The remainder of the surrounding area is in residential agricultural uses on both lots and tax segregated parcels which range from 12,000 sq.ft. to one acre. 2. - Compatibility with Existing Land Uses - The proposal calls for lots between 12,000 sq.ft. and 18,000 sq.ft. for single family use, which is very similar to the adjacent plats of Fairacres Replat No. 2 and Pines West. The proposal seems compatible with the surrounding uses which are basically residential as well as surrounding lot sizes that range between 12,000 sq.ft. and 1 acre. II. SPECIAL INFORMATIOPJ A. Circulation - The Plat will be served by existing County roads and the County Engineer has required that existing roads providing direct access be paved and curbed. -7A- ST AFF ANALYSIS - December 6, 1978 FAIRACRES REPLAT ,#4 SPECIAL INFORMATION (Contd.) B. Sewaqe Disposal - The applicant`s engineer has prepared an analysis of alternative sewage disposal means; including on-site septic tank d1sposal, community septic tank disposal, and community package treatment plant disposal. For economic reasons, and to provide the most realistic alternative, the applicant's engineer feels on-site septic tanks should be utilized. - The Spokane County Health District has authorized the use of individual on-site sewage systems for each lot within the plat. The District states that an on-site sewage management system sfiould be created and approved by their office prior to the signing of the final plat if more than a total of 5 dwelling units are authorized within the plat. THe plat is situated over the Spokane Valley Aquifer and the Health District ~ in their examination of the possihle impact on groundwater quality from ~ this proposal have the following comments: Impact Discussion a. The plat sponsor has proposed 4 lots on 1.41 acres with a typical lot siie of 100' by .150 feet. Each lot is to be served by a public water systein and its individual on-site sewage disposal system. This raises the question of significance of the impact on the groundwater in the area and possible alternatives for sewage disposal. b. In the course of the conduct of the Army Corps study, Dr. Todd considered typical soils, natural and sewage disposal recharge to the groundwater, and the effect of continued urban development in the Spokane P,iver Valley upon ' the quality of the groundwater. In summary, he concluded that: ~ i 1. In normal precipitation years subsurface disposal of sewage treatment ' effluent does reach and recharge the groundwater. ~ ~ 2. All the dissolved salts in sewage effluent will be carried to the groundwater. However, bacteria and detergents (phosphate portion) are mostly removed by the deep soil layer above the groundwater and "minor dissolved constituents such as phosphates, which are known to ' react with soil particles, or nitrates, which are taken up by plant roots," will be less than the total found in septic tank effluents. 3. The calculated results at the downstream end of groundwater flow line indicate that the maximum range of (dissolved) solids concentration expected at present (1975) is up to 93 mg/1 (milligrams per liter) above the natural groundwater background of 155 mg/l. The forecast year 2020 maximum incremental concentration is 101 mg/1 above the natural background. - - - The analytical results of the forecast impact of year 2020 when compared with the present impact, both measured in terms of leachate volume and dissolved solids concentra- tion, indicate that the present impact on groundwater quality is a]ready a substantial proportion of the ultimate level. :f - -7B- ' 1 . STAFF ANALYSIS - December 6, 1978 FAIRACRES REPLAT #4 SPECIAL INFORMATION (Contd.) W c. Currently, results of chemical analysis show the total nitrogen content of the groundwater as in the range of1.67ppm. A projected incremental increase using Dr. Todd's expected 8.6 percent would result in a range of1.81 ppm. Current Federal and State drinking water standards permit up to 10 ppm. d. Alternative sewage disposal methods that would not recharge the groundwater have the following general characteristics: l. Collector and central treatment systems discharging to surface waters would require at least tertiary treatment and perhaps more to obtain a permit for the discharge from the Oepartment of Ecology. These systems are not currently economically available for this project. 2• Sealed systems, whether individual or community, depend on evapora- tiun for liquid removal. These systems require more land area than a conventional subsurface drainfield. Some, such as lagoons, have safety hazards associated with them and relatively poor community acceptance. Land, installation and operational cost are generally more expensive than those for septic tanks and drainfields. C. Drainage - The County Utilities Engineer reports that the preliminary storm drainage plan submitted by the applicant indicates that on-site storm drainage provisions will adequately handle surface water runoff. However, final construction plans should be reviewed and approved prior to the final plat filing. D. Water Supply - The proposal is located within the recorded service area of Irvin Water District #6. - The District advises the staff that adequate system capacity, and a des-ire on their part to serve, exists for the provision of water for domestic, fire and irrigation uses, E. Fire Protection - The proposal is situated wlthtn the recorded service area of Spokane Fire District #1. - The Fire District staff requests that the Hearing Examiner Committee require mains and hydrants of sufficient size for fire protection as a condition of flnal plat approval. The District also requests that they be allowed to review and approve final construction plans, F. Schools - Proposal lies within the boundaries of Central Valley School District #356 -7C- IJ STAFF ANALYSIS - December 6, 1978 FAIRACRES REPLAT #4 SPECIAL INFORMATION (Contd.) G. Parks - The report "Planning for Parks" Crevised 1976) indicates that Trent Elementary School is located approximately 3/4 of a mile northeast of the proposal on Pines Road. Also, the report indicates proposed sites for both a junior high school and a neigh6orhood park west of the existing elementary school. H. Unique Environmental Features - None have been identified I. Cultural Resources - None have been identified III. ZONING ANALYSIS - The proposal is currently zoned Agricultural and the area to the west and south is also Agricultural. To the north and east Single Family Residential Zoning occurs. In the immediate area several zone classifications occur including Agricultural Suburban, Residential Mobile Home and Restricted Industrial. In consideration of recent plat approvals and zone changes in the immediate area it would appear that the proposal would be consistent and that Single-Family Zoning would probably be most compatible with adjacent development. IV. ENVIRONMENTAL REVIEW - An Environmental Checklist was submitted by the sponsor and has been reviewed by the Planning staff. No significant adverse environmental impacts were judged to exist. - Slight adverse environmental impacts were identified on the checklist in the following categories: earth, air, water, flora, noise, light and glare, land use, population, housing, transportation/circulation, public services and utilities. - The Planning Director issued a proposed Declaration of Non-Significance, and it was circulated to other agencies of jurisdiction. V. CONDITIONS - If approval is granted, the following conditions are recommended. - Specific conditions applicable to this plat are listed below as referenced in the supplemental sheet entitled "Standard Conditions for Approval of Preliminary Plats", August 1977, Spokane County Planning Department. This project lies in a relatively flat area bounded on the north by Fredrick Avenue, and on south by Fairview Avenue, the north and south boundaries are 200 feet long. The east boundary commences approximately 800 feet east of,Bowdish on Fairview and extends north 310 feet to the north boundary. The west boundary commences approximately 1,000 feet east of Bowdi~sh on Fairview and extends nofth 310 feet to the north boundary. b. Surface soils are classed as Garrison gravelly loam with 0 to SX slopes. They have a septic tank field limitation of slight with possible con- tamination of groundwater. c. Geologically the soils are glaciofluvial deposits; stream-laid sand and gravel; contains same boulders in places; includes some undifferentiated glacial deposits. The lower terrace remnants have probably been re- worked by streams. These geologic structures yield moderate to very large amounts of water.
