Enclosed please find copies of those documents readily accessible to me regarding the
permit for the renovation of the upstairs of 4310 S. Hollow. Your request for permit
documentation comes as a surprise to me. I think I filled out the property disclosure
checklist in a more informative and inclusive manner than most sellers are wont to do. I
can't imagine why Spokane County would deny having records of their permit to fix that
area up. The county required me to do things I didn't even consider, like drywall parts by
the interface between the garage and the upstairs. You referred to the area as an addition,
but perhaps they classify fixing up otherwise unused space differently? I simply did what
I was told I had to do to legally to accomplish my goal to turn wasted space into usable
living space.
I have piled up all the papers regarding both this house and the rental in various files and
places. I know I will have to do some review to prepare our taxes for 2003 but have just
put it all aside until then as I have other pressing matters to attend to and even then I will
be focused on tax questions not permit issues. Hopefully the copies I am sending you
will be sufficient. If you send me a copy of the property condition checklist as your
clients have it, and I believe (without actually checking line for line) that is an accurate
copy of what I previously completed, I will sign it again, with that reservation as to what
was originally provided. If your clients require more documentation than that that I have
at hand, either we can go through the formal discovery process or we can work out some
other fair way to deal with their document retrieval requests.

The following procedures will outline the steps that must be taken towards obtaining a final inspection on a
typical construction project.
INSPECTION RECORD CARDS:
At the time of permit issuance you will receive an "Inspection Record Card" along with your permit and the
approved plans. State law now requires this card to be posted and available at the job site for the duration of the
project, and contain contractor and lender or bonding information.
Inspection approvals will be attached to the card regardless of the inspection type. The card may be attached to
a board as long as the card is accessible for attachment of the inspection sticker. In the event of loss of the card,
contact the Division of Building and Code Enforcement to receive a replacement card.
IF THE INSPECTION CARD IS NOT AVAILABLE AT THE SITE OR NOT FILLED OUT ACCURATELY, AN INSPECTION
WILL NOT BE PERFORMED.
APPROVED PLANS: The approved site plan and construction drawings must be available at the job site for
all inspections.

FOOTINGS
All forms must be set as indicated by the approved plan and the property comers
identified.
FOUNDATIONS
All steel must be tied in place, sized and spaced as indicated on the plan, and forms
set for proper dimensions.
UNDERGROUND PLUMBING
All piping must be in place, properly supported, and under test. The piping must be
exposed for the inspection.
SUB -SLAB
(Residential Only)
Appropriate gravel must be spread to a minimum thickness of 4 INCHES with radon
pipe as necessary, and any foundation insulation set. Gravel must be covered with 6
MIL Poly. Plans for alternate construction methods must be approved by the office
PRIOR to the inspection.
ROUGH-IN/TOP OFF
PLUMBING
All plumbing pipe just in place, supported and protected, and under the appropriate
test.
GAS PIPING
All piping must be in place, supported and under a 10 P.S.I.G. air test unless code
required another type of test.
HVAC EQUIPMENT
All equipment must be installed, ducted, supported and vented. The manufacturer's
instructions must be attached to the appliance.
FRAMING
Once all framing, blocking, ducting, piping, wiring, backing are completed and the
building is weather -tight, with windows'and roof complete.
INSULATION
Once installation is complete, including all: caulking and sealing, and vapor barrier
and insulation stops in place.
