A INTRODUCTION
This matter having come before the Examiner Committee on November 17, 1978,
and the members of the Committee present beingEldon Thomas, Chairman, Jane
Myers, and John Culler and there being the following persons present who wish
to request approval of a Preliminary Plat/Zone Change, Conditions on a
Previously Approved Appiication for a change in Condition #2 which reads as
follows "The advertised property shail be in substantial conformance with the
submitted development plan " for the purpose of amending the condition so that
a 33-unit apartment complex may be constructed, whereas, the original approval
was for a residential office building
B FINDINGS OF FACT
1 That the existing land use in the area is Single Family Residences, apart-
ments, and commerciat
2 That the Comprehensive Plan designates this area as being under study
3 That the existing zoning of the property described in the application is
Agricultural Suburban
4 That the provisions of RCW 43 21C (The State Environmental Policy Act)
have been complied with
5 That the proper legal requirements for advertisement of the Agenda Item
have been fulfilled
6 That this proposal is not in conflict with the provisions of adopted regula-
tion or intent of adopted pol,icies
7 That the land in this area is suitable for the proposed use, or uses within
the proposed Zone Classification

by the applicant within thirty (30) days of formal action by the Hearing
Examiner Committee as instructed by the Planning Department staff
e interior driveways and parking areas shall be paved
f Direct light from any exterior area lighting fixture shall not extend over
the property boundary
g That, if after one year from the date of the Hearing Examiner Committee's
action, the applicant has not received final adoption of the zone change,
the application is void

WEST, INC.
Planning Commission Recommendation: Approve to Residential Office Zone,
subiect to the followinq conditions:
. A. Conditions:
1. Dedication and improvement to Spokane County standards of the
North 5 feet of the advertised property along Main Avenue for right
of way. Improvements shall include curb, drainage control, and
paving to exi sting oil.
2. The advertised property shall be developed in substantial conformance
with the "approved" development plan and elevation sketches; i. e.,
the proposed building is oriented toward an interior court allowing
one driveway entrance to Main Avenue, The Main Avenue exposure
shall not exceed 1 1/2 stories in height and the front yard area shall
be completely and permanently landscaped. Parking areas and
building entrances shall be confined to the interior court. Land-
scaping, lighting and fencing shall be installed along the perimeters
of the project in accordance with Section 4.07A.110 and 4.07Ao 120
of the Spokane County Zoning Ordinance. B. Reasons:
1. The Planning Commission is of the opinion that the Resident3al Office
zoning would provide an appropriate buffer between the Sprague
Avenue business properties and the single-family residences fronting
on Main Avenue. The Commi s sion note s that Re sidential Office
zoning has been established between Main Avenue and Sprague
Avenue in several locations in the Di s hman -Opportunity communities o

residenti.al development to the north of Main Avenue. The project is
