This matter having come befflre the Examiner Committee on November 6, 1979,
and the members of the Committee present being Eldon Thvmas, Chairman, Jane
fViyers, and Ted I'VlcCoury and there being the followring persons present who
wish to request approval of a Zone Change, Gary Saiki, representing applicant
for a Zone Reclassifcation on a previously approved application for the purpose
of amending Condition #4 which requires a!l advertising structures to be placed
flat agaNnst the building, which would allaw a free-standing sign on-site
B. FINDINGS OF FACT
'l. That the existing zoning of the property described in the application is
Restricted I ndustrial .
2 That the proper legal requirements for advertisement of the Agenda ltem
have been fulfilled
3. That this proposal is not in conflict with the provisions of adopted regula-
tian
4 That the owners of adjacent lands expressed neither appraval nor dis-
apprDVal of the proposed change of conditions
5 The Hearing Examiner Committee finds the propasal to be in harmony with
the general purpase and will nvt be atherrwise detrimental ta the public

October 11 1979, the Spokane County Board of Commissioners approved United
Paints appeal for a 240 sq. ft. free-standing sign

Dear Mr. Kirsch:
Thank you for the opportunity to comment on f inal zone reclassification
on this project. Our concern is limited to the impact the proposed de-
velopment will have on the Spokane Valley Aquifer.
The apparent intent to utilize drywell injection to dispose of loading
dock storm runoff and truck washings affords little ground water pro-
tection. Likewise, unimpeded flow to dry wells from all points of the
impervious surface decreases potential for chemical or petroleum recov-
ery in event of spillage. Design and construction of on site petroleum
storage facilities should provide for spillage recovery.
Should there be any process wastewater generated by these operations,
plans for the industrial wastewater must be submitted to the Department
of Ecology for review.
It is my understanding that the Spokane County Interdepartmental Review
team is an informal arrangement based upon the desire of*the Spokane
Planning Department to utilize existing technical expertise within the
governmental intrastructure. We will aid in this capacity to the extent
possible.

1. Reference your memo to me, same subject, June 8, 1979.
2. The subject project lies in an area of the Spokane Valley over the Valley
Aquifer. Soils are suitable for use of on-site sewage disposal systems for
domestic waste; public water service is, or can be, available to serve the
property. Specific review and approval will be accomplished in conjunction
with issuance of any building permits.
3. Note that the use of drywells at the fuel pumps and for area drainage may be
inconsistent with proposals for liquid waste management resulting from the
"208 Study".

This matter having come before the Examiner Committee on October 22, 1979, and
the members of the Committee present being Ted McCoury, Acting Chairman,
Jane Myers, and Paul Sceva, Jr and there being the following persons present
who wish to request approval of a Zone Change, Gary Sai ki for a Zone Reclassifi-
cation, Change of Conditions on a pr,eviously approved application for the
purpose of amending Condition #4 which requires all advertising structures to be
placed flat against the building, which would allow a free-standing 'sign on-site

'I That the provisions of RCW 43.21C (The State Environmental Policy Act)
have been complied with
2 That the proper legal requirements for advertisement of the Agenda Item
have not been fulfilled.

Dear Ms. Raines e
In reference to our telephone conversation with
Mr. Ken Kirsch on 10/10/79, there seems to be a
deficiency in our complying with required,conditions
for application of change of conditions for a free-
standing sign to be used for the Weyerhaeuser
Company Custome r Service Center located at E. 19207
~ Cataldo. From our conversation with Mr. Kirsch, it
is our understanding that since we did not distribute
our required public notice information ten days prior
to our tentative hearing date of 10/18/79 reapplication'
must be made to present our case to the Spokane County

Dear Ms. Raines
In reference to your June 18, 1979 letter regarding
comments received from the Spokane County Inter-
Departmental review team on item`#3 of the Planning
Dept. comments, we, as our client' s representative,
are requesting a change of condition to allow the
Weyerhaeuser Company free-standing sign to be used.
The Weyerhaeuser corporate identity sign is proposed
to be located 20'-0" north of the south property
line and 105'-0" west of the east property line.
The following is a statement from J. L. Jacobs, the
CSC project manager for Weyerhaeuser Company :
'Our standard free standing road entry sign is 4'x6'
due to the surrounding scale of elements. It"always
is produced with the Corporate symbol, the name
"Weyerhaeuser", and the words similar to "Wood Products,
Customer Service Center". This sign is placed near
the road entry in all facilities, and is of the same
standard corporate colors.

