and purveyor will be installed within this plat, and the subdivider will provide for individual domestic water service as well as fire protection to each lot prior to sale of each lot. 8. That a certificate of title be furnished the Planning Department prior to the filing of the final plat. 9. That the preliminary plat be given conditional approval to March 1, 1980. 10. That a declaration of Non-Significance be issued, in accordance with Section 11.15.340 of the Spokane County Environmental Ordinance (SCEO) prior to approval, or any approving action in accordance with SCEO 11.15.340. NOTE: The official file contains an environmental checklist for the proposal and a staff review of their checklist as required by WAC 197-10-320. 11. That conditional approval of the plat is given subject to the dedication of right of way to the public and approval of the road system in the plat by the County Engineer. 12. That plans, profiles, and cross sections showing proposed street centerline and curb grades be submitted to the County Engineer for approval prior to construction and the filing of a final plat. 13. The drainage ptans and design calculations showing the grades and alignment of drainage facilities be submitted to the County Engineer for approval prior to construction and the filing of a final plat. 14. Construction within the proposed public streets and easements shall be performed under the direct supervision of a licensed land surveyor, who shall be responsible for perpetuating all evidence of the location of survey monuments which may be distrubed during construction and who shall 4 ~ . ile No. PE-1280-78 ZE-207-78 furnish the County Engineer with "As Built" plans and a certificate in writing that all improvements were installed to the lines and grades shown on the approved construction plans and that all disturbed monuments have been replaced. 15. No construction work is to be performed with the Public Right of Way until a permit has been issued by the County Engineer. All work is subject to inspection and approval by the County Engineer. 16. All construction within the Public Right of Way is to be completed prior to filing the final plat or a bond in the amount estimated by the County Engineer to cover the cost or construction of improvements, construction certification, "As Built" plans, and monumenting the street centerlines, shall be filed with the County Engineer. 17. That a name be indicated before the final plat is filed; such name to be approved by the County Assessor and the Planning staff. 18. That each lot be authorized for the use of individual on-site sewage disposal systems. 19. Prior to filing of the final plat, the sponsor shall present evidence that the plat lies within the recorded service area of the proposed water district. Special Conditions 20. GENERA.L INFORMATION i I A. Location ' The proposed plat is located in the Greenacres area of the Spokane Valley. More specifically the plat is situated southwest of the intersection of Baldwin Avenue and Tschirley Road. B. Proposal - 3.18 acres subdivided into 3 lots for single family use. - Lot frontage = 100' (2 lots) and 129' (1 lot) - Lot size = 100' x 420' = 42,000 sq. ft. (2 lots) and 129' x 420' _ 54,180 sq. ft. (1 lot) C. Relationship to the Comprehensive Plan The approved map of the Comprehensive Plan indicates residential usage of this area, as well as all nearby surrounding lands, with no density designation. D. Land Use Analysis: 1. Existing Land Uses The proposed site currently contaias one single family residence, with the remainder of the parcel used as pasture. The immediate area consists of rural residential uses associated with active agricultural pursuits, primarily animal keeping and pastures. The area, as originally platted, contained 6 to 10 acre tracts. However, numerous tax segregations have occurred in the area. The resulting parcel sizes generally range from approximately 11,000 sq. ft. to 4 acres. A few parcels can be found that still approach the 10 acre size. 2. Compatibility with Existing Land Uses• The applicant proposes to subdivide the 3.18 acres into two lots of just under one acre each and a third lot, containing the existing residence, with a lot size of 1.2 acres. The proposed lot sizes would be consistent with those existing in the area that have occurred through tax segregation. The two new single family residences will be compatible with the similar uses in the area. However, the new residential uses may be in conflict with the agricultural activities occurring; aamely the farm animal keeping. - 8g - ' STAFF ANALYSIS - February 1979 BALDWIN AC continued II. SPECIAI, INFORMATION A. Circulation The County Road Engineer has examined the proposed preliminary plat of record and reports that existing right-of-ways should adequately serve this proposal. However, the owner is