Deny. A. Reason: The Planning Commission is of the opinion that the slte is inappropriate for the proposed V.F.W. Lodge facility which includes a cocktaa.l lounge, because of surrounding single family residential uses e The Commis sion note s that Park Road, the acce s s road for the V e F. VV , facility, provides pedestrian and vehicular access from the adjoini,zg residential neighborhood to community facilities (Park Junior High and the Park Pool) to the south of Interstate #9 0 e B. General Data: 1. Location: Section 18, Township 25 N a, Range 44, E o W„ M o That portion of Government Lot 1 lying south of Park Road First Addition and We st Valley Addition and NWly of Interstate #9 0. 2. Applicant: Veterans of Foreign UVars Post #1435 East 7620 Sprague Avenue Spokane, Washington 99206 3. Site Size: 4. 3 acre s 4, Existing Zoning: Agricultural Suburban, e st . February 7, 1956 5. Proposed Zoning: Re sidential Office 6. Proposed Use of Property: Club Room for V. F. W. Lodge 7. Application of Zoning Provision: Chapter 4. 21, Section 4, 21. 040 -4- ZE-44-72 - AGRICULTURAL SUBURBAN TO RESIDENTIAL OFFICE: contd. VETERANS OF F OREIGN WARS, POST #1435 Analysis: The triangular parcel is located north of Interstate 90 and east of Park Road. The property had been utilized by a church and includes a partially completed church-classroom structure o Surrounding land uses include: a trailer court and single f amily home s to the we st, re side nce s to the north, and the freeway to the south and east. The staff is of the opinion that the advertised property is appropriate for the proposed lodge because: 1) The nearly completed structure on the premises can not be readily converted for residential or community uses. The staff contends that the proposed lodge facility would allow reasonable itilization of the structure and site. 2) Although the lodge would incorporate a lounge, the staff is of the opinion that the wide range of activYtie s conducted by the lodge wou ld not be detrimental to the adjoining re sidential neighborhood e The performance standards of the re sidential office zone and the conditional use permit would insure reasonable compatibility of the project with surrounding ` residential properties. ' 3) The staff notes that the parcel is located on the edge of the residential neighborhood and has access via Park Road, a major arterial. Apartments and trailer courts have been established along Park Road between Broadway and Trent Avenues a • , 7 / ~ 5 ~ ~ „ . _ ; 13 ~ ~o ~ 11~1 ~ . ~o i16. /z fi, f~ ' ~ q /~j f , . ~ `a x b~ r 4 ao ~ ~ (j ' K ~ • p ,Z ~ o~~ 7, j 1 j 5g'o ~ flQ ~ a ~ • ~ . ~ 9 'M 1 ` lp To 6 . 5 i ,0 ~we p ~ ~ ~ ~ zts? ~ 7-0 o Si N e` 9o is 1 R~,ra„ .
