ZE-93-71 - AGRICULTURAL T4 FREEWAY COMMERCIAL. BROCKMAN-ROTHROCK, INC.
Planning Comrrussion Recommendation: Approve to Freeway Commercial Zone,
subiect to the followinq conditions.
A. Conditions:
1. Subrruttal by the applicant and approval by the Board of County
Comm3.ssioners of a final "Development and Traffic Control Plan".
Such plan shall incorporate a seYVice station site with access to
Cataldo Avenue only and shall adhere to fihe provisions of
Chapter 4. 08A of the Spokane County Zonang Ordina.ice. The final
plan shall also incorporate the following additions, or clanfications:
a) Locat,ion, onentation, and specifications of all free-standing
signs o
b) A landscape plan of the seYVice station site showing type and
extent of landscaping. (An underground spnnkler system shall
be installed in all landscaped areas.)
c) Access dnveways in accordance with the requiremenfis of the
Sfiate Highway Department.
d) Installation of fire hydrants in accordance with the requirements
of the Valley Fire Marshal.
2. Approval of access points and dnveway design by the State Highway
Department o Confirmation of such approval shall be subrYUtted pnor
to approval of the f2na1 "Development and Traffic Control Plan".
3. Ihrect acce s s to the advertised property from Barker Road shall be
prohibited.
B. Reasons:
The Planning Commission is of the opaiv.on that the advertised property is
appropriate for Freeway Commerciai zona.ng, provided that the service
station site is onented to Cataldo Avenue rather fihan Barker Road.
The criterl.a contained fn the text portion of the Comprehensive Plan
relate to the following objectives for determining the best locations for
Freeway Commercial zoning:

1. To provide the highest degree of usefulness and converuence to
Freeway users a The proposed site is visible from the Freeway and
the Barker Interchange affords convenuent access to the site. 1
2, To create a minimum of traffic congestion or hazards on the limited
acce s s highway, its acce s s and egre s s ramps, and connecting
County Roads e The developments shall be oriented to Cataldo
Avenue rather than Barker Road,
Because of the Iimited sigiit distance on the Barker Road Overpass (I-90),
and because of the grade elevataon difference (20' or more) between the
advertised property and Barker Road, the County Engineer and the State
Hhghway Department have recommended that direct access to the site
from Barker Road be deniedo Therefore, the Planrung CommYSSion reque,sts
that the service stati,on site in the final "Devel.opment and Traffic Control
P1an" be onented to the frontage road (Cataldo Avenue) a
3. To create a mina.mum of adverse effect upon property developed or
