Planning Commission Recommendation: Approve to Residential Office Zone,
subiect to the followinQ condition:
A. Condition;
1. Dedication and improvement to Spokane County standards of the
South 5' of the advertised property along Main Avenue for R,/W.
(Improvements shall include curb, drainage control, and paving to
exi sting oil. )
B. Reasons:
.
1. The advertised property is located immedfately north of a block
zoned Local Business and one lot west of a Multiple Family
Suburban area. Surrounding land uses include a County Library
and a vacant business property to the south, residences and
residential tracts to the north and west, and a residence and an
apartment house to the east.
2. The Planning Commission is of the opinion that the proposed office
use would provide an appropriate buffer between the Main Avenue
business uses and the residential neighborhood to the north. The Commission notes that the Resfdential Office Zone contains ~
performance standards which would make the proposed development
more compatible with adjoining residential uses.

OTHER BUSINESS
~ 1. LETTER FROM STEPHEN A. WATSON - WAIVER OF PETITION REQUIREMENT.
In a letter recefved IV the Commission on January 7, 1972, Mr, Stephen A.
Watson indicated that he was unable to secure the sf gnatures of 3 of the
nearest 5 property owners as required by the Spokane County Zoning Ordinance
to enable his application, ZE-1-72, to be heard by the Commission. Watson
stated that "signatures have been secured controlling approximately 72% of the
400 foot area; however, I have only been able to secure 2 of the nearest S
property owners "o Watson proposes a Residential Office or Multiple Family
Suburban Zone for property located at East 12013 Main Avenue.
The Planning Comrrussion noted that the petition satisfied more than the 61%
requirements and, therefore, agreed to consider the zone change application
at the February hearing.
2. FEBRUARY HEARING DATE
Due to the fact that the second Friday of February is a legal holiday, the
Commi.ssion voted fio reschedule the February hearing date to the third Friday
of the month - February 18, 1972.
3. BY-LAWS C HANGE - 7: 3 0 A. M. BREAKFAST
Members of the Comnussion voted that the By-Laws of the Spokane County
Planning Commission be amended to state that the monthly meetings of the
Commission would be preceded by a breakfast briefing at 7:30 A. M. of the
meeting day.
4. ELECTION OF OFFICERS
Mr. Quackenbush was re-elected Chairman of the Commission for 19 72, and
Mr. Schadegg was re-elected as Vice-Chairman.

Gentlemen:
Since I will be unable to attend the above heariny, I did want to express my
views. My residence for the most part of my life has been in the area now
occupied by the Opportunity Shopping Center. I am one of the owners of the
Center as well as undeveloped property adjacent to it.
One can ce rta i n 1 y app rec i ate the des i res of those who w i sh to see the a rea
abutting the present business zone remain agricultural, however the whole
area at the Northwest corner of Sprague and Pines Road has been under
transition from private residence occupancy for a number of ywars.
In the planning of any shopping center it is paramount to its economic
that there be room for expansion. Secondly, transition zones should also be

the above, preferably an office building.
One of the most serious problems that presents itselt is the p►-eserit width
of Main Avenue and its access to Pines Road.
Over the past 10 years your Planning Director and staff have given a great
deal of assistance in bringing the Shopping Center into a very successful
retailing district. I do trust that allowances will be made for its
continued growth.

The purchaser was unable to obtain financing because there are too
many new vacant duplexes in the valley.
Our advice to you is that you should attempt to arrange for a dif-
ferent zoning, such as residential-office. The area is becoming
more suitable for such zoning rather than residential. It is a
poor location for a single family residence.

Ma.in Ave. Attached to the service application is a signed letter pertain-
ing to the installation of the water service £or E. 12005 rlain Ave.
Our records show the 2" galvanized water pipeline was installed in the
Spring of 1940. Water service to E. 12005 rlain Ave. began February 27,
1951, to E. I20122 Valleyway February l, 1941, to E. 120142 Valleytaay
January 16, 1956, and to E. 12019 riain Ave. on July 30, 1947.
1'he lax-is of Washington State require that on both sides of a domestic
water main and a domestic water service a 10' horizontal separation be
maintained between the water pipelines and the sanitary drainfield
pipelines. r

This letter is written on behalf of Mr. Stephen A. Watson who I understand has
made an app 1 i cat i on for a change of zone on p rope r ty wh i ch he own s 1 y i n g
immediately east of 12005 Main Avenue.
Mr. Watson who contacfied me was concerned because he has found t,:•JO of the
immediate neighbors to be in opposition to any change of zoning.
Not only am I part owner of the Opportunity Shopping Center but also own
several residential dwellings on the West side of Perrine Road between Best-Way
and Main Avenue.
These properties are all rented at the present time and I plan to use this
property to expand the facilities of the shopping center at the appropriate time.
I have a great deal of respect for the people that might oppose progress. Mr.
Watson's property definitely lies in a transition zone which a study of the
zoning map reveals. It lies directly across from a local business zone and
immediately west of multiple-family suburban.
If I recall correctly, the same parties that are in opposition to Mr. Watson's
petition he is circulating were in opposition both to the construction of the
library and the shopping center.
I don't feel Mr. Watson's request is unreasonable and would be most happy to
give him any assistance which would be deemed constructive by the Planning
Commission.