being requested to dedicate 10 feet additional right-of-way along Baldwin Avenue and provide some paving and curbing improve- ments. B. Sewage Disposal The applicant's engineer has prepared an analysis of alternative sewage dis- posal means; including on-site septic tank disposal, community septic tank disposal, and community package treatment plant disposal. For economic . reasons, and to provide the most realistic alternative, the applicant's engi- neer feels on-site septic tanks should be utilized. The Spokane County Health District has authorized the use of individual on-site sewage systems for each lot within the plat. The District states that an on-site sewage management system should be created and approved by their office prior to the signing of the final plat if more than a total of 11 dwelling units are authorized within the plat. The plat is situated over the Spokane Valley Aquifer and the Health District in their examination of the possible impact on groundwater quality from this proposal have the following comments: Impact Discussioa a. The plat sponsor has proposed 3 lots on 3.18 acres with lot sizes of 42,000 sq. ft. and 54,180 sq. ft. Each lot is to be served by a public water system and its individual on-site sewage disposal system. This raises the question of significance of the impact on the groundwater in the area and possible alternatives for sewage disposal. b. In the course of the conduct of the Army Corps study, Dr. Todd considered typical soils, natural and sewage disposal recharge to the groundwater, aad the effect of continued urban development in the Spokane River Valley upoa the quality of the grouadwater. In summary, he concluded that: 1. In normal precipitation years subsurface disposal of sewage treatment effluent does reach and recharge the grouadwater. 2. All the dissolved salts in sewage effluent will be carried to the groundwater. However, bacteria and detergents (phosphate portioa) are mostly removed by the deep soil layer above the groundwater and "minar dissolved constituents such as phosphates, which are known to react with soil particles, or nitrates, which are taken up by the plant roots," will be less than the total found in septic tank efflueats. 3. The calculated results at the downstream end of groundwater flow line indicate that the maximum range of (dissolved) solids coacentration expected at presnet (1975) is up to 93 mg/1 (milligrams per liter) above the natural groundwater background - f3C - STAFF ANALYSIS - Febru~_ 27, 1979 BALDWIX CRES - continued of 155 mg/1. The forecast year 2020 maximum incremental concentration is 101 mg/1 above the natural background. - - - The analytical results of the forecast impact of year 2020 when compared with the present impact, both measured in terms of leachate volume and dissolved solids concentration, • indicate that the present impact on groundwater quality is already a substantial proportion of the ultitnate level. c. Currently, results of chemical analysis show the total nitrogen content of the groundwater as in the range of .75 to .79 ppm. A projected incremental increase using Dr. Todd's expected 8.6 percent would result in a range of .81 to .85 ppm. Current Federal and State drinking water standards permit up to 10 ppm. d. Alternative sewage disposal methods that would not recharge the ground- - water have the following general characteristics: 1. Collector and central treatment systems discharging to surface waters would require at least tertiary treatment and perhaps more to obtain a permit for the discharge from the Department of Ecology. These systems are not currently economically available for this project. 2. Sealed systems, whether individual or community, depend on evaporation for liquid removal. These systems require more land area than a conventional subsurface drainfield. Some, such as lagoons, have safety hazards associated with them and relatively poor community acceptance. Land, installation and operational cost are generally more expensive than those for septic tanks and drainfields. C. Drainage. The County Utilities Engineer reports that the preliminary storm drainage plan submitted by the applicant indicates that on-site storm drainage provisions will adequately handle surface water runoff. However, final coastruction plans should be reviewed and approved prior to the final plat filing. D. Water Supply The Proposal is located within the recorded service area of Consolidated Irrigatioa District #19. The District advises the staff that adequate system capacity, and a desire on their part to serve, exists for the provision of water for domestic, fire and• irrigation uses. E. Fire Protectioa The proposal is situated within the recorded service area of Fire Protection District #1. -8D- 1 STAFF ANALYSIS - February 1979 BALDWIN AG_ continued The Fire District staff