Commercial Pre-application Meetings During the month of September Community Development staff held 4 commercial pre-application meetings and one residential short plat meeting. New projects included Fitness Center and Medical office building. Hearing Examiner The Hearing Examiner did not have any land use hearings in September. Business Licenses Staff approved 180 business licenses in September. Home Occupation Permits Staff approved 52 home occupation permits in September. Entertainers Licenses Staff processed 8 adult entertainment licenses for September. Customer Service The Permit Center staff assisted 484 customers at the counter and handled 510 customers' inquires by phone in the Permit Center during September. The Permit Center staff provided an average target date of 10 working days for Commercial projects, 3 working days for Residential platted and 10 working days for Residential un-platted. The September 23rd meeting was rescheduled due to a lack of a quorum. At the September 9th meeting, the Commission held a study session on proposed text amendments to the Sprague and Appleway Corridors Subarea Plan, specifically changes to the Mixed Use Avenue Zone, the Applicability section, setbacks and prelocated streets. 2011 Comprehensive Plan Amendments/Updates Staff sent notice to City Council and department heads on September 2, requesting possible updates for the 2011 Comprehensive Plan Amendment cycle. Staff is developing a docket for the 2011 amendment cycle and would like to incorporate relevant changes to ensure the Comprehensive Plan is current. A presentation to the Council regarding SARP as it relates to the Comp Plan update is scheduled for October 5th 2010. Growth Management Steering Committee of Elected Officials (SCEO) The Steering Committee did not meet in September. Shoreline Master Program Staff presented the updated Shoreline Inventory and Characterization Report to Council on September 14. Council accepted the Inventory Report as drafted, allowing the process to move forward to the next phase. Subarea Plan Revisited Staff continued with the SARP review program, preparing Code Text Amendments, conducting a community meeting on Community Boulevard Zoning, and reporting back to Council on the City Center zone. The first batch of code amendments for the Gateway Commercial and Gateway Avenue Zones were adopted by City Council September 28th and vehicle sales and service were added to the mixed use zone September 14th D partment-Vie Energy Grant Public Works continues transportation projects that will result in energy conservation and carbon footprint reduction. Avista Utilities anticipates a re-launch of the home energy audit program advertising the reduced rates per customer. See the paragraph below for updates on the Bike and Pedestrian Master Plan. Washington State Energy Strategy Update Process The Washington State Energy Strategy update process continued this month with weekly webinars. The Building Official continues to participate in the conservation sector process and has been working with Commerce staff to improve access to the work group meetings. Participation in this process will be on-going through December 2010. Sidewalk inventories are on hold for the construction season. Bike/Pedestrian Plan (BPMP) Results of the first community workshop and of the on-line, non-statistical survey were presented at a second workshop held September 29t . Heleen Dewey from the Health District presented impacts associated with a non-active lifestyle. Approximately 40 individuals attended and helped identify and prioritize potential bike routes. Regarding the pedestrian aspect of the project, staff met with the Health District to discuss opportunities for collaboration on the Safe Routes to School program. In addition, staff identified senior centers and living facilities for further outreach and coordination. Training Kathy McClung and Greg McCormick attended the Washington State Planning Director Conference in September. Collectively, the directors gave a message to AWC and State Agencies that SEPA has outlined its useful life and needs to be amended by the legislature. Deanna Griffith attended a FEMA conference on floodplain management. Mary May and Karen Kendall attended a class on water conservation. Wellhead Protection Staff attended a Wellhead Protection meeting in September. Regional Partnering The Regional Partnering Group met with respective staff to review the master application. Staff identified some procedural barriers that may not be resolvable. Building Officials will seek direction from Directors and Commissioners to determine what priority this project has. In the meantime, the building official group is working on identifying and prioritizing new partnering opportunities.
