This proposal lies within the aquifer sensitive area (ASA). The Guidelines for Stormwater
Management require that impervious area within the ASA must drain to grassed percolation
area (GPA) swales. The site plan provided did not indicate where the GPA swales will be
located. When the applicant requests a building permit, the application should include a copy of
the short plat identifying drainage easements which will accommodate the GPA swales.

The application for review and comment is a proposed alteration to delete from the
original plat a dedicatory statement. The applicant has submitted an application to rezone
part of the original plat from Urban Residential-3.5 to Urban Residential-22 for the
purpose of building professional offices.
As you are aware this proposal is located in the Urban category of the Spokane County
Comprehensive Plan and is located inside the Interim Urban Growth Area (IUGA)
boundary.
Section l, Urban, of the Spokane County Comprehensive Plan states:

THIS MATTER, an application for alteration of the Final Plat of Dunham's Acres was reviewed and
conditioned, pursuant to Spokane County Subdivision regulations, on the 7th day of October, 1999.
FINDINGS OF FACT
1. The individual signing below has further been properly delegated the responsibility for rendering
the decision by the Spokane County Director of Building and Planning.
2. This proposed alteration is to delete from the original Final Plat of Dunham's Acres, PE-1260-78,
the following dedicatory statement• "No more than one detached dwelling structure shall be place
on a lot and no lot shall be further subdivided for the purpose of creating additional lots or building
sites without a replat."
3. The existing zoning of the property is Urban Residential-3.5 (UR-3.5). The proposed alteration
conforms to the requirements of the existing UR-3.5 zone.
4. The Spokane County Comprehensive Plan designates this area as Urban. The proposed alteration
is in compliance with the Urban Category.
5. The required public notice was provided for this proposal and agencies having a potential interest
in the project were notified and recommendations solicited.
6. No written comments were received from any adjoining property owners regarding this proposal.
7. No additional conditions were recommended by the various reviewing agencies.
8. This proposal is exempt from environmental review under the State Environmental Policy Act
' pursuant to WAC l 97- l 1-800 (6) (a).
9. All previous Findings of Fact specified in the Spokane County Hearing Examiner Coinmittee's
Findings and Order of December 6, 1978 still apply.
CONDITIONS OF APPROVAL
All previous imposed Conditions of Approval specified in the Spokane County Hearing Examiner
Committee's Findings and Order of December 6, 1978 still apply, together with the following updated
conditions:

1. All conditions imposed shall be binding on the "Applicant," which term shall include the owner or
owners of the property, heirs, assigns and successors.

2. Prior to recording the altered final plat, the applicant shall submit to the County Division of
Building and Planning Director/designee for review any proposed altered final plats to ensure
, compliance with these Findings and Conditions of Approval.
3. The altered final plat shall show all of the land on the original final plat and shall bear the
acknowledged signatures of all parties having an ownership interest in the affected lots within the
original plat.
4. Appropriate road names and street addresses shall be indicated on the altered final plat map.
5. Prior to recording the altered final plat, the applicant shall provide four (4) current Certificates of
Title to the Division of Building and Planning.
6. The altered final plat dedication shall contain a statement which includes by reference the
dedicatory language of the original Fina) Plat of Dunham's Acres, as recorded in Plat Book 15,
Page 71, under Spokane County Auditor's recording no. 7912260355.