requests that the Hearing Examiner Committee require mains and hydrants of sufficient size for fire protection as a condition of final plat approval. The District also requests that they be allowed to . review and approve final construction plans. F. Schools Proposal lies within the boundaries of Central Valley School District #356. G. Parks The report "Planning for Parks" (revised 1976) indicates that Baldwin Acres in situated in the Greenacres #4 study neighborhood. A 7 acre neighborhood park, located in conjunction with a proposed elementary school near the intersection of Mission Avenue aad Long Road, would be required to serve the recreatioaal - needs of the neighborhood. H. Unique Environmental Features None have been identified. I. Cultural Resources None have been identified. III. ZONING ANALYSIS The proposed site, as well as all surrounding property within a~ mile radius, is currently zoned Agricultural. The applicant has requested that the zoning be upgraded to either Agricultural Suburban or R-1, Single Family Residential. As presented, either zone classification would be appropriate and would accommodate the proposed single family uses. The R-1 zoning, while not existing in the immediate area, would restrict all farm animal keeping and duplex uses. However, the Agricultural Suburban zoning would be more consistent with the rural lifestyles in the area. ' IV. ENVIRONMENTAL REVIEW An Environmental Checklist was submitted by the sponsor and has been reviewed by the Planning staff. No significant adverse environmental impacts were judged to exist. Slight adverse environmental impacts were identified on the checklist in the following categories: earth; air; water; flora; noise; light and glare; land use; population; housing; transportation/circulation; public services and utilities. , The Planning Director issued a proposed Declaration of Non-Significance, and it was circulated to other agencies of jurisdiction. _ 8 E , STAFF ANAI.YSIS - Febru~- 27, 1979 BALDWII .i,RES - continued V. CONDITIONS: If approval is granted, the following conditions are recornmended. NOTE: Any amendments to said conditions are stated separately and listed hereafter 1. That the plat be designated as indicated on the preliminary plat of record and/or attached sheets as noted. 2. That a statement be placed in the dedication to the effect that no more than one dwelling structure be placed on any one lot, nor shall any lot be further subdivided for the purposes of creating additional lots or building sites without filing a replat. ' 3. That the plat provide for right of way width for streets as indicated on the . preliminary plat of record. 4. That appropriate provision be made that the following described property be held in trust until the continuatioa of the streets be dedicated or deeded: A 1' strip at the ends or edges of all streets that terminate or border the plat boundary. (Temporary cul de sacs are required when streets terminate at the plat boundaries.) 5. That appropriate street names be indicated. 6. That appropriate utility easements be indicated on copies of the approved prelimiaary plat for distribution to the Planning Department and the utility companies. Written approval of the easements by the utility cocnpany must be received prior to the submittal of the final plat. 7. That the plan far water facilities adequate for fire protection be approved by the water supplier and fire protection district. Said water plan must also have been approved by the appropriate health authorities. The health authorities, water supplier (purveyor), and fire protection district will certify, prior to the filing of the final plat, oa the face of said water plan that the plan is in conformance with their requirements and will adequately satisfy their respective needs. Said water plan and certification will be • drafted on a transparency suitable for reproduction. The purveyor will also certify prior to the filing of the final plat on a copy of said water plan that appropriate contractual arrangements have been made with the plat sponsor for construction of the water system, in accordaace with - the approved plan, and in accordance with a time schedule. The time schedule will provide, in any case, for completion of the water system and inspection by the appropriate health authorities prior to applicatioa for building permits within the plat. The contractual arrangements will include a provision holding Spokane County and the purveyor harmless from claims by any lot purchaser refused a building permit due to the failure of the plat sponsor • to satisfactorily complete the approved water system. The plat dedication will contain a statement to the effect that the public water system as approved by County and State Health authorities and the local fire district and purveyor will be installed withia this plat, and the subdivider will provide for individual domestic water service as well as fire protectioa to each lot prior to sale of each lot. -8F- STAFF ANALYSIS - February 1979 BALDWIN AC..LS - continued 8. That a certificate of title be furnished the Planning Department prior to the filing of the final plat. 9. That the preliminary plat be given conditional approval to March 1, 1980. 