Community Development issued a total of 366 permits in October. A commercial building permit was

In October staff issued 1 SEPA determination for a binding site plan for 3 commercial lots.
Commercial Pre-application Meetings
During the month of September Community Development staff held 4 commercial pre-application
meetings. New projects included two new office buildings, one office addition and one espresso
stand.

The Hearing Examiner did not have any land use hearings in October.
Business Licenses
Staff approved 124 business licenses in October.
Home Occupation Permits
Staff approved 25 home occupation permits in October.
Entertainers Licenses
Staff processed 5 adult entertainment licenses for October.
Express Permits
Staff processed 1 Express Permit in October.
CustomerSewice
The Permit Center staff assisted 482 customers at the counter and handled 423 customers' inquires
by phone in the Permit Center during October. The Permit Center staff provided an average target
date of 10 working days for Commercial projects, 3 working days for Residential platted and 10
working days for Residential un-platted. This target date represents the time to first comments issued
to the applicant.

UPDATES
Planning
Planning Commission
The Planning Commission held one regular meeting on October 14th to consider proposed text
amendments to the Sprague/Appleway Subarea Plan, specifically changes to the Mixed Use Avenue
Zone, the Applicability section, setbacks and prelocated streets.
2011 Comprehensive Plan Amendments/Updates
Staff finalized the 2011 CPA docket for the annual amendment cycle. Staff received two privately
initiated site-specific map amendment. On October 5, staff provided a presentation to the Council
regarding SARP as it relates to the Comp Plan. Legal notices were published in the Spokesman
Review on September 3 and September 10 notifying the public that the City of Spokane Valley is
accepting applications for Comprehensive Plan Amendment proposals up to November 1, 2010. In
addition, a media release was published in the Valley News Herald further notifying the public that the
2010 amendment cycle is underway. Staff is compiling requested changes and developing the docket
for the 2011 amendment cycle.
The City Council has directed staff to initiate a emergency comprehensive plan amendment to
replace the City Center zone with Mixed use. A Planning Commission workshop is scheduled for
November 18th
Growth Management Steering Committee of Elected Officials (SCEO)
The Steering Committee conducted a meeting October, reviewing updated Urban Growth Area
information. Staff participated in a regional meeting on growth projections on October 13th
Shoreline Master Program
Staff continued work on the Shoreline Master Program, meeting with consultants and drafting new
timelines for upcoming meetings.
Subarea Plan Revisited
The Subarea Plan revisit continued with a report back to Council on the Community Boulevard
meeting, a Planning Commission hearing on text amendments resulting from the Mixed Use Avenue
meetings and a progress report to Council by the Director. Council decided to send the entire
Subarea Plan back to the Planning Commission with their direction to consider rescinding the entire
plan.
D partment-Vie
Energy Grant
Staff met with a representative from the Department of Energy on October 13th to discuss status of
projects and ability to meet the 19-month fund commitment requirement. Public Works continues
transportation projects that will result in energy conservation and carbon footprint reduction. Avista
Utilities conducted one home energy audit and anticipates more resulting from the reduced rates per
customer. See the paragraph below for updates on the Bike and Pedestrian Master Plan.
Washington State Energy Strategy Update Process
The Washington State Energy Strategy update process continued this month with weekly webinars.
The Building Official continues to participate in the conservation sector process and has been working
with Commerce staff to improve access to the work group meetings. Participation in this process will
be on-going through December 2010.

ADA Study
Staff has completed entering data from the department surveys and is researching report formats.
The City attorney's office is reviewing legal requirements associated with the self evaluation and
transition plan. Sidewalk inventories are on hold for the construction season.
Bike/Pedestrian Plan (BPMP)
On October 20, staff held the first Bike and Pedestrian Technical Advisory Group (BPTAG) meeting.
During this meeting, the BPTAG helped identify and prioritize potential bike routes from their areas of
expertise. In addition, the BPTAG provided a review of the communities proposed routes. Regarding
the pedestrian aspect of the project, staff is continuing to work with the Health District, the Bicycle
Alliance of Washington, and Spokane Valley School Districts (CV, EV, & WV) to perform walking
audits for Safe Routes to School. In addition, staff developed a Request for Qualifications (RFQ) for
engineering and planning services for the Bicycle and Pedestrian Master Program. Mike Basinger
was interviewed on public television regarding this program.
Training
Scott Kuhta and Lori Barlow and Mary May attended the Washington State American Planning
Association conference in Kennewick, Washington. Both earned continuing education credits for their
AICP certification.
Wellhead Protection
Staff attended a Wellhead Protection meeting in October.
Regional Partnering
The Regional Partnering Group met with respective staff to review the master application. Staff
identified some procedural barriers that may not be resolvable. Building Officials will seek direction
from Directors and Commissioners to determine what priority this project has. In the meantime, the
building official group is working on identifying and prioritizing new partnering opportunities.
