Flora and a tenant change for a event center at 18507 E. Appleway were received in June. Pre-application Meetings There was one Pre-application meeting for a bar at 14202 E. Sprague. Hearing Examiner There was 1 Hearing Examiner Meeting in June for Sub-01-10. Roth Addition (Lots N' Land). Home Occupation Permits Staff approved 31 home occupation permits in June. Entertainers Licenses 6 entertainment licenses were processed for June. Express Permits There were 5 Express permits processed in June. CustomerSewice The Permit Center staff assisted 104 customers at the counter and handled 201 customers' inquires by phone in the Permit Center during June. The Permit Center staff provided an average target date of 10 working days for Commercial projects, 3 working days for Residential platted and 10 working days for Residential un-platted. This target date represents the time to first comments issued to the applicant. Inspections Right of Way Inspector: The Right-of-Way inspector performed 918 inspections in June. Growth Management Steering Committee of Elected Officials (SCEO)— The Steering Committee did not meet in June. Staff attended one Planning Technical Advisory Committee meetings in June. Shoreline Master Program Staff completed their work with the Shoreline Advisory Group on the development of the draft Shoreline Master Program Goals and Policies. The Group met for an optional meeting on June 23 for final group review and discussion. A Council update is schedule for July 19, 2011. Street Vacation A Street Vacation for the Fire District was presented to the City Council in June. D partment-Vie Energy Grant Public Works continues to implement transportation projects that will result in energy conservation and carbon footprint reduction. Mary May presented changes to the City Council to grant as proposed by Avista. See the paragraph below for updates on the Bike and Pedestrian Master Plan. Washington State Energy Strategy Update Process The Washington State Energy Strategy update process provided an update to the legislature and the Governor December 1, 2010. The update was not intended to be a comprehensive revision. The full revision is expected to be delivered to the legislature and the Governor in December 2011. The meetings for the full revision began in January and are scheduled throughout 2011. The topic of the meetings continues to be transportation so no action other than monitoring the Department of Commerce web-site has been required so far this year. Bike/Pedestrian Plan (BPMP) Staff sponsored an Open House on the Plan to Greenacres Neighborhood. Staff presented an overview of the BPMP to the Planning Commission on June 23, 2011. A public hearing on the BPMP is scheduled for July 7. Economic Development Staff is working on an Economic Development strategy to present to Council at their June 7th joint meeting with the Planning Commission. ADA Study The ADA survey work group has completed their analysis of the compiled results. One meeting is to be scheduled to work with Parks and Recreation staff to clarify some responses, but for the most part the work group has concluded their evaluation of the survey results. Work has begun on the draft report and the core team will meet in July to develop the remaining meeting schedule. Work is still on track to be completed by December 2011. Wellhead Protection There was no meeting held in June. Regional Partnering The Regional Partnering Group continues to evaluate re-writing the administrative provisions of local municipal and county codes to be more uniform with regard to permit application and permit expiration time frames. The group has also met with local builders and continues to clarify WSEC implementation issues. The Building official group has also begun discussions of a uniform regional policy regarding the installation of solar arrays. Department Training Cari Hinshaw Excel Training, Scott Wallace Flagger Training, Scott Kuhta, Mike Basinger, Micki Harnois, Lori Barlow and Mary May attended the APA Section Conference. Sign and Landscaping Regulations Scott Kuhta presented an overview of the sign and landscaping regulations to City Council. Council directed staff to proceed with amendments to the landscaping regulations and requested that more information be brought back to Council on the sign regulations. Other The Airway Heights Agreement for plan review was presented to City Council in June. Cote Compliance Citizen Action Requests Code Compliance officers received 63 Citizen Action Requests in June. All complaints received must be investigated, if even to determine that no violation exists.