10. That a declaration of Non-Significance be issued, in accordance with Section 11.15.340 of the Spokane County Environmental Ordinance (SCEO) prior to approval, or any approving action in accordance with SCEO 11.15.340. NOTE: The official file contains an environmental checklist for the proposal and a staff review of their checklist as required by WAC 197-10-320. 11. That conditional approval of the plat is given subject to the dedication of right of way to the public and approval of the road system in the plat by the County Engineer. - 12. That plans, profiles, and cross sections showing proposed street centerline and curb grades be submitted to the County Engineer for approval prior to constructioa and the filing of a final plat. 13. The drainage plans and design calculations showing the grades and alignment of drainage facilities be submitted to the County Engineer for approval prior to construction and the filing of a final plat. 14. Construction within the proposed public streets and easements shall be performed under the direct supervision of a licensed land surveyor, who shall be responsible for perpetuating all evidence of the locatioa of survey monumeats which may be distrubed during coastruction and who shall furnish the County Engineer with "As Built" plans and a certificate in writing that all improvements were installed to the lines and grades shown on the approved construction plans and that all disturbed monuments have been replaced. 15. No construction work is to be performed with the Public Right of Way until a permit has been issued by the County Engineer. All work is subject to inspection and approval by the County Engineer. 16. All construction within the Public Right of Way is to be completed prior to filing the final plat or a bond in the amount estimated by the County Engineer to cover the cost or construction of improvements, construction certification, "As Built" plans, aad monumenting the street centerlines, shall be filed with the County Engineer. 17. That a name be indicated before the final plat is filed; such aame to be approved by the County Assessor and the Planning staff. 18. That each lot be authorized for the use of individual on-site sewage disposal systems. 19. Prior to filing of the final plat, the sponsor shall present evidence that the plat lies within the recorded service area of the proposed water district. -8G- . . "The ability of a soil to remove chemical constituents by sorption processes depends on many different factors. One of the overriding factors is the hydraulic loading and interstitial velocity of the water passing over the soil particles. Many types of sorption phenomena are time-dependant, especially those sorption processes involving the migration of the chemical constituents into the pores 'of the solid particles. It is possible to readily saturate the surface sites of a soil particle with various types of chemical constituents and still have a large potential sorption capacity. However, adequate contact time must be allowed for the uptake of the solute in the capillary pores of the solid"(1) " Another irnportant factor influencing the sorption capacity of sorption materials and soil systems is the chemical characteristics of solid phase. Clay minerals, among other types of solids, have a very high sorption capacity for various types of chemical solutes. " (1 ) Frorn the above observations and recognizing that the clay coating the bottoms of pebbles in the lower sub-soil of Garrison Soils has high sorption potential for chemical solutes, a higher hydraulic loading rate would dirninish the effect of time dependent sorption processes. - Committment of a large site within a residential area for a sewage treatment plant and drainfield. - Requirement for continuous operation and maintenance by a trained certified operator. - Power committments to run the plants blowers and/or pumps. (2) An Oxidation Pond: A lagoon system, without aeration, would dispose of organic material hy biochemical processes and effluent by seepage either directly or in a drainfield. With proper design, lagoon systems can have removal rates for organic material equal to or higher than most municipal secondary sewage treatment systems. a. AOVANTAGES: - f3etter maintenance supervision than individual onsite systems. - More complete treatment of organic material than septic tank and drainfield systems. PAGE 2 • May not regulre any power for pumps, blawers, or