Planning Conlmission Recomrnendation: Approve to Sinqle Family Residential
( R-1) Zone.
Background :
The advertised area includes portions of Opportunity Terrace 4th Addition
and Hillcre st Acre s 3rd Addi tion between 2 2nd and 2 6th Avenue s. The
advertised area was upgraded to the Restricted Residential Zone in 1965 and
1967, respectively.
A. Reasons:
1. The area has been substantially developed with single family
residences. Of the 85 platted lots within the advertised area, 70
lots are occupied by single family residences, one lot by a
swimming pool, and the remaining 14 lots are vacant. As of
August, 1971, no duplexes had been constructed within the
advertised area.
2. The residential lots are of sufficient size and frontage to adequately
accommodate single family residences (84 - 100 feet of frontage and
120 - 140 feet of depth. The Commission is of the opinion that none
of the remaining vacant lots within the advertised area have a
disadvantaged relationship which would warrant zoning for duplexes,.
3) The Single Family Residential (R-1) Zone prohibits duplexes;

IN THE MATTER CONCERNING the Spokane County Planning Commission's
recommendation to approve the request of Messrs. Shepard, Olson,
Monson & Kelley for zone change ZE-11-72, Restricted Residential
to Single Family Residentia], on the following described property:
Section 27, Township 25 N., Range 44, E.W.M.
Lots 1 through 3 and Lots 11 through 14, Block 6
and all of Blocks l, 3, 4, and 7 of Opportunity
Terrace 4th Addition. Also Lots 1 through 6 and

3rd Addition.
The Board of Spokane County Commissioners upheld the recommendations
of the Spokane County Planning Commission, as contained in their
minutes, dated February 18, 1972, which approved the aforementioned
zone change and found the reasons exp-J.-essed by the Commission to
be sufficient and controlling.
The Board instructed the County Planning Director to prepare an
appropriate resolution incorporating the recommendations of the
Planning Commission.

Myr husband and I were both surprised and dismayed to read in 3ast
Saturday's Chronicle that yau approved zone ch8nge ZE-1I-72. As owners
of a cfupiex 1at on the south side vf 25th, we feel cheated, nvt anly
because we were never infanmed uf this proposed change, but also because
now we cannat build our ciuplex and wil1 never be able to realize the
dQ] 1 ars we i nvested in the property.
We purchased 1 at 2, bZ vck 2 and the west 10 fect of 1 ot 3, Hil1 Crest Area,
3rd addition in January of 1971 with the intentions af building in the
spri ng. Unfortunately, we were unable to vbtai n a mvrtgage then, but
retained possession of the land in hopes of someday building a $45,000
duQlex.