The purpose of our Corpo rate Identity Program is to
help us achieve an attractive and consistent appearance
from letterheads to plant sites. Our Corporate
signature is made up of our Company symbol and the
name "Weyerhaeuser". With wholesale distribution
facilities, we add the word "Company" and second line
showing "Customer Service Center" to make up our ware- house building sign. This standard identification ~

Our symbol is dark green and the letrers are black
on a light green background, and are only produced

WHEREAS, The Spokane County Zoning Hearing Examiner Committee did,
after public hearing on August 16, 1979, forward to the Board of County
Commissioners a recommendation that the applicant's request for a change
in the conditions of approval to allow a free-standing sign be denied, on
property described as follows
Lots 1- 4 and Lot 8, Block 2, including vacated roadway
adjoining Lots 2, 3, 4 and 8; and also that portion of
Lots 1- 5, Block 3 lying north of I-90, except Cataldo
Avenue, in Corbin Addition to Greenacres, in Section 17,
Township 25 N., Range 45, E.W.M., Spokane County,

WHEREAS, The Board conducted its own public hearing on
October 1, 1979, at the request of United Paint Manufacturing Co., Inc.,
East 1130 Sprague Avenue, Spokane, Washington 99202, to present evidence
and testimony in favor of this application, and
WHEREAS, The Board did consider the recommendation of the Zoning
Hearing Examiner Committee and testimony and evidence of the applicant and
other interested parties, and
WHEREAS, At said hearing opportunity was afforded those favoring
and those opposing the above-described zone reclassification (reconsideration
of an approved condition), and the Board of County Commissioners fully con-
sidered the testimony given, the records, and the minutes of the Zoning
Hearing Examiner Committee and all evidence presented, and having individually
acquainted themselves with the site and vicinity in question, does hereby find

This being the time set by the Board of County Commissioners of Spokane
County, Washington to render its decision concerning the request of
United Paint Manufacturing Co., Inc , East 1130 Sprague Avenue, Spokane,
WA 99202 for reconsideration of condition of a previously approved zone
reclassification captioned above, and
The Spokane County Hearing Examiner Committee having heard the above
request on August 16, 1979, did deny the applicant's request for a
change in the conditions of approval to allow a free standing sign, and
The Board having conducted its own public hearing on October 1, 1979,
at the request of applicant, United Paint Manufacturing Co., Inc. and
being familiar with the site and considering the testimony, and
The Board being fully advised in the premises did determine, based upon
the testimony submitted at the public hearing and other evidence available
to the Board to reverse the decision of the Hearing Examiner Committee and
did approve the applicant's request for a change in conditions to allow
a free standing sion, consistent with the drawing and artist's rendering
submitted at the public hearing on this date.
The Board instructed the Planning Staff to prepare Findings and Order,
for execution by the Board at a subsequent meeting, setting forth more
definitively the Board's action in this matter.

Dear Mr. Dayharsh :
In reply to your letter of June 18, 1979, please note
the following:
SEPA Coordinator - Thomas G. Mosher (456-2205)
1. Recommend storm drainage be handled as in "208" Study
recommendations, in terms of limited dry wells and use of
grassed storm/flood areas.
Owner proposes to utilize catch basin details in lieu
of dry wells as indicated on plot plan. Four inch waste
line to be run directly north of site to natural
grassed area. This proposal is under investigation by
Weyerhaueser.
2. Recommend possible "grease" trap if there is to be truck
repair/storage.
Grease trap for truck repair/storage has been detailed
in plans and specs.
3. Recommend spill prevention design around diesel fuel
pumping location as per "208" recommendations.
Detail has been provided for dietel fuel spillage at
pump location. The diesel fuel collection area has been
designed so excess diesel fuel may be pumped out when
necessary.

