There were 6 Certificates of Occupancy issued for the month of November.

Community Development issued a total of 246 permits in November including a vehicle storage
building for AVISTA.

In November the final plat for Rivercrest was approved for 52 lots.
Commercial Pre-application Meetings
During the month of November there were 4 pre-application meeting including a 35 plat, 6600sq
manufacturing addn., and an espresso.
Hearing Examiner
The Hearing Examiner did not have any land use hearings in November
Business Licenses
Staff approved 162 business licenses in November.
Home Occupation Permits
Staff approved 26 home occupation permits in November.

Entertainers Licenses
Staff processed 6 adult entertainment licenses for November.
SEPA
A DNS was withdrawn for Ponderosa Point by court order. A DNS was issued for the Emergency
Comprehensive plan Amendment.
Express Permits
There were no Express permits processed in November.
Customer Seryce
The Permit Center staff assisted 365 customers at the counter and handled 359 customers' inquires
by phone in the Permit Center during November. The Permit Center staff provided an average target
date of 10 working days for Commercial projects, 3 working days for Residential platted and 10
working days for Residential un-platted. This target date represents the time to first comments issued
to the applicant.

The Right-of-Way inspector performed 755 inspections in November.

UPDATES
Planning
Planning Commission
The Planning Commission met one time in November, as is its custom. During that meeting the
Commissioners had a study session regarding a proposed emergency Comprehensive Plan
amendment.
2011 Comprehensive Plan Amendments/Updates
The Comp Plan amendment team met in November to discuss roles and responsibilities for the
annual update. The 2011 Comprehensive Plan Update includes changes to Chapter 2 - Land Use,
Chapter 3 - Transportation, Chapter 4 - Capital Facilities, Chapter 7 - Economic Development and
Chapter 8, Natural Environment. The proposed amendments also include two citizen-initiated
requests for site-specific map amendments. In addition, staff tentatively scheduled a review session
and public hearing to be held in February with the Planning Commission.
Growth Management Steering Committee of Elected Officials (SCEO)
The Steering Committee did not meet in November.
Shoreline Master Program
Staff continued to work on the Shoreline Master Program, meeting with consultants and drafting new
timelines for upcoming meetings.
Subarea Plan Revisited
The Subarea Plan revisit continued with a Planning Commission study session on a proposal to
eliminate all City Center references from the Subarea Plan and to change the City Center
Comprehensive Plan and Zoning Designations to Mixed Use Avenue. Also, code text amendments
resulting from meetings on the Mixed Use Avenue District Zone were adopted by Council.

Energy Grant
Public Works continues transportation projects that will result in energy conservation and carbon
footprint reduction. Staff met with representatives from the City and County of Spokane at Avista
Utilities for a six-month re-cap of the Home Energy Audit Program. Avista conducted two home
energy audits in November. See the paragraph below for updates on the Bike and Pedestrian Master
Plan.
Washington State Energy Strategy Update Process
The Washington State Energy Strategy update process continued this month with weekly webinars.
The Building Official continues to participate in the conservation sector process and has been working
with Commerce staff to improve access to the work group meetings. Participation in this process will
be on-going through December 2010.
ADA Study
Staff has completed entering data from the department surveys and is researching report formats.
The City attorney's office is reviewing legal requirements associated with the self evaluation and
transition plan. Sidewalk inventories are on hold for the construction season.

Bike/Pedestrian Plan (BPMP)
Staff reviewed eight responses received in reply to the RFQ for consultant services to assist with
technical review and recommendations of potential bike facilities. DKS was selected and a
preliminary scope of services has been drafted. Staff participated with the Health District, the Bicycle
Alliance of Washington, and Spokane Valley School Districts (CV, EV, &WV) in walking audit training
for the Safe Routes to School program. Staff is drafting preliminary text for the BPMP.
Training
Tom Melbourne attended a HVAC course.
Wellhead Protection
Staff attended a Wellhead Protection meeting in November.
Regional Partnering
The Regional Partnering Group met with respective staff to review the master application. Staff
identified some procedural barriers that may not be resolvable. Building Officials will seek direction
from Directors and Commissioners to determine what priority this project has. In the meantime, the
building official group is working on identifying and prioritizing new partnering opportunities.

Citizen Action Requests
Code Compliance officers received 27 Citizen Action Requests in November.

Other
Scott Kuhta participated in a panel discussion on planning issues at the Eastern Washington University.
The Department hosted an internal open house so that city staff could see the wide spectrum of
information. It is available on the GIS system.