heat. - Low operation cost. b. DISADVANTAGES: - Aesthetically object:ionable in a residential area, usually requires a suitable location visually screened. - Can have odor problems if organic loading becomes excessive, or system goes septic when frozen ovPr. - Some risk of breach if lagoon is constructed with b e rms . - Usually requires as much or rnore space than a package plant and drainfield systpm. - If excavation exceeded the loamy top soil depth, permiability becomes excessive and a greater risk of contamination of the Aquifer is incurred. Has "severe" limitation for rating lagoons by Soil Conservation Systems. An expensive liner would be required. - Could be considered an "attractive nuisance" to parents of small children desiring to use it for swimming, boating, etc. (3) Connection to a co.llector or trunk line serving a major Spokane Valley Sewage Treatment Plant: This system contemplates the construction, by others, of a large scale sewage treatrnent facility with primary, secondary and tertiary treatment capability. F_ffluent disposal would most probably be in the Spokane River. Each lot would have individual sewer connections heading to collPCtor and trunk lines serving the major system. a. ADVANTAGES: - Best treatment efficiency. - Most reliable maintenance and operation control. - Least likely to adversely affect groundwater. b. OISAOVANTAGES: - Such a system does not now exist, nor is one presently planned. Should one be 'planned and approved, it would probably be 2- 5 years before it could be used. - Such a large central treatment facility may ultimately not be the sewage management system adopted for the Valley. Certainly the cost of the plant alone would be great, but the cost of installing a trunk and collector system throughout built-up areas would be enormous. One recent estimate for the system was $300 Million. PAGE 3 .(4) Sealed Lagoon System: This oxidation pond system relies on the excess of annual evaootra'nspiration over precipitation to dispose of effluent. a. ADVANTAGES: , - Good treatment efficiency. - No contribution of chemical solutes to groundwater. - More reliable operatior and rnaintenance responsibility. b. DISAOVANTAGES: - Aestl-ietically objectionable in residential areas. - Can have odor problems if system became excessively loaded or was frozen over in winter and went septic. - The annual evaporation/precipitation water budget in Spokane Valley is quite variable, and generally marginal enough that very large acreages would be required to insure disposal of effluent. These acreages would be on the order of 4 to 10 times those required for package plants and drainfielcis or seepage disposal would be expensive and a rather undesirable land use committment. (5) Individual on site Septic Tank and Drainfielri System: Such systems dispose of organic waste by biochemical anaerobic decomposition in a septic tank. The effluent then flows to a drainfield where it is further processed by the soil rQlurnn surrounding it, and the efFluent then is disposed of by a combination of evaporation, transpiration from vegetation, and percolation to groundwater. Percolation would normally only occur during wet winter months where precipitation exceeds evapotranspiration. a. ADVANTAGES: - Septic tanks and drainfields are easy to install, operate and maintain. - Do not normally require major collector lines, trunk lines, pumps, blowers, precipitators, lift stations, etc., etc., to perform their treatment processes. They are normally pa,sive gravity syJtems. - No odors when properly installed and maini:ained. - Low and infrequent maintenance. b. DISAOVANTAGES: - Systems may not rernove all dissolved salts as phosphates and nitrates. During wet winter months, some leaching of these salts could occur to the PAGE 4 , • Spokane Aquifer. The site is located over the mainstream flow of the Aquifer which iias less of a tendancy for salt build up than the edges. Water quality for the Central Pre-mix Sullivan well in the Spokane Aquifer "208" Study show considerable margin before Federal minimum water quality standards would be violated. - Operation and maintenance is lnft as the individual homeowners responsibility. This psoject lies in a relatively flat area with slight depression lying east and west in approximately the midcile of the plat. It is bounded on the north by Baldwin Avenue. The north boundary commences at a point located at intersection of Tschirley Avenue and Bagdwin, extending west 329', thenee south 420', thence east 329', thenee north 420' to join north boundary at Baldwin Avenue. It lies over the Spokane Valley Aquifer. b. Surface soils are classed as Garrison gravelly loam with Q to 5% slopes. They have a septie tank filter field limitation of slight wfth possible eontamination of groundwater. e. Geologically the soils are*glaciof.luvial deposits; stream-laid samd and gravel, contains some boulders in places; includes some undif£er- entiated gbacial deposits. The lower terrace remnants kaave probably been reEiorked by stxeams. These geologic struetures yield moderate to very large amounts of water. The data from a well belonging to the Consolidated Irrigation District indicated a total nitrogen content as in the range of .75 to .79 ppm. The Consolidated Irrigation District has indicated that it is willing and able to furnish domestic-use water to ttne plat. Satisfactory arrangements have been made with the dedeloper. 