only fork lift equipment which is stored in warehouse.

have made a positive statement on his ability to serve

I am submitting the enclosed site plans and site survey
plans for review and approval by the Spokane County Inter-
Departmental Review Team.
Condition No. 2"the improvement of Cataldo Avenue" is
currently being designed and will be constructed as ajoint
effort of the property owners along the unimproved section
of Catalgo Avenue.
Condition No. 3"the installation of fire hydrants" as they
pertain to this project has been reviewed and accepted by the
Valley Fire Department on April 18, 1979.
Condition No. 4"all advertising structures on the subject
property must be placed flat against the building". We request
that the Review Team consider allowing this project to erect a
free standing sign at the entrance to our drive as indicated
on the site plan. Enclosed is a design sketch of the sign we
propose to use. We find this type of sign essential in guiding
truck and car traffic into our facility.

We have received the plans for the wastewater disposal system for the
subject project. Formal approval has not been issued as yet. On the
basis of our initial review, the department has no objection to the

Further review may indicate that minor changes in equipment and/or me-
thod of operation may be necessary. This is fairly common for this type
project. However, we foresee nothing that would cause disapproval of
the submitted system.

I. BACKGROUND
#6. Generally the proposal will involve the construction and operation of a
warehouse building which will include a paint mixing facility. Construction will
be of a concrete tiit-up design. The design elements and specifications factors
of the proposal are not available at this time This environmental checkiist
is for tne zone change only. At the time of app1ication for a building permit,
project details will be available and more extensive environmental review will
be submitted.
II. ENVIRONMENTAL IMPACTS
#3. Water. Absorption rates and drainage patterns will be changed because
of paved parking areas and the roof of the building. A drain field a»ll be
utilized for lavatories handling human wastes only. A11 industrial wastes will
be held in storage tanks to be transported to an existing county approved
disposal site. Water will be provided by Consolidated 1rJater District. The
District has indicated that the estimated water demand is well within its capacity.
Minimal environmental impact is anticipated.
#6. Noise. The noise levels in the area are falrly high because of the
immediate proxlmity to the freeway and the adjacent railroad line The only
noise generated by the proposal would be from railroad and trucking activity
and from a dust collector which would be located either inside the building,
or if outside the building, in a muffled enclosure.
#10 Risk of Upset. The vast ma3ority of products used are water base,
and therefore are not explosive. There will, however, be some solvents in the
building. More details will be provided in the building permit application phase
of this project.
#16 Utilities. Electricity, natural gas, telephones and water will have to
be brought to the facility. Septic tanks will be used for human wastes only.
Storm water drainage will be handled by approved dry wells Little, if any,
environmental impact is anticipated.

As discussed in our telephone conversation Friday,
Burlington Northern will require that development of
the Greenacre property commence at either the east or
west side rather than in the center as provided in
9our drawing dated JulY 159 19?10
Although you pointed out at our meeting on the site
Wednesday9 August 25th that you are confident that
your company will require the entire area within a
couple of years9 we have no real assurance of thiso
If it should become necessary to locate other indus-
tries on the balance, your proposed development would
be a handicap in doing soo We therefore feel that the
orisginal development start from the ende
If the property under these conditions is still of in-
terest to you9 we know you will require the zoning as
soon as possiblea In talking to Mr, A. G, Bell9 we
understand that the County will require a map showing
the proposed development of the entire acreageo Since
the only proposed development at this time is your plant
and the future warehouses you expect to construct9 it
will be necessary for your drawing to be revised to show
thiso The drawing should also indicate how you intend
to serve your plant with trackageo We wi.ll then have our
Engineering Departmen't determine the best method of tak-
ing off from our main lineo As pointed out in our dis-
cussion, we will require definite assurance that the
plant will be served by trackage before any deed to the
property is issuedo
If you are interested in revising your plant location
to the westerly portion of the property,, Burlington
Northern is agreeable to the conveyance to R. A. Hanson
Company, 10 to 15 acres as required at a price of $2500
per acre including Real Estate commission and giving
you the right of first refusal on the balanceo This offer