3. Impact Discussion: a. The plat sponsor has proposed 3 lots on 3.18 acres. Each lot is to be served by a public water system and its individual on-site sewage dis- posal system. This raises the question of signi£icance of the impact on the groundwater in the area and possible alternatives for sewage disposal. b. In the course of the eonduct of the Army Corps study, Dr. Todd considered typical soils, natural and sewage disposal recharge to the groundwater, and the effect of continued urban development in the Spokane River Valley upon the quality of the groundwater. In summary, he concluded that: (1) In normal precipitation years subsurface disposal of sewage treat- ment effluent does reach and recharge the groundEaater. (2) All dissolved salts in sewage effluent will be carried to the groundwater. However, bacteria and detergents (phosphate portion) are mostly removed by the deep soil layer above the groundwater and "minor dissolved constituents such as phosphates, which are known to react with soil particles, or nitrates, which are taken up by plant roots" will. be less than the total found in septic tank effluents. (3) "The calculated results at the downstream end o£ groundwater flow line indieate that the maximum range of (dissolved) solids con- centration expected at present (1975) is up to 93 mg/1 (milligrams per liter) above the natural groundwater background of 144 mg/1. The forecast impact of year 2020 when compared with the present impact, both measured in terms of leachate volume and dissolved solids concentration, indicate that the present impact on ground- water quality is already a substantial proportion of the ultimate level." c. Currently, results of chemical analysis show the nitrogen content of the groundwater as in the range .75 to .79 ppm. A projected incremental increase using Dr. Todd's expected 8.6 percent would result in a range of .81 to .85 ppm. Current Federal and State drinking water standards permit up to 10 ppm. d. Alternative sewage disposal methods that would not recharge the groundwater have the following general characteristicso (1) Collector and central treatment systems diseharging to surface waters would require at least tertiary treatment and perhaps more to obtain a permit for the discharge from the Department of Ecology. These systems are not currently economically available for this project. ~ ' Baldwin Acres December 13, 1978 Page 3 (2) Sealed systems, whether individual or cammunity, depend on evaporation for liquid removal. Some, such as lagoons, have safety hazards associated with them and relatively poor community acceptanee. 4. Recommend that: a. The final plat shall be designed as indicated on the preliminary plat of record and/or attached sheets as noted. b. Appropriate utility easements shall be indicated on copies of the prelimi- nary plat of record for distribution by the Planning Department to the utility companies, County Engineer and Spokane County Health District. Written approval of the easements by the utility company must be received prior to the submittal of the final plat. (Note: The first sentence is superfluous if the easements are shocan on the preliminary map as required by Ordinance Chapters S and 6.) c. The dedicatory language of the plat will state that each lot is author- ized the use of an individual on-site sewage disposal system. d. Prior to f iling of the final plat, the sponsor shall present evidence that the plat lies within the recorded service area of the water system proposed to serve the plat.`~,The dedicatory language on the plat shall state: "Use of private wells and water systems is prohibited." e. A plan for water facilities adequate for domestic use, domestic irrigation use and fire protection use shall be approved by the water supplier. Said water plan must have been approved by the fire protection district and the appropriate health authorities. The health authorities, water supplier (purveyor) , and fire protection district will certify, prior to the filing of the final plat, on the face of said water plan that the plan is in con- forffiance caith their requirements and will adequately satis£y their respec- tive needs. Said water plan and certification will be drafted on a transparency suitable for reproduction. f.